    Ukraine is eyeing China as a likely partner to build two reactors at Khmelnytsky nuclear power plant, Energy and Coal Minister Volodymyr Demchyshyn said, UNIAN reports Nov. 9.

    In the wake of Moscow’s aggression, Ukraine denounced its contract with Russia to build the reactors, and now we are looking for a partner to do the job, the minister said.

    Ukraine will run an international tender to select the partner, he said.

    Ukraine will also have to select the technology and type of fuel for the reactors, he said.

    In the next two weeks the Health Minister (Alexander Kvitashvili), Energy Minister (Volodymyr Demchyshyn) and Education Minister (Serhiy Kvit) will be dismissed, Ukraine’s Prime Minister Arseniy Yatsenyuk said in an interview with Politico.

    In addition, the Prime Minister announced the introduction of a Deputy Prime Minister for European Integration, Politico reports.

    It’s too early to say who [will come into office], this could shatter the coalition,” he explained. “We are in talks with the president. But the quicker we announce the better.

    There have been mistakes,” Yatsenyuk admitted to Politico. “But I will correct these mistakes with new folks sitting in the cabinet.

    It should be noted that Health Minister Alexander Kvitashvili, submitted his resignation letter in early July, but the parliament did not approve his move.

    Russia and Ukraine reached an agreement late Monday to ensure natural gas supplies to war-torn Ukraine for the month of March, averting possible cuts that could have hit supplies to the European Union.

    I am satisfied that we managed to safeguard the full application of the winter package for the supply needs in Ukraine,” said EU energy chief Maros Sefcovic after mediating emergency talks between Russian Energy Minister Alexander Novak and his Ukrainian counterpart Volodymyr Demchyshyn.

    Demchyshyn said that both parties had agreed “to obey the rules” until the end of March.

    Under the deal sealed in Brussels, Ukraine’s Naftogaz will pre-pay and order sufficient quantities of gas to ensure all domestic consumption for March and guarantee undisrupted supplies to the EU. Gazprom commits to supply a set quantity of natural gas each day at agreed on delivery points.

    The European Union imports around 40 percent of its gas from Russia, half through Ukraine.

    Complicating the dispute has been deliveries to Ukraine’s rebel-held east, where fighting between Kiev’s forces and Russia-backed rebels has killed more than 6,000 people.

    Kiev cut gas supplies to rebel-held areas last week, prompting Russia to pump gas there directly. Russia said those deliveries should be counted in gas exports to Ukraine.

    Under the agreement, Kiev and Moscow acknowledged that the supply issue in eastern Ukraine “is highly complex in legal, technical and political terms”, and they agreed that more discussions would be required, a statement said.

    Au passage, progressivement l’Ukraine a rompu tous les réseaux (électrique, bancaire, gaz,…) avec les régions séparatistes.

    Ukraine is obviously short of coal, said country’s newly appointed Energy Minister Volodymyr Demchyshyn during the Dec. 5 news conference in Kyiv. There are only 1.4 million tons of coal left at the local power plants, while they need 3.2 million tons per month.

    Amount of anthracite, a high quality coal, doesn’t exceed 0.25 million tons, the rest is a so called “gas” coal of a lower quality. Coal-based power plants produce as much as 42 percent of the annual electricity output.

    Ukraine is currently in an urgent need of anthracite,” said Demchyshyn. “Due to the lack of supplies, Prydniprovska, Kryvorizka and Zmiivska power plants are working at a minimum capacity … and are unable to provide the level of output required by the system.

    Meanwhile, 2 million tons of anthracite remain out of Ukrainian system’s reach as they are stored in war-torn Donetsk and Luhansk Oblasts. Logistics ties with both regions are complicated due to the aggression of Russia-backed separatists.

    Moreover, as many as 500 carriages of prepaid coal from the Russian Federation are now stuck at the border for unknown reasons, according to Demchyshyn. Energy Ministry is trying to resolve the issue through “contacting the right people at the highest level,” he added.

    Meanwhile, Prosecutor General Vitaliy Yarema said on Dec. 5 that the coal imported from South Africa is of very low quality and doesn’t even burn at the local power plants.
