    The firm in question is Portland Communications, whose founder Tim Allan is now the director of communications for Keir Starmer. And it has been busted once already for this practice, which is in breach of the British PR professionals’ code of conduct.

  • Monitoring being pitched to fight Covid-19 was tested on refugees

    The pandemic has given a boost to controversial data-driven initiatives to track population movements

    In Italy, social media monitoring companies have been scouring Instagram to see who’s breaking the nationwide lockdown. In Israel, the government has made plans to “sift through geolocation data” collected by the Shin Bet intelligence agency and text people who have been in contact with an infected person. And in the UK, the government has asked mobile operators to share phone users’ aggregate location data to “help to predict broadly how the virus might move”.

    These efforts are just the most visible tip of a rapidly evolving industry combining the exploitation of data from the internet and mobile phones and the increasing number of sensors embedded on Earth and in space. Data scientists are intrigued by the new possibilities for behavioural prediction that such data offers. But they are also coming to terms with the complexity of actually using these data sets, and the ethical and practical problems that lurk within them.

    In the wake of the refugee crisis of 2015, tech companies and research consortiums pushed to develop projects using new data sources to predict movements of migrants into Europe. These ranged from broad efforts to extract intelligence from public social media profiles by hand, to more complex automated manipulation of big data sets through image recognition and machine learning. Two recent efforts have just been shut down, however, and others are yet to produce operational results.

    While IT companies and some areas of the humanitarian sector have applauded new possibilities, critics cite human rights concerns, or point to limitations in what such technological solutions can actually achieve.

    In September last year Frontex, the European border security agency, published a tender for “social media analysis services concerning irregular migration trends and forecasts”. The agency was offering the winning bidder up to €400,000 for “improved risk analysis regarding future irregular migratory movements” and support of Frontex’s anti-immigration operations.

    Frontex “wants to embrace” opportunities arising from the rapid growth of social media platforms, a contracting document outlined. The border agency believes that social media interactions drastically change the way people plan their routes, and thus examining would-be migrants’ online behaviour could help it get ahead of the curve, since these interactions typically occur “well before persons reach the external borders of the EU”.

    Frontex asked bidders to develop lists of key words that could be mined from platforms like Twitter, Facebook, Instagram and YouTube. The winning company would produce a monthly report containing “predictive intelligence ... of irregular flows”.

    Early this year, however, Frontex cancelled the opportunity. It followed swiftly on from another shutdown; Frontex’s sister agency, the European Asylum Support Office (EASO), had fallen foul of the European data protection watchdog, the EDPS, for searching social media content from would-be migrants.

    The EASO had been using the data to flag “shifts in asylum and migration routes, smuggling offers and the discourse among social media community users on key issues – flights, human trafficking and asylum systems/processes”. The search covered a broad range of languages, including Arabic, Pashto, Dari, Urdu, Tigrinya, Amharic, Edo, Pidgin English, Russian, Kurmanji Kurdish, Hausa and French.

    Although the EASO’s mission, as its name suggests, is centred around support for the asylum system, its reports were widely circulated, including to organisations that attempt to limit illegal immigration – Europol, Interpol, member states and Frontex itself.

    In shutting down the EASO’s social media monitoring project, the watchdog cited numerous concerns about process, the impact on fundamental rights and the lack of a legal basis for the work.

    “This processing operation concerns a vast number of social media users,” the EDPS pointed out. Because EASO’s reports are read by border security forces, there was a significant risk that data shared by asylum seekers to help others travel safely to Europe could instead be unfairly used against them without their knowledge.

    Social media monitoring “poses high risks to individuals’ rights and freedoms,” the regulator concluded in an assessment it delivered last November. “It involves the use of personal data in a way that goes beyond their initial purpose, their initial context of publication and in ways that individuals could not reasonably anticipate. This may have a chilling effect on people’s ability and willingness to express themselves and form relationships freely.”

    EASO told the Bureau that the ban had “negative consequences” on “the ability of EU member states to adapt the preparedness, and increase the effectiveness, of their asylum systems” and also noted a “potential harmful impact on the safety of migrants and asylum seekers”.

    Frontex said that its social media analysis tender was cancelled after new European border regulations came into force, but added that it was considering modifying the tender in response to these rules.

    The two shutdowns represented a stumbling block for efforts to track population movements via new technologies and sources of data. But the public health crisis precipitated by the Covid-19 virus has brought such efforts abruptly to wider attention. In doing so it has cast a spotlight on a complex knot of issues. What information is personal, and legally protected? How does that protection work? What do concepts like anonymisation, privacy and consent mean in an age of big data?
    The shape of things to come

    International humanitarian organisations have long been interested in whether they can use nontraditional data sources to help plan disaster responses. As they often operate in inaccessible regions with little available or accurate official data about population sizes and movements, they can benefit from using new big data sources to estimate how many people are moving where. In particular, as well as using social media, recent efforts have sought to combine insights from mobile phones – a vital possession for a refugee or disaster survivor – with images generated by “Earth observation” satellites.

    “Mobiles, satellites and social media are the holy trinity of movement prediction,” said Linnet Taylor, professor at the Tilburg Institute for Law, Technology and Society in the Netherlands, who has been studying the privacy implications of such new data sources. “It’s the shape of things to come.”

    As the devastating impact of the Syrian civil war worsened in 2015, Europe saw itself in crisis. Refugee movements dominated the headlines and while some countries, notably Germany, opened up to more arrivals than usual, others shut down. European agencies and tech companies started to team up with a new offering: a migration hotspot predictor.

    Controversially, they were importing a concept drawn from distant catastrophe zones into decision-making on what should happen within the borders of the EU.

    “Here’s the heart of the matter,” said Nathaniel Raymond, a lecturer at the Yale Jackson Institute for Global Affairs who focuses on the security implications of information communication technologies for vulnerable populations. “In ungoverned frontier cases [European data protection law] doesn’t apply. Use of these technologies might be ethically safer there, and in any case it’s the only thing that is available. When you enter governed space, data volume and ease of manipulation go up. Putting this technology to work in the EU is a total inversion.”

    Justin Ginnetti, head of data and analysis at the Internal Displacement Monitoring Centre in Switzerland, made a similar point. His organisation monitors movements to help humanitarian groups provide food, shelter and aid to those forced from their homes, but he casts a skeptical eye on governments using the same technology in the context of migration.

    “Many governments – within the EU and elsewhere – are very interested in these technologies, for reasons that are not the same as ours,” he told the Bureau. He called such technologies “a nuclear fly swatter,” adding: “The key question is: What problem are you really trying to solve with it? For many governments, it’s not preparing to ‘better respond to inflow of people’ – it’s raising red flags, to identify those en route and prevent them from arriving.”
    Eye in the sky

    A key player in marketing this concept was the European Space Agency (ESA) – an organisation based in Paris, with a major spaceport in French Guiana. The ESA’s pitch was to combine its space assets with other people’s data. “Could you be leveraging space technology and data for the benefit of life on Earth?” a recent presentation from the organisation on “disruptive smart technologies” asked. “We’ll work together to make your idea commercially viable.”

    By 2016, technologists at the ESA had spotted an opportunity. “Europe is being confronted with the most significant influxes of migrants and refugees in its history,” a presentation for their Advanced Research in Telecommunications Systems Programme stated. “One burning issue is the lack of timely information on migration trends, flows and rates. Big data applications have been recognised as a potentially powerful tool.” It decided to assess how it could harness such data.

    The ESA reached out to various European agencies, including EASO and Frontex, to offer a stake in what it called “big data applications to boost preparedness and response to migration”. The space agency would fund initial feasibility stages, but wanted any operational work to be jointly funded.

    One such feasibility study was carried out by GMV, a privately owned tech group covering banking, defence, health, telecommunications and satellites. GMV announced in a press release in August 2017 that the study would “assess the added value of big data solutions in the migration sector, namely the reduction of safety risks for migrants, the enhancement of border controls, as well as prevention and response to security issues related with unexpected migration movements”. It would do this by integrating “multiple space assets” with other sources including mobile phones and social media.

    When contacted by the Bureau, a spokeswoman from GMV said that, contrary to the press release, “nothing in the feasibility study related to the enhancement of border controls”.

    In the same year, the technology multinational CGI teamed up with the Dutch Statistics Office to explore similar questions. They started by looking at data around asylum flows from Syria and at how satellite images and social media could indicate changes in migration patterns in Niger, a key route into Europe. Following this experiment, they approached EASO in October 2017. CGI’s presentation of the work noted that at the time EASO was looking for a social media analysis tool that could monitor Facebook groups, predict arrivals of migrants at EU borders, and determine the number of “hotspots” and migrant shelters. CGI pitched a combined project, co-funded by the ESA, to start in 2019 and expand to serve more organisations in 2020.

    The idea was called Migration Radar 2.0. The ESA wrote that “analysing social media data allows for better understanding of the behaviour and sentiments of crowds at a particular geographic location and a specific moment in time, which can be indicators of possible migration movements in the immediate future”. Combined with continuous monitoring from space, the result would be an “early warning system” that offered potential future movements and routes, “as well as information about the composition of people in terms of origin, age, gender”.

    Internal notes released by EASO to the Bureau show the sheer range of companies trying to get a slice of the action. The agency had considered offers of services not only from the ESA, GMV, the Dutch Statistics Office and CGI, but also from BIP, a consulting firm, the aerospace group Thales Alenia, the geoinformation specialist EGEOS and Vodafone.

    Some of the pitches were better received than others. An EASO analyst who took notes on the various proposals remarked that “most oversell a bit”. They went on: “Some claimed they could trace GSM [ie mobile networks] but then clarified they could do it for Venezuelans only, and maybe one or two countries in Africa.” Financial implications were not always clearly provided. On the other hand, the official noted, the ESA and its consortium would pay 80% of costs and “we can get collaboration on something we plan to do anyway”.

    The features on offer included automatic alerts, a social media timeline, sentiment analysis, “animated bubbles with asylum applications from countries of origin over time”, the detection and monitoring of smuggling sites, hotspot maps, change detection and border monitoring.

    The document notes a group of services available from Vodafone, for example, in the context of a proposed project to monitor asylum centres in Italy. The proposal was to identify “hotspot activities”, using phone data to group individuals either by nationality or “according to where they spend the night”, and also to test if their movements into the country from abroad could be back-tracked. A tentative estimate for the cost of a pilot project, spread over four municipalities, came to €250,000 – of which an unspecified amount was for “regulatory (privacy) issues”.

    Stumbling blocks

    Elsewhere, efforts to harness social media data for similar purposes were proving problematic. A September 2017 UN study tried to establish whether analysing social media posts, specifically on Twitter, “could provide insights into ... altered routes, or the conversations PoC [“persons of concern”] are having with service providers, including smugglers”. The hypothesis was that this could “better inform the orientation of resource allocations, and advocacy efforts” - but the study was unable to conclude either way, after failing to identify enough relevant data on Twitter.

    The ESA pressed ahead, with four feasibility studies concluding in 2018 and 2019. The Migration Radar project produced a dashboard that showcased the use of satellite imagery for automatically detecting changes in temporary settlement, as well as tools to analyse sentiment on social media. The prototype received positive reviews, its backers wrote, encouraging them to keep developing the product.

    CGI was effusive about the predictive power of its technology, which could automatically detect “groups of people, traces of trucks at unexpected places, tent camps, waste heaps and boats” while offering insight into “the sentiments of migrants at certain moments” and “information that is shared about routes and motives for taking certain routes”. Armed with this data, the company argued that it could create a service which could predict the possible outcomes of migration movements before they happened.

    The ESA’s other “big data applications” study had identified a demand among EU agencies and other potential customers for predictive analyses to ensure “preparedness” and alert systems for migration events. A package of services was proposed, using data drawn from social media and satellites.

    Both projects were slated to evolve into a second, operational phase. But this seems to have never become reality. CGI told the Bureau that “since the completion of the [Migration Radar] project, we have not carried out any extra activities in this domain”.

    The ESA told the Bureau that its studies had “confirmed the usefulness” of combining space technology and big data for monitoring migration movements. The agency added that its corporate partners were working on follow-on projects despite “internal delays”.

    EASO itself told the Bureau that it “took a decision not to get involved” in the various proposals it had received.

    Specialists found a “striking absence” of agreed upon core principles when using the new technologies

    But even as these efforts slowed, others have been pursuing similar goals. The European Commission’s Knowledge Centre on Migration and Demography has proposed a “Big Data for Migration Alliance” to address data access, security and ethics concerns. A new partnership between the ESA and GMV – “Bigmig" – aims to support “migration management and prevention” through a combination of satellite observation and machine-learning techniques (the company emphasised to the Bureau that its focus was humanitarian). And a consortium of universities and private sector partners – GMV among them – has just launched a €3 million EU-funded project, named Hummingbird, to improve predictions of migration patterns, including through analysing phone call records, satellite imagery and social media.

    At a conference in Berlin in October 2019, dozens of specialists from academia, government and the humanitarian sector debated the use of these new technologies for “forecasting human mobility in contexts of crises”. Their conclusions raised numerous red flags. They found a “striking absence” of agreed upon core principles. It was hard to balance the potential good with ethical concerns, because the most useful data tended to be more specific, leading to greater risks of misuse and even, in the worst case scenario, weaponisation of the data. Partnerships with corporations introduced transparency complications. Communication of predictive findings to decision makers, and particularly the “miscommunication of the scope and limitations associated with such findings”, was identified as a particular problem.

    The full consequences of relying on artificial intelligence and “employing large scale, automated, and combined analysis of datasets of different sources” to predict movements in a crisis could not be foreseen, the workshop report concluded. “Humanitarian and political actors who base their decisions on such analytics must therefore carefully reflect on the potential risks.”

    A fresh crisis

    Until recently, discussion of such risks remained mostly confined to scientific papers and NGO workshops. The Covid-19 pandemic has brought it crashing into the mainstream.

    Some see critical advantages to using call data records to trace movements and map the spread of the virus. “Using our mobile technology, we have the potential to build models that help to predict broadly how the virus might move,” an O2 spokesperson said in March. But others believe that it is too late for this to be useful. The UK’s chief scientific officer, Patrick Vallance, told a press conference in March that using this type of data “would have been a good idea in January”.

    Like the 2015 refugee crisis, the global emergency offers an opportunity for industry to get ahead of the curve with innovative uses of big data. At a summit in Downing Street on 11 March, Dominic Cummings asked tech firms “what [they] could bring to the table” to help the fight against Covid-19.

    Human rights advocates worry about the longer term effects of such efforts, however. “Right now, we’re seeing states around the world roll out powerful new surveillance measures and strike up hasty partnerships with tech companies,” Anna Bacciarelli, a technology researcher at Amnesty International, told the Bureau. “While states must act to protect people in this pandemic, it is vital that we ensure that invasive surveillance measures do not become normalised and permanent, beyond their emergency status.”

    More creative methods of surveillance and prediction are not necessarily answering the right question, others warn.

    “The single largest determinant of Covid-19 mortality is healthcare system capacity,” said Sean McDonald, a senior fellow at the Centre for International Governance Innovation, who studied the use of phone data in the west African Ebola outbreak of 2014-5. “But governments are focusing on the pandemic as a problem of people management rather than a problem of building response capacity. More broadly, there is nowhere near enough proof that the science or math underlying the technologies being deployed meaningfully contribute to controlling the virus at all.”

    Legally, this type of data processing raises complicated questions. While European data protection law - the GDPR - generally prohibits processing of “special categories of personal data”, including ethnicity, beliefs, sexual orientation, biometrics and health, it allows such processing in a number of instances (among them public health emergencies). In the case of refugee movement prediction, there are signs that the law is cracking at the seams.
    “There is nowhere near enough proof that the science or math underlying the technologies being deployed meaningfully contribute to controlling the virus at all.”

    Under GDPR, researchers are supposed to make “impact assessments” of how their data processing can affect fundamental rights. If they find potential for concern they should consult their national information commissioner. There is no simple way to know whether such assessments have been produced, however, or whether they were thoroughly carried out.

    Researchers engaged with crunching mobile phone data point to anonymisation and aggregation as effective tools for ensuring privacy is maintained. But the solution is not straightforward, either technically or legally.

    “If telcos are using individual call records or location data to provide intel on the whereabouts, movements or activities of migrants and refugees, they still need a legal basis to use that data for that purpose in the first place – even if the final intelligence report itself does not contain any personal data,” said Ben Hayes, director of AWO, a data rights law firm and consultancy. “The more likely it is that the people concerned may be identified or affected, the more serious this matter becomes.”

    More broadly, experts worry that, faced with the potential of big data technology to illuminate movements of groups of people, the law’s provisions on privacy begin to seem outdated.

    “We’re paying more attention now to privacy under its traditional definition,” Nathaniel Raymond said. “But privacy is not the same as group legibility.” Simply put, while issues around the sensitivity of personal data can be obvious, the combinations of seemingly unrelated data that offer insights about what small groups of people are doing can be hard to foresee, and hard to mitigate. Raymond argues that the concept of privacy as enshrined in the newly minted data protection law is anachronistic. As he puts it, “GDPR is already dead, stuffed and mounted. We’re increasing vulnerability under the colour of law.”

  • Revealed: The thousands of public spaces lost to the council funding crisis

    The local government funding crisis has become so dire that councils are being forced to sell thousands of public spaces, such as libraries, community centres and playgrounds.

    In a double blow to communities, some local authorities are using the money raised from selling off buildings and land to pay for hundreds of redundancies, including in vital frontline services.

    In a major collaborative investigation with HuffPost UK and regional journalists across the country, the Bureau has compiled data on more than 12,000 public spaces disposed of by councils since 2014/15. Our investigation found that councils raised a total of £9.1 billion from selling property.

    The findings lay bare the spiralling impact of eight successive years of austerity, leaving services shut and buildings closed. Councils have been forced to take ever more desperate measures to stay in the black as their funding from central government has been cut by about 60% since 2010.

    The Guardian understands the home secretary thinks section 40(2) of the British Nationality Act 1981 gives him the power to strip Begum of her UK citizenship.

    He wrote to her family informing them he had made such an order, believing the fact her parents are of Bangladeshi heritage means she can apply for citizenship of that country – though Begum says she has never visited it.

    This is crucial because, while the law bars him from making a person stateless, it allows him to remove citizenship if he can show Begum has behaved “in a manner which is seriously prejudicial to the vital interests of the UK” and he has “reasonable grounds for believing that the person is able, under the law of a country or territory outside the UK, to become a national of such a country or territory”.

    • What do we know about citizenship stripping?

      The Bureau began investigating the Government’s powers to deprive individuals of their British citizenship two years ago.

      The project has involved countless hours spent in court, deep and detailed use of the freedom of information act and the input of respected academics, lawyers and politicians.

      The Counter-Terrorism Bill was presented to Parliament two weeks ago. New powers to remove passports from terror suspects and temporarily exclude suspected jihadists from the UK have focused attention on the Government’s citizenship stripping powers, which have been part of the government’s counter-terrorism tools for nearly a decade.

      A deprivation order can be made where the home secretary believes that it is ‘not conducive’ to the public good for the individual to remain in the country, or where citizenship is believed to have been obtained fraudulently. The Bureau focuses on cases based on ‘not conducive’ grounds, which are related to national security and suspected terrorist activity.

      Until earlier this year, the Government was only able to remove the citizenship of British nationals where doing so wouldn’t leave them stateless. However, in July an amendment to the British Nationality Act (BNA) came into force and powers to deprive a person of their citizenship were expanded. Foreign-born, naturalised individuals can now be stripped of their UK citizenship on national security grounds even if it renders them stateless, a practice described by a former director of public prosecutions as being “beloved of the world’s worst regimes during the 20th century”.

      So what do we know about how these powers are used?
      The numbers

      53 people have been stripped of their British citizenship since 2002 – this includes both people who were considered to have gained their citizenship fraudulently, as well as those who have lost it for national security reasons.
      48 of these were under the Coalition government.
      Since 2006, 27 people have lost their citizenship on national security grounds; 24 of these were under the current Coalition government.
      In 2013, home secretary Theresa May stripped 20 individuals of their British citizenship – more than in all the preceding years of the Coalition put together.
      The Bureau has identified 18 of the 53 cases, 17 of which were deprived of their citizenship on national security grounds.
      15 of the individuals identified by the Bureau who lost their citizenship on national security grounds were abroad at the time of the deprivation order.
      At least five of those who have lost their nationality were born in the UK.
      The previous Labour government used deprivation orders just five times in four years.
      Hilal Al-Jedda was the first individual whose deprivation of citizenship case made it to the Supreme Court. The home secretary lost her appeal as the Supreme Court justices unanimously ruled her deprivation order against Al-Jedda had made him illegally stateless. Instead of returning his passport, just three weeks later the home secretary issued a second deprivation order against him.
      This was one of two deprivation of citizenship cases to have made it to the Supreme Court, Britain’s uppermost court, to date.
      In November 2014 deprivation of citizenship case number two reached the Supreme Court, with the appellant, Minh Pham, also arguing that the deprivation order against him made him unlawfully stateless.
      Two of those stripped of their British citizenship by Theresa May in 2010, London-born Mohamed Sakr and his childhood friend Bilal al Berjawi, were later killed by US drone strikes in Somalia.
      One of the individuals identified by the Bureau, Mahdi Hashi, was the subject of rendition to the US, where he was held in secret for over a month and now faces terror charges.
      Only one individual, Iraqi-born Hilal al-Jedda, is currently known to have been stripped of his British citizenship twice.

    • ‘My British citizenship was everything to me. Now I am nobody’ – A former British citizen speaks out

      When a British man took a holiday to visit relatives in Pakistan in January 2012 he had every reason to look forward to returning home. He worked full time at the mobile phone shop beneath his flat in southeast London, he had a busy social life and preparations for his family’s visit to the UK were in full flow.

      Two years later, the man, who cannot be named for legal reasons, is stranded in Pakistan, and claims he is under threat from the Taliban and unable to find work to support his wife and three children.

      He is one of 27 British nationals since 2006 who have had their citizenship removed under secretive government orders on the grounds that their presence in the UK is ‘not conducive to the public good’. He is the first to speak publicly about his ordeal.

      ‘My British citizenship was everything to me. I could travel around the world freely,’ he told the Bureau. ‘That was my identity but now I am nobody.’

      Under current legislation, the Home Secretary, Theresa May, has the power to strip dual nationals of their British citizenship if she deems their presence in the UK ‘not conducive to the public good’, or if their nationality was gained on fraudulent grounds. May recently won a Commons vote paving the way to allow her to strip the citizenship of foreign-born or naturalised UK nationals even if it rendered them stateless. Amendments to the Immigration Bill – including the controversial Article 60 concerning statelessness – are being tabled this week in the House of Lords.

      A Bureau investigation in December 2013 revealed 20 British nationals were stripped of their citizenship last year – more than in all previous years under the Coalition combined. Twelve of these were later revealed to have been cases where an individual had gained citizenship by fraud; the remaining eight are on ‘conducive’ grounds.

      Since 2006 when the current laws entered force, 27 orders have been made on ‘conducive’ grounds, issued in practice against individuals suspected of involvement in extremist activities. The Home Secretary often makes her decision when the individual concerned is outside the UK, and, in at least one case, deliberately waited for a British national to go on holiday before revoking his citizenship.

      The only legal recourse to these decisions, which are taken without judicial approval, is for the individual affected to submit a formal appeal to the Special Immigration and Asylum Committee (Siac), where evidence can be heard in secret, within 28 days of the order being given. These appeals can take years to conclude, leaving individuals – the vast majority of whom have never been charged with an offence – stranded abroad.

      The process has been compared to ‘medieval exile’ by leading human rights lawyer Gareth Peirce.

      The man, who is referred to in court documents as E2, was born in Afghanistan and still holds Afghan citizenship. He claimed asylum in Britain in 1999 after fleeing the Taliban regime in Kabul, and was granted indefinite leave to remain. In 2009 he became a British citizen.

      While his immediate family remained in Pakistan, E2 came to London, where he worked and integrated in the local community. Although this interview was conducted in his native Pashto, E2 can speak some English.

      ‘I worked and I learned English,’ he says. ‘Even now I see myself as a British. If anyone asks me, I tell them that I am British.’

      But, as of March 28 2012, E2 is no longer a British citizen. After E2 boarded a flight to Kabul in January 2012 to visit relatives in Afghanistan and his wife and children in Pakistan, a letter containing May’s signature was sent to his southeast London address from the UK Border Agency, stating he had been deprived of his British nationality. In evidence that remains secret even from him, E2 was accused of involvement in ‘Islamist extremism’ and deemed a national security threat. He denies the allegation and says he has never participated in extremist activity.

      In the letter the Home Secretary wrote: ‘My decision has been taken in part reliance on information which, in my opinion should not be made public in the interest of national security and because disclosure would be contrary to the public interest.’

      E2 says he had no way of knowing his citizenship had been removed and that the first he heard of the decision was when he was met by a British embassy official at Dubai airport on May 25 2012, when he was on his way back to the UK and well after his appeal window shut.

      E2’s lawyer appealed anyway, and submitted to Siac that: ‘Save for written correspondence to the Appellant’s last known address in the UK expressly stating that he has 28 days to appeal, i.e. acknowledging that he was not in the UK, no steps were taken to contact the Appellant by email, telephone or in person until an official from the British Embassy met him at Dubai airport and took his passport from him.’

      The submission noted that ‘it is clear from this [decision] that the [Home Secretary] knew that the Appellant [E2] is out of the country as the deadline referred to is 28 days.’

      The Home Office disputed that E2 was unaware of the order against him, and a judge ruled that he was satisfied ‘on the balance of probabilities’ that E2 did know about the removal of his citizenship. ‘[W]e do not believe his statement,’ the judge added.

      His British passport was confiscated and, after spending 18 hours in an airport cell, E2 was made to board a flight back to Kabul. He has remained in Afghanistan and Pakistan ever since. It is from Pakistan that he agreed to speak to the Bureau last month.

      Daniel Carey, who is representing E2 in a fresh appeal to Siac, says: ‘The practice of waiting until a citizen leaves the UK before depriving them of citizenship, and then opposing them when they appeal out of time, is an intentional attack on citizens’ due process rights.

      ‘By bending an unfair system to its will the government is getting worryingly close to a system of citizenship by executive fiat.’

      While rules governing hearings at Siac mean some evidence against E2 cannot be disclosed on grounds of national security, the Bureau has been able to corroborate key aspects of E2’s version of events, including his best guess as to why his citizenship was stripped. His story revolves around an incident that occurred thousands of miles away from his London home and several years before he saw it for the last time.

      In November 2008, Afghan national Zia ul-Haq Ahadi was kidnapped as he left the home of his infirmed mother in Peshawar, Pakistan. The event might have gone unnoticed were he not the brother of Afghanistan’s then finance minister and former presidential hopeful Anwar ul-Haq Ahadi. Anwar intervened, and after 13 months of tortuous negotiations with the kidnappers, a ransom was paid and Zia was released. E2 claims to have been the man who drove a key negotiator to Zia’s kidnappers.

      While the Bureau has not yet been able to confirm whether E2 had played the role he claimed in the release, a source with detailed knowledge of the kidnapping told the Bureau he was ‘willing to give [E2] some benefit of the doubt because there are elements of truth [in his version of events].’

      The source confirmed a man matching E2’s description was involved in the negotiations.

      ‘We didn’t know officially who the group was, but they were the kidnappers. I didn’t know whether they were with the Pakistani or Afghan Taliban,’ E2 says. ‘After releasing the abducted person I came back to London.’

      E2 guesses – since not even his lawyers have seen specific evidence against him – that it was this activity that brought him to the attention of British intelligence services. After this point, he was repeatedly stopped as he travelled to and from London and Afghanistan and Pakistan to visit relatives four times between the end of 2009 and the beginning of 2012.

      ‘MI5 questioned me for three or four hours each time I came to London at Heathrow airport,’ he says. ‘They said people like me [Pashtun Afghans] go to Waziristan and from there you start fighting with British and US soldiers.

      ‘The very last time [I was questioned] was years after the [kidnapping]. I was asked to a Metropolitan Police station in London. They showed me pictures of Gulbuddin Hekmatyar [former Afghan prime minister and militant with links to the Pakistani Taliban (TTP)] along with other leaders and Taliban commanders. They said: ‘You know these guys.’

      He claims he was shown a photo of his wife – a highly intrusive action in conservative Pashtun culture – as well as one of someone he was told was Sirajuddin Haqqani, commander of the Haqqani Network, one of the most lethal TTP-allied groups.

      ‘They said I met him, that I was talking to him and I have connections with him. I said that’s wrong. I told [my interrogator] that you can call [Anwar al-Ahady] and he will explain that he sent me to Waziristan and that I found and released his brother,’ E2 says.

      ‘I don’t know Sirajuddin Haqqani and I didn’t meet him.’

      The Haqqani Network, which operates in Pakistan’s Federally Administered Tribal Areas and across the border in Afghanistan, was designated as a terrorist organisation by the United States in September 2012. It has claimed responsibility for a score of attacks against Afghan, Pakistani and NATO security forces in Afghanistan and Pakistan. The UN accuses Sirajuddin Haqqani of being ‘actively involved in the planning and execution of attacks targeting International Security Assistance Forces (ISAF), Afghan officials and civilians.’

      E2 says he has no idea whether Haqqani was involved in Zia’s kidnapping, but he believes the security services may have started investigating him when he met the imam of a mosque he visited in North Waziristan.

      ‘The imam had lunch with us and he was with me while I was waiting for my father-in-law. I didn’t take his number but I gave him mine. That imam often called me on my shop’s BT telephone line [in London]. These calls put me in trouble,’ he says.

      If E2’s version of events is accurate, it would mean he gained his British citizenship while he was negotiating Zia’s release. He lost it less than three years later.

      The Home Office offered a boilerplate response to the Bureau’s questions: ‘The Home Secretary will remove British citizenship from individuals where she feels it is conducive to the public good to do so.’

      When challenged specifically on allegations made by E2, the spokesman said the Home Office does not comment on individual cases.

      E2 says he now lives in fear for his safety in Pakistan. Since word has spread that he lost his UK nationality, locals assume he is guilty, which he says puts him at risk of attack from the Pakistani security forces. In addition, he says his family has received threats from the Taliban for his interaction with MI5.

      ‘People back in Afghanistan know that my British passport was revoked because I was accused of working with the Taliban. I can’t visit my relatives and I am an easy target to others,’ he said. ‘Without the British passport here, whether [by] the government or Taliban, we can be executed easily.’

      E2 is not alone in fearing for his life after being exiled from Britain. Two British nationals stripped of their citizenship in 2010 were killed a year later by a US drone strike in Somalia. A third Briton, Mahdi Hashi, disappeared from east Africa after having his citizenship revoked in June 2012 only to appear in a US court after being rendered from Djibouti.

      E2 says if the government was so certain of his involvement in extremism they should allow him to stand trial in a criminal court.

      ‘When somebody’s citizenship is revoked if he is criminal he should be put in jail, otherwise he should be free and should have his passport returned,’ he says.

      ‘My message [to Theresa May] is that my citizenship was revoked illegally. It’s wrong that only by sending a letter that your citizenship is revoked. What kind of democracy is it that?’

  • A game of chicken: how Indian poultry farming is creating global #superbugs

    On a farm in the Rangareddy district in India, near the southern metropolis of Hyderabad, a clutch of chicks has just been delivered. Some 5,000 birds peck at one another, loitering around a warehouse which will become cramped as they grow. Outside the shed, stacks of bags contain the feed they will eat during their five-week-long lives. Some of them gulp down a yellow liquid from plastic containers - a sugar water fed to the chicks from the moment they arrive, the farm caretaker explains. “Now the supervisor will come,” she adds, “and we will have to start with whatever medicines he would ask us to give the chicks.”

    The medicines are antibiotics, given to the birds to protect them against diseases or to make them gain weight faster so more can be grown each year at greater profit. One drug typically given this way is colistin. Doctors call it the “last hope” antibiotic because it is used to treat patients who are critically ill with infections which have become resistant to nearly all other drugs. The World Health Organisation has called for the use of such antibiotics, which it calls “critically important to human medicine”, to be restricted in animals and banned as growth promoters. Their continued use in farming increases the chance bacteria will develop resistance to them, leaving them useless when treating patients.

    Yet thousands of tonnes of veterinary colistin was shipped to countries including Vietnam, India, South Korea and Russia in 2016, the Bureau can reveal. In India at least five animal pharmaceutical companies are openly advertising products containing colistin as growth promoters.

    One of these companies, Venky’s, is also a major poultry producer. Apart from selling animal medicines and creating its own chicken meals, it also supplies meat directly and indirectly to fast food chains in India such as KFC, McDonald’s, Pizza Hut and Dominos.

      On the streets, in a hospital, a hostel or a B&B: across the UK the deaths of people without a home have gone unnoticed.

      Tonight we’re attempting to shed new light on a hidden tragedy.

      Research by the Bureau of Investigative Journalism suggests at least 449 homeless people have died in the UK in the last year – at least 65 of them on the streets.

      The homeless charity Crisis says the figures are “deeply shocking”. They want such deaths to be better investigated and recorded.

    • “A national scandal”: 449 people died homeless in the last year

      A grandmother who made potted plant gardens in shop doorways, found dead in a car park. A 51-year-old man who killed himself the day before his temporary accommodation ran out. A man who was tipped into a bin lorry while he slept.

      These tragic stories represent just a few of at least 449 people who the Bureau can today reveal have died while homeless in the UK in the last 12 months - more than one person per day.

      After learning that no official body counted the number of homeless people who have died, we set out to record all such deaths over the course of one year. Working with local journalists, charities and grassroots outreach groups to gather as much information as possible, the Bureau has compiled a first-of-its-kind database which lists the names of the dead and more importantly, tells their stories.

      The findings have sparked outrage amongst homeless charities, with one expert calling the work a “wake-up call to see homelessness as a national emergency”.

      Our investigation has prompted the Office for National Statistics to start producing its own figure on homeless deaths.

      We found out about the deaths of hundreds of people, some as young as 18 and some as old as 94. They included a former soldier, a quantum physicist, a travelling musician, a father of two who volunteered in his community, and a chatty Big Issue seller. The true figure is likely to be much higher.

      Some were found in shop doorways in the height of summer, others in tents hidden in winter woodland. Some were sent, terminally ill, to dingy hostels, while others died in temporary accommodation or hospital beds. Some lay dead for hours, weeks or months before anyone found them. Three men’s bodies were so badly decomposed by the time they were discovered that forensic testing was needed to identify them.

      They died from violence, drug overdoses, illnesses, suicide and murder, among other reasons. One man’s body showed signs of prolonged starvation.

      “A national disgrace”

      Charities and experts responded with shock at the Bureau’s findings. Howard Sinclair, St Mungo’s chief executive, said: “These figures are nothing short of a national scandal. These deaths are premature and entirely preventable.”

      “This important investigation lays bare the true brutality of our housing crisis,” said Polly Neate, CEO of Shelter. “Rising levels of homelessness are a national disgrace, but it is utterly unforgivable that so many homeless people are dying unnoticed and unaccounted for.”

      Our data shows homeless people are dying decades younger than the general population. The average age of the people whose deaths we recorded was 49 for men and 53 for women.

      “We know that sleeping rough is dangerous, but this investigation reminds us it’s deadly,” said Jon Sparkes, chief executive of Crisis. “Those sleeping on our streets are exposed to everything from sub-zero temperatures, to violence and abuse, and fatal illnesses. They are 17 times more likely to be a victim of violence, twice as likely to die from infections, and nine times more likely to commit suicide.”

      The Bureau’s Dying Homeless project has sparked widespread debate about the lack of data on homeless deaths.

      Responding to our work, the Office for National Statistics (ONS) has now confirmed that it will start compiling and releasing its own official estimate - a huge step forward.

      For months the ONS has been analysing and cross-checking the Bureau’s database to create its own methodology for estimating homeless deaths, and plans to produce first-of-their-kind statistics in December this year.

      A spokesperson said the information provided by the Bureau “helps us develop the most accurate method of identifying all the deaths that should be counted.”
      Naming the dead

      Tracking homeless deaths is a complex task. Homeless people die in many different circumstances in many different places, and the fact they don’t have a home is not recorded on death certificates, even if it is a contributing factor.

      There are also different definitions of homelessness. We used the same definition as that used by homeless charity Crisis; it defines someone as homeless if they are sleeping rough, or in emergency or temporary accommodation such as hostels and B&Bs, or sofa-surfing. In Northern Ireland, we were only able to count the deaths of people registered as officially homeless by the Housing Executive, most of whom were in temporary accommodation while they waited to be housed.

      For the past nine months we have attended funerals, interviewed family members, collected coroners’ reports, spoken to doctors, shadowed homeless outreach teams, contacted soup kitchens and hostels and compiled scores of Freedom of Information requests. We have scoured local press reports and collaborated with our Bureau Local network of regional journalists across the country. In Northern Ireland we worked with The Detail’s independent journalism team to find deaths there.

      Of the 449 deaths in our database, we are able to publicly identify 138 people (we withheld the identity of dozens more at the request of those that knew them).

      Of the cases in which we were able to find out where people died, more than half of the deaths happened on the streets.

      These included mother-of-five Jayne Simpson, who died in the doorway of a highstreet bank in Stafford during the heatwave of early July. In the wake of her death the local charity that had been working with her, House of Bread, started a campaign called “Everyone knows a Jayne”, to try to raise awareness of how easy it is to fall into homelessness.

      Forty-one-year-old Jean Louis Du Plessis also died on the streets in Bristol. He was found in his sleeping bag during the freezing weather conditions of Storm Eleanor. At his inquest the coroner found he had been in a state of “prolonged starvation”.

      Russell Lane was sleeping in an industrial bin wrapped in an old carpet when it was tipped into a rubbish truck in Rochester in January. He suffered serious leg and hip injuries and died nine days later in hospital. He was 48 years old.

      In other cases people died while in temporary accommodation, waiting for a permanent place to call home. Those included 30-year-old John Smith who was found dead on Christmas Day, in a hostel in Chester.

      Or James Abbott who killed himself in a hotel in Croydon in October, the day before his stay in temporary accommodation was due to run out. A report from Lambeth Clinical Commissioning Group said: “He [Mr Abbott] said his primary need was accommodation and if this was provided he would not have an inclination to end his life.” We logged two other suicides amongst the deaths in the database.

      Many more homeless people were likely to have died unrecorded in hospitals, according to Alex Bax, CEO of Pathways, a homeless charity that works inside several hospitals across England. “Deaths on the street are only one part of the picture,” he said. “Many homeless people also die in hospital and with the right broad response these deaths could be prevented.”

      Rising levels of homelessness

      The number of people sleeping rough has doubled in England and Wales in the last five years, according to the latest figures, while the number of people classed as officially homeless has risen by 8%.

      In Scotland the number of people applying to be classed as homeless rose last year for the first time in nine years. In Northern Ireland the number of homeless people rose by a third between 2012 and 2017.

      Analysis of government figures also shows the number of people housed in bed and breakfast hotels in England and Wales increased by a third between 2012 and 2018, with the number of children and pregnant women in B&Bs and hostels rising by more than half.

      “Unstable and expensive private renting, crippling welfare cuts and a severe lack of social housing have created this crisis,” said Shelter’s Neate. “To prevent more people from having to experience the trauma of homelessness, the government must ensure housing benefit is enough to cover the cost of rents, and urgently ramp up its efforts to build many more social homes.”

      The sheer scale of people dying due to poverty and homelessness was horrifying, said Crisis chief executive Sparkes.“This is a wake-up call to see homelessness as a national emergency,” he said.

      Breaking down the data

      Across our dataset, 69% of those that died were men and 21% were women (for the remaining 10% we did not have their gender).

      For those we could identify, their ages ranged between 18 and 94.

      At least nine of the deaths we recorded over the year were due to violence, including several deaths which were later confirmed to be murders.

      Over 250 were in England and Wales, in part because systems to count in London are better developed than elsewhere in the UK.

      London was the location of at least 109 deaths. The capital has the highest recorded rough sleeper count in England, according to official statistics, and information on the well-being of those living homeless is held in a centralised system called CHAIN. This allowed us to easily record many of the deaths in the capital although we heard of many others deaths in London that weren’t part of the CHAIN data.

      In Scotland, we found details of 42 people who died in Scotland in the last year, but this is likely a big underestimate. Many of the deaths we registered happened in Edinburgh, while others were logged from Glasgow, the Shetland Islands and the Outer Hebrides.
      “We know that sleeping rough is dangerous, but this investigation reminds us it’s deadly”

      Working with The Detail in Northern Ireland, we found details of 149 people who died in the country. Most died while waiting to be housed by the country’s Housing Executive - some may have been in leased accommodation while they waited, but they were officially classed as homeless.

      “Not only will 449 families or significant others have to cope with their loss, they will have to face the injustice that their loved one was forced to live the last days of their life without the dignity of a decent roof over their head, and a basic safety net that might have prevented their death,” Sparkes from Crisis. No one deserves this.”

      A spokesperson from the Ministry of Housing, Communities and Local Government said:

      “Every death of someone sleeping rough on our streets is one too many and we take this matter extremely seriously.

      “We are investing £1.2bn to tackle all forms of homelessness, and have set out bold plans backed by £100m in funding to halve rough sleeping by 2022 and end it by 2027."

      Nearly a third of homeless people die from treatable conditions, meaning hundreds of deaths could potentially have been prevented, a major new study shows.

      The research by University College London (UCL), which was exclusively shared with the Bureau, also shows that homeless people are much more likely to die from certain conditions than even the poorest people who have a place to live.

      The findings come as the final count from our Dying Homeless project shows an average of 11 homeless people a week have died in the UK in the last 18 months. We have been collecting data dating back to October 2017 and telling the stories of those who have died on the streets or in temporary accommodation; our tally now stands at 796 people. Of those people we know the age of, more than a quarter were under 40 when then they died.

      While many might assume hypothermia or drug and alcohol overdoses kill the majority of homeless people, this latest research by UCL shows that in fact most homeless people die from illnesses. Nearly a third of the deaths explored by UCL were from treatable illnesses like tuberculosis, pneumonia or gastric ulcers which could potentially have improved with the right medical care.

      In February 2018, 48-year old Marcus Adams died in hospital after suffering from tuberculosis. The same year, 21 year old Faiza died in London, reportedly of multi-drug resistant pulmonary tuberculosis. Just before Christmas in 2017, 48-year-old former soldier Darren Greenfield died from an infection and a stroke in hospital. He had slept rough for years after leaving the army.

      “To know that so many vulnerable people have died of conditions that were entirely treatable is heartbreaking,” said Matthew Downie, Director of Policy and External Affairs at Crisis. The government should make sure all homeless deaths were investigated to see if lessons could be learned, he said.

      “But ultimately, 800 people dying homeless is unacceptable - we have the solutions to ensure no one has to spend their last days without a safe, stable roof over their head.

      “By tackling the root causes of homelessness, like building the number of social homes we need and making sure our welfare system is there to support people when they fall on hard times, governments in England, Scotland and Wales can build on the positive steps they’ve already taken to reduce and ultimately end homelessness.”
      Twice as likely to die of strokes

      Academics at UCL explored nearly 4,000 in-depth medical records for 600 people that died in English hospitals between 2013 and 2016 who were homeless when they were admitted. They compared them to the deaths of a similar group of people (in terms of age and sex) who had somewhere to live but were in the lowest socio-economic bracket.

      The research gives unprecedented insight into the range of medical causes of homeless deaths, and provides yet another reminder of how deadly homelessness is.

      The homeless group was disproportionately affected by cardiovascular disease, which includes strokes and heart disease. The researchers found homeless people were twice as likely to die of strokes as the poorest people who had proper accommodation.

      A fifth of the 600 deaths explored by UCL were caused by cancer. Another fifth died from digestive diseases such as intestinal obstruction or pancreatitis.

      Our database shows homeless people dying young from cancers, such as Istvan Kakas who died aged 52 in a hospice after battling leukaemia.

      Istvan, who sold The Big Issue, had received a heroism award from the local mayor after he helped save a man and his daughter from drowning. Originally from Hungary, he had previously worked as a chef under both Gordon Ramsay and Michael Caines.

      Rob Aldridge, lead academic on the UCL team, told the Bureau: “Our research highlights a failure of the health system to care for this vulnerable group in a timely and appropriate manner.”

      “We need to identify homeless individuals at risk earlier and develop models of care that enable them to engage with interventions proven to either prevent or improve outcomes for early onset chronic disease.”

      Of the deaths we have logged in the UK 78% were men, while 22% were female (of those where the gender was known). The average age of death for men was 49 years old and 53 years old for women.

      The spread of tuberculosis

      In Luton, Paul Prosser from the NOAH welfare centre has seen a worrying prevalence of tuberculosis, particularly amongst the rough sleeping migrant community. A service visits the centre three times a year, screening for TB. “Last time they came they found eight people with signs of the illness, that’s really concerning,” said Prosser.

      “There are a lot of empty commercial properties in Luton and you find large groups of desperate homeless people, often migrants, squatting in them. It is easy for them to get lost in the system and forgotten about and then, living in such close quarters, that is when the infection can spread.”

      “When people dip in and out of treatment that is when they build a resistance to the drugs,” Prosser added. “Some of these people are leading chaotic lives and if they are not engaging that well with the treatment due to having nowhere to live then potentially that is when they become infectious.”

      One man NOAH was helping, Robert, died in mid-2017 after moving from Luton to London. The man, originally from Romania, had been suffering from TB for a long time but would only access treatment sporadically. He was living and working at a car-wash, as well as rough sleeping at the local airport.

      Making them count

      For the last year the Bureau has been logging the names and details of people that have died homeless since October 1, 2017. We started our count after discovering that no single body or organisation was recording if and when people were dying while homeless.

      More than 80 local news stories have been written about the work and our online form asking for details of deaths has been filled in more than 140 times.

      Our work and #MakeThemCount hashtag called for an official body to start collecting this vital data, and we were delighted to announce last October that the Office for National Statistics is now collating these figures. We opened up our database to ONS statisticians to help them develop their methodology.

      We also revealed that local authority reviews into homeless deaths, which are supposed to take place, were rarely happening. Several councils, including Brighton & Hove, Oxford, Malvern and Leeds have now said they will undertake their own reviews into deaths in their area, while others, such as Haringey, have put in place new measures to log how and when people die homeless.

      Councillor Emina Ibrahim, Haringey Council’s Cabinet Member for Housing, told the Bureau: “The deaths of homeless people are frequently missed in formal reviews, with their lives unremembered. Our new procedure looks to change that and will play an important part in helping us to reduce these devastating and avoidable deaths.”

      Members of the public have also come together to remember those that passed away. In the last year there have been protests in Belfast, Birmingham and Manchester, memorial services in Brighton, Luton and London, and physical markers erected in Long Eaton and Northampton. Last week concerned citizens met in Oxford to discuss a spate of homeless deaths in the city.

      In a response to the scale of the deaths, homeless grassroots organisation Streets Kitchen are now helping to organise a protest and vigil which will take place later this week, in London and Manchester.

      After a year of reporting on this issue, the Bureau is now happy to announce we are handing over the counting project to the Museum of Homelessness, an organisation which archives, researches and presents information and stories on homelessness.

      The organisation’s co-founder Jess Turtle said they were honoured to be taking on this “massively important” work.

      “The sheer number of people who are dying whilst homeless, often avoidably, is a national scandal,” she said. “Museum of Homelessness will continue to honour these lives and we will work with our community to campaign for change as long as is necessary.”

      Matt Downie from Crisis said the Bureau’s work on the issue had achieved major impact. “As it comes to an end, it is difficult to overstate the importance of the Dying Homeless Project, which has shed new light on a subject that was ignored for too long,” he said. “It is an encouraging step that the ONS has begun to count these deaths and that the stories of those who have so tragically lost their lives will live on through the Museum of Homelessness.”

      The government has pledged to end rough sleeping by 2027, and has pledged £100m to try to achieve that goal, as part of an overall £1.2bn investment into tackling homelessness.

      “No one is meant to spend their lives on the streets, or without a home to call their own,” said Communities Secretary James Brokenshire. “Every death on our streets is too many and it is simply unacceptable to see lives cut short this way.”

      “I am also committed to ensuring independent reviews into the deaths of rough sleepers are conducted, where appropriate – and I will be holding local authorities to account in doing just that.”

      Today, The Bureau Investigative of Journalism released figures that revealed almost 800 people who are homeless have died over the last 18 months, which is an average of 11 every week. The report also shows that a third (30%) of the homeless deaths were from treatable conditions that could have improved with the right medical care.
      Many other deaths in the study, beyond that third, were from causes like suicide and homicide.

      Responding Rick Henderson, Chief Executive of Homeless Link, said: “These figures bring to light the shocking inequalities that people who experience homelessness face. People are dying on our streets and a significant number of them are dying from treatable or preventable health conditions.

      “We must address the fact that homelessness is a key health inequality and one of the causes of premature death. People who are experiencing homelessness struggle to access our health services. Core services are often too exclusionary or inflexible for people who are homeless with multiple and complex needs. This means people aren’t able to access help when they need it, instead being forced to use A&E to “patch up” their conditions before being discharged back to the streets. Services need to be accessible, for example by expanding walk-in primary care clinics or offering longer GP appointment times to deal with people experiencing multiple needs. We also need to expand specialist health services for people who are homeless to stop people falling through the gaps.

      “This research also highlights the other causes of death that people who are homeless are more likely to experience. Research shows that people who are homeless are over nine times more likely to take their own life than the general population and 17 times more likely to be the victims of violence.

      “Homeless Link is calling on the Government in its upcoming Prevention Green Paper to focus on addressing these inequalities, start to tackle the structural causes of homelessness, and make sure everyone has an affordable, healthy and safe place to call home and the support they need to keep it.”

    Many of the world’s leading drug manufacturers may be leaking antibiotics from their factories into the environment according to a new report from a drug industry watchdog. This risks creating more superbugs.

    The report surveyed household-name pharmaceutical giants like #GSK, #Novartis and #Roche as well as generic companies which make non-branded products for the NHS and other health systems.

    None of the 18 companies polled would reveal how much antibiotic discharge they release into the environment, according to the independent report from the not-for-profit body, the Access to Medicine Foundation. Only eight said they set limits for how much could be released in wastewater.

    Only one disclosed the name of its suppliers – a move which is seen as important as it would make companies accountable for their environmental practices.

    American aircraft carried out 212 strikes last month but launched 751 weapons – an average of 3.5 weapons dropped per strike. In August, an average of just over one weapon was dropped per strike. 

    The US military uses various metrics to measure the intensity of its air operations, of which weapons released is one. It is not exactly the same as air strikes, as multiple weapons can be released in a single strike.

    The US Air Force said that more #B-52 bomber missions had taken place in Afghanistan in September, likely explaining the high number of weapons dropped compared to strikes. These strategic bombers can carry more than 30 tonnes of the widest array of weapons in the US inventory, dropping multiple munitions at a time.
