    A U.S. guided missile destroyer’s deadly collision with an oil tanker near Singapore in 2017 was caused by “a sudden turn” made by the warship that put it in the path of the commercial vessel, said a report by the Singapore government on Thursday.

    The collision on Aug. 21, which killed 10 sailors and was one of a handful of incidents in the Asia Pacific region involving U.S. Navy warships, raised questions about Navy training and led to the removal of a number of officers.

    The collision between the USS John S McCain (JSM) and Alnic MC (AM) as they were transiting through the Singapore Strait happened because of a sudden turn to Port by JSM , which caused it to head into the path of AM,” the report said.

    The sudden turn was due to “a series of missteps” that took place at the control of the_ John S. McCain_ that unintentionally increased the rate of the vessel’s turn, the report by the Transport Safety Investigation Bureau said.

    The agency is the air and marine accident investigative arm of the Singapore government. It said its report “should not be used to assign blame or determine liability”.

    Blockchain initiative 300cubits has created a new type of cryptocurrency to solve liner shipping’s US$23bn “booking shortfall” conundrum.

    Named TEU, the de-facto industry currency is distributed as tokens on the Ethereum network and will be tradeable on various global cryptocurrency exchanges.

    300cubits claims the tokens will help to eliminate shipping’s “trust issue” by reducing the counterparty default risk, caused by shipper ‘#no-shows’, and by carriers ‘rolling’ cargo.

    According to New Jersey Institute of Technology’s Professor Michael Erlich, the impact of this booking shortfall can be quantified as 5m teu a year, which costs the industry $23bn when knock-on effects, such as carriers’ lost revenue and shippers’ additional inventory costs, are calculated.

    300cubits’ solution is to use TEU tokens as booking deposits. The tokens are coded with a set of immutable conditions to create blockchain-enabled smart contracts to govern the booking transaction.

    Once committed, neither party can alter what has been agreed,” said 300cubits.

    Both the container lines and their customers will be given TEU tokens that will be held as deposits with conditions, and paid out later, upon the execution of the shipment booking.

    The container lines will be compensated with the TEU tokens if the customer does not turn up with cargo. Likewise, the customer will be compensated with the TEU tokens if their cargo is rolled.

    After a first batch of TEU tokens are given to some early adopters, 300cubits plans to offer an ‘initial token sale’ to monetise the new currency. Use of the tokens by industry players will validate and enhance its value, it said, adding that only 100,000,000 tokens would be created to ensure their long-term value.

      Container shipping could see the first widespread use of a cryptocurrency this week.

      Hong Kong-based blockchain developer ETH Smart Contract Tech will tomorrow start handing out its bespoke TEU tokens to shippers, forwarders and 3PLs under its 300cubits project.

      The company will release some 20m TEU tokens, “custom-designed as digital shipping booking deposits, using smart contract blockchain technology, to solve the no-show and rolling problems plaguing the container shipping industry”, to container line customers for free – but on a first-come-first basis.

      Interested shippers and forwarders need to demonstrate their eligibility for 300cubits, and are currently restricted to those that bought slots in 2016.

      After passing the eligibility test, container line customers will allocated TEU tokens based on how much they have spent with the lines, which cumulatively saw sales of $150bn in 2016.

      For example, if the eligible participant has paid $50m as freight payment directly to container lines during 2016, the eligible participant would be entitled to at least 0.03% [$50m as a % of $150bn, the revenue of the entire container shipping industry] of the TEU tokens to be distributed to the customers of container liners – about 6,667,”according to its prospectus.

      300cubits said the total supply of TEU tokens will be fixed at 100m.

    The annual joint US-South Korean military exercises known as Ulchi Freedom Guardian (UFG) began yesterday amid rising tensions in Asia fuelled by the American military build-up throughout the region. While nominally aimed against North Korea, the war games consolidate Washington’s military alliance with Seoul as it makes preparations for conflict with China.

    The military drills involve around 25,000 US military personnel, of which 2,500 will come from outside South Korea, operating alongside 75,000 South Korean troops. The US has 28,500 troops stationed permanently in South Korea and is currently restructuring its bases in the country as part of its broader reorganisation of American military forces in the Asia Pacific.

    Russian President Vladimir Putin has concluded a state visit to China, designed to cement closer ties. The two countries confront provocative steps by the US to isolate them and an American-led military build-up in both Eastern Europe and the Asia Pacific.

    Speaking on Saturday, Putin said the relations between Russia and China had “the character of an all-embracing and strategic partnership.” Chinese President Xi Jinping noted that he and Putin had “decided that the more complicated the international situation, the more determined we should be guided by the spirit of strategic cooperation and the idea of eternal friendship.”

    An estimated 59.5 million people were displaced worldwide at the end of 2014, surpassing the refugees of World War II. It is a statistic that has made headlines across the world.

    The summer months of 2015 brought influxes of asylum seekers to European shores that made the “Arab Spring” migration of 2011 appear modest. 2016 looks poised to break all records, with more than 100,000 people entering Europe over the first two months. At least 21 times more people entered Greece this January than in the same period last year.

    The statistics are staggering. The images of those arriving echo desperation. Yet, the international community’s response has been underwhelming.

    The reasons for this accelerating global displacement are many, mixed and intrinsically linked – from conflict and climate change to state-induced economic deprivation and statelessness.

    With Syria entering a sixth year of conflict today, its civilians constitute the largest refugee population after Palestinians. But this is not to say that the Afghans who preceded Syrians as the largest displaced group are in a better place. Afghanistan, now deemed a “post-conflict” country by the same nations that have waged brutal wars on its soil, offers little safety to those who fled persecution.

    Millions more do not qualify as refugees under U.N. conventions, yet they are fleeing bleak futures and desperate lives.

    Illegal, irregular or clandestine, migrant, refugee or asylum seeker – without confining the term “refugee” to narrow margins, Refugees Deeply will present the conditions that are causing tens of millions of people across the globe to cross borders by land and water and driving others to leave their homes and become displaced inside their countries.

    From Asia Pacific to Central America to the camps of Kenya to the borders of Hungary – we will explore the distinct but related contexts of displacement.

    The media’s current migration narrative, which is dominated by the Mediterranean crossings, implies that a majority of refugees across the world are constantly on the move. In fact, they are not. Most are stuck, trapped by warehousing policies that restrict their movement and prevent them from making a living.

    While some are in camps, many move to urban centers. Close to 60 percent of refugees live in cities, according to the Overseas Development Institute. Istanbul alone is currently home to at least 400,000 Syrian refugees.

    The world is in urgent need of coherent principles and practices to aid and address the displaced. Conventions that were created to cope with massive displacement in the aftermath of World War II are proving woefully inadequate in addressing today’s more diverse migration. Governments are struggling to formulate effective foreign or domestic polices and this, coupled with proliferating smuggling networks, has created a powder keg.

    Farmers and indigenous people (IP) nationwide protested in front of the Department of Environment and Natural Resources (DENR) on Wednesday to denounce the plan to convert one million hectares of land into palm oil plantations.

    The protest, the Kilusang Magbubukid ng Pilipinas (KMP) said, is a prelude to bigger actions as the Aquino government prepares to host the 15th Leaders’ Summit of the Asia Pacific Cooperation (APEC) on November 18 and 19.

    More than 100 Lumad farmers from the Manilakbayan contingent trooped to the DENR to oppose the planned conversion.

    In Mindanao alone, more than one million hectares of land are being eyed as potential palm oil production areas.

    Bohol and Palawan are also targeted for palm oil plantations expansion.

    The activity will be highlighted by the people’s critique of the government’s Philippine Roadmap on the Palm Oil Industry for 2016-2023 and testimonies of farmers, agricultural workers, and Lumad affected by land grabbing and inhuman working and living conditions in oil palm plantations.

    The PAN Asia Pacific (PANAP) will join organizations of farmers, farmworkers, fisherfolk, indigenous peoples, rural women and youth across the Asia Pacific to declare 29 March as the “Day of the Landless” through coordinated actions.

    29 March is a historic event in the people’s struggle for land and resources in the region. The Asian Peasant Coalition (APC) was founded on the said date 12 years ago to challenge imperialist and feudal oppression and exploitation. The declaration is being led by APC to commemorate its anniversary this year.

    “Through this campaign, we will collectively work to engage concerned officials and agencies at the local, regional and global levels to address the human rights violations arising from and related to land and resource grabbing,” said Sarojeni Rengam, PAN Asia Pacific (PANAP) Executive Director.

    About a quarter of the world’s 1.1 billion poor people are landless, according to the latest data from the International Fund for Agricultural Development (IFAD). Almost 200 million do not have enough land to provide a decent standard of living. Meanwhile, data compiled by Global Witness show that between 2002 and 2013, some 908 land and environmental activists were killed in 35 countries. Just over 1% of known cases have been resolved.

    Philippine President Aquino in Washington boosts military ties

    Philippine President Benigno Aquino travelled to Washington from June 7 to 10, where he met with President Barack Obama in the Oval Office, as well as Secretary of State Hillary Clinton and members of the US Senate. The meetings were part of Washington’s “pivot” to the Asia Pacific, a calculated policy for the strategic military containment of China. Increased military ties, intelligence sharing, and the dramatic expansion of the rotational deployment of US troops in the Philippines were all agreed upon during these meetings.

    On June 5, two days before Aquino’s arrival, the US Senate unanimously passed Resolution 481, which called for US support for “increased Philippine defense modernization” and the “rotational presence of US armed forces in the Philippines.” The call for the rotational presence of US armed forces is part of the push for renewed basing arrangements in the Philippines, along the lines of the agreement reached by Washington and Canberra in November last year. It would allow the stationing of US troops in the Philippines and grant access to Philippine naval and military facilities.
