Octobre 2010 : Lafarge commence à faire tourner son usine de Jalabiya (nord), pour laquelle il a déboursé 680 millions de dollars. Mais six mois plus tard les premiers troubles éclatent. Rapidement, l’Union européenne adopte un embargo sur les armes et le pétrole syrien et l’ONU déclare le pays en état de guerre civile. A partir de 2013, la production de la cimenterie s’effondre et l’EI devient incontournable dans la région. Mais contrairement au pétrolier Total ou à d’autres multinationales, le cimentier décide de rester.

« Pour moi, les choses étaient sous contrôle. Si rien ne me remontait, c’est que rien de matériel ne se produisait », a assuré en janvier, selon une source proche du dossier, l’ex-PDG du groupe, Bruno Lafont, aux enquêteurs des douanes judiciaires.

D’autres ex-responsables ont avancé un argument différent pour justifier le maintien de l’activité : conserver un avantage stratégique afin d’être en première ligne pour participer à la reconstruction de la Syrie une fois la guerre terminée. Cette volonté de rester aurait reçu l’aval des autorités françaises. « Le quai d’Orsay nous dit qu’il faut tenir, que ça va se régler (...) On allait voir, tous les six mois, l’ambassadeur de France pour la Syrie et personne ne nous a dit : +Maintenant il faut que vous partiez+ », a relevé Christian Herrault, ex-directeur général adjoint opérationnel.

« 100.000 dollars par mois »
Se maintenir dans le pays a un prix : LCS monnaye la sécurité de ses employés en versant « de 80.000 à 100.000 dollars » par mois à un intermédiaire, Firas Tlass, ex-actionnaire minoritaire de l’usine, qui ventile ensuite les fonds entre différentes factions armées, a relaté Bruno Pescheux, directeur de la cimenterie de 2008 à 2014. Cela représentait pour l’EI « de l’ordre de 20.000 dollars » par mois, a-t-il précisé.

Much of Atwan’s analysis focuses on the role that digital technology has played in the rise of Islamic State, and this is one of the most fascinating aspects of his book. From their prolific use of dark net, hacking and international cyber-attacks to the development of jihadist computer games and Islamist match-making apps, ISIS members have proven themselves to be, in Atwan’s words, “masters of the digital universe.”

Atwan does an admirable job of explaining the seeming paradox by which Islamic State exploits 21st century technology and cultural trends in pursuit of a society grounded in the mores of the Middle Ages. This is especially true of his account of Islamic State’s sophisticated propaganda wing, which not only keeps existing followers in the Middle East ‘on message’ but enables ISIS to attract, groom and direct new members across the globe. The group has been frighteningly successful in this regard; some 30,000 foreigners have already joined its ranks and, Atwan notes, “hundreds of new recruits turn up every day across the territories under Islamic State control.”

This points to another strength of the book, namely, its rich description of the manner in which ISIS territories are actually governed. Drawing on sources within Islamic State itself, Atwan provides the reader with vivid insights into the institutional structures of the fledgling caliphate and the means by which its leaders intend to build and consolidate state capacity. Uniformed police, efficient sharia courts, minted currency, health services, basic infrastructure, education (except in subjects such as evolutionary biology and philosophy) — ISIS is providing all of these, and doing so has helped it to win significant support from populations long exposed to war, corruption and chaos. The fact that Islamic State deliberately fosters such disorder, however, has been buried under the piles of cash generated by its capture and exploitation of key oilfields and refineries.

The only real weaknesses of Islamic State: The Digital Caliphate are the bias and hyperbole its author tends to display when discussing US foreign policy, Israel, or the West’s treatment of its Muslim citizens. When Atwan tosses about the term “conspiracy” in the context of falling oil prices, for example, or talks of multinational companies “prowling around” Iraq in search of “tantalising prey,” it becomes difficult to take his argument completely seriously.

Kashturi Munirathinam, une Indienne qui travaillait en tant que domestique en Arabie saoudite, s’est fait couper la main par son employeur alors qu’elle tentait de s’enfuir de la maison où elle subissait de mauvais traitements. L’affaire a provoqué un début de crise diplomatique entre les deux pays, d’autant que les incidents de ce type sont loin d’être inhabituels en Arabie saoudite.

L’Inde, par le biais de sa ministre des affaires étrangères Sushma Swaraj, s’en est formellement plaint auprès des autorités saoudiennes, rapporte The Telegraph. Sur Twitter, la ministre a dénoncé un acte « innaceptable ».

Le paragraphe introductif est un chef d’œuvre de manipulation perverse : balancé sur le ton de la naïveté feinte (évidemment feinte, puisque le type est en train de confier son « secret » qu’il faudrait à tout prix préserver à une journaliste qui va le publier…), le mercenaire islamiste pro-occidental libyen est cité dans une tournure qui te fait comprendre que, si tu fais remarquer que ces gens sont clairement, en 2011, des mercenaires islamistes libyens pro-occidentaux liés à Al Qaeda expédiés en Syrie, tu serais un affreux idiot utile de Bachar, puisque ce serait « une victoire pour les autorités syriennes » :
