Merci @gonzo, j’archive ! C’est assez marrant de voir cette guerre des noms se poursuivre, comme d’ailleurs entre la Corée et le Japon.
Il y a eu une époque où les journalistes des médias qui écrivaient « Golfe » tout court ou « Golfe arabique » se voyaient notifié d’un refus d’entrer sur le territoire iranien quand ils se présentaient à la douane de l’aéroport (et faisaient donc un aller retour Téhéran par le même avion).
Je savais les Iraniens ultra-sensibles sur cette question (j’ai reçu au cours de ma carrière des tonnes de documents et de lettres m’enjoignant d’abandonner l’expression « Golfe » pour « Golfe persique », seule dénomination « légale »... Mais jusqu’ici, c’était un peu plus discret du côté des États du Golfe qui avaient l’air d’avoir d’autres chats à fouetter plutôt que de s’occuper de toponymie.
Je vais rechercher quelques exemples de cette propagande et les partager avec vous.

Iran protests to China on distortion of Persian Gulf name

Beijing, 13 November: Iran protested to China on Saturday [13 November] for distorting the name of the Persian Gulf during the opening ceremony of the Guangzhou Asian Games.
Iran’s Ambassador to China Mehdi Safari told IRNA that separate notes of protest were sent to the Foreign Ministry of China and organizers of the Guangzhou 2010 on the issue.
While showing maps of countries on the big screens of the opening ceremony at the Asian Games, a map of Iran appeared for a few seconds with the fake name of ’Arabian’ instead of ’Persian Gulf’ on it, said the Iranian ambassador. He stressed that the term ’Persian Gulf’ was written in all international maps of Iran.
Safari added that officials of China’s Foreign Ministry as well as organizers of the Asian Games have apologized for the incident admitting that the protest was completely relevant.
Immediately after Iran’s protest, the Foreign Ministry of China issued an instruction which required all its affiliated bodies to pay due attention to the use of the correct name of the ’Persian Gulf’ in the future.
Safari stressed that the distortion of the name of the Persian Gulf had nothing to do with Beijing’s foreign policy and its attitude towards Iran but was instead a mistake made by the organizers of the Asian games. The Iranian ambassador reassured the friendly ties between Iran and China.

I am writing to express my concern regarding your articleq and maps. I am very disappointed to see that the Persian Gulf is erroneously referred to as The Gulf. I do not know where to begin to express my sheer outrage and disappointment in this.
As a respected organization, how is this mistake allowed to take place” I sincerely hope it is not an intentional doing. If so,
let me explain why this should not be allowed to take place.
The Persian Gulf has always been known as just that, the Persian Gulf. The country with the largest single maritime boarder along it is Iran, and in Iran the majority (51% according to The World Factbook 2003) are ethnic Persians. This puts the numbers at roughly 34 million Persians out of 67 million
Iranians. The official language is also Persian. Many people are under the false assumption that Persia changed its name to Iran, when in fact this is not the case.
Persia still exists today, as a large southwestern province in Iran. Persia was always but one piece of the Iranian Empire. Its central piece, and all the emperors, even up until modern times, were Persian. Iran is just the name of the Empire, because it encompasses more than just Persia (such as
Kurdistan, Azerbaijan, Baluchistan, etc.). In 1935 the Emperor, or Shah, of Iran officially asked all world leaders to refer to the nation as Iran, not Persia, which is but one part of Iran. It is similar to England versus United Kingdom or Holland versus The Netherlands. Officially calling England the United Kingdom does not mean that the English do not exist anymore.
So why has this most unfortunate fate been assigned to the Persians. In Persian, the word Persia is pronounced Pars hence the native way of saying the language, Parsi, Perisan Gulf, or Khalije Pars has been the accepted name of that body of water since ancient times, not just by Persians, but by all Iranians, and indeed, all neighboring Asians, such as Arabs, Indians, and Turks. It is also officially used by all European nations.
There are many corrupt Arab leaders who insist on calling the Persian Gulf, The Gulf or worse yet, the Arabian Gulf. This is not for cultural or historic reasons, but rather for their own selfish purposes to express their power to foreign investors, and to try to take advantage of Iran‚s current unfortunate political situation.
If respected organizations, and Newspaper allow these corrupt Arab leaders to systematically attack the respect and cultural integrity of the Persians, it will destroy a piece of history
forever. Persians do not deserve this unjust treatment. Arabs have the Arabian Sea, the Gulf of Aden, and the Gulf of Oman. Calling it The Gulf is not only unwarranted, but also violates an entire people‚s cultural heritage.
Besides, there are literally hundreds of gulfs in the world ! Both the United States and Mexico touch the Gulf of Mexico, but it is still called the Gulf of Mexico; the same holds true for the English Channel, which is half French.
I urge you to take back this damage and refer to this body of water as the Persian Gulf in your future articles and on your website. It is not too late to reverse this terrible damage.

En 2004, alors que je participais à la rédaction d’un rapport environnemental dans la région du Golfe [persique, donc], j’avais reçu à deux jours d’intervalle, un plainte violente de l’ambassadeur d’Iran à Genève et un avertissement de mon patron, en l’occurrence le PNUE à l’époque, qui me demandait de « mettre à jour les documents » non pas avec l’expression « Golfe persique » comme le demandait les iraniens mais avec une expression complètement incertaine qui encore aujourd’hui me laisse perplexe :

The name “Golfe” on the map ’Water Management and Water Conflicts in the Middle East’ should be changed to the name “ROPME SEA Area” in accordance with the agreed upon terminology under the:
Regional Convention for Cooperation on the Protection of the Marine Emnvironment from Pollution (ROMPE) or the Kuwait Convention of 1978.

The body of Giulio Regeni was discovered in a ditch in Cairo on February 2, showing evidence of torture, and a slow and horrific death. Giulio was studying for a PhD at the University of Cambridge, and was carrying out research on the formation of independent trade unions in post-Mubarak Egypt. There is little doubt that his work would have been extremely important in his field, and he had a career ahead of him as an important scholar of the region.

Dragging giant tree trunks up and down the steep hillsides of sweltering jungles is a tough job. But there is something worse, say owners of Myanmar’s logging elephants: having no job at all.
Shrinking forests and a law enacted three years ago that prohibits the export of raw timber have saddled Myanmar with an elephant unemployment crisis. Hundreds of elephants have been thrown out of work, and many are not handling it well.
“They become angry a lot more easily,” U Chit Sein, 64, whose eight logging elephants now work only a few days a month. “There is no work, so they are getting fat. And all the males want to do is have sex all the time.”
Elephants hold an almost mystical place in Myanmar, home to the world’s largest captive elephant population. For hundreds of years, they helped extract precious teak and hardwoods from jungles that even modern machinery still cannot penetrate.
Now the future of the 5,500 or so wrinkled pachyderms in captivity is a major preoccupation for the government officials who oversee them.
“Unemployment is really hard to handle,” said U Saw Tha Pyae, whose six elephants have been jobless for the past two years. “There is no logging because there are no more trees.”
Myanmar’s leading elephant expert, Daw Khyne U Mar, estimates that there are now 2,500 jobless elephants, many of them here in the jungles of eastern Myanmar, about two and a half hours from the Thai border. That number would put the elephant unemployment rate at around 40 percent, compared with about 4 percent for Myanmar’s people.

Nusra and Ahrar al-Sham are the most powerful groups in northern Syria: when they briefly teamed up with other Islamists last year in an alliance called the Fatah Army, the rebels scored one of their biggest victories by seizing the city of Idlib.[...]
A few days later, members of the two groups clashed in the towns of Salqin and Harem in Idlib province, near the border with Turkey. Several fighters were killed on both sides, but other insurgent groups brokered a quick ceasefire.
Jihadi sources, including some from Ahrar al-Sham, say it is only a matter of time before another battle between the two erupts. They say the rift between them is getting deeper, although mediation continues. One restraining factor has been an imminent assault by the Syrian army and its allied forces in northwestern Syria.
On comprend qu’al-Nusra veut se fondre avec d’autres organisations salafistes comme Ahrar al-Cham, considérées comme plus respectables et donc que leurs parrains respectifs (Turquie/Qatar) peuvent encore soutenir à ciel ouvert, dans le contexte des discussions de Genève où il faut bien définir qui peut s’assoir à la table. Et donc qui, à terme, sera universellement considéré comme « terroriste ».
Mais puisqu’on ne peut pas ripoliner l’image d’al-Nusra, malgré les efforts louables d’al-Jazeera, et encore moins effacer cette branche syrienne d’al-Qaïda de la #liste_noire à l’ONU, quand bien même celle que devait établir la Jordanie a disparu des radars, il lui faut donc au plus vite se fondre pour mieux survivre. Car Al-Nusra craint sinon, et non sans raison, de se retrouver isolé et de devenir le pion qu’on sacrifie.
C’est ce qu’on devine en filigrane dans la dépêche Reuters :

On voit donc que les pourparlers de Genève - qui ne sauraient être plus qu’une amorce d’ébauche de discussions -, et l’épineuse question de qui reçoit une invitation, ont cependant d’ores et déjà fonctionné comme une liste_blanche implicite, menaçant l’unité de la coalition Jaysh al-Fatah.
Car Ahrar al-Cham a particpé au « Haut Comité pour les Négociations » et est donc encore potentiellement sur la liste blanche tacite, malgré les protestations russes. Ce, malgré le fait qu’il ait décidé de ne pas se rendre à Genève :

Si l’idée de négociations internationales continuent à s’imposer malgré l’échec prévu de Genève, il risque de n’y avoir plus comme choix à al-Nusra que de tenter la politique du fait accompli en confrontant militairement Ahrar al-Sham pour la phagocyter et faire pression sur leurs parrains respectifs, ou à capituler et disparaître en laissant certains de ses militants rejoindre son désormais rival salafiste - et d’autres Da’ich. Quant à Ahrar al-Cham sa position devient de plus en plus difficile, soit il doit renverser la table et risquer de déplaire à ses parrains, ou bien accepter l’affrontement direct avec al-Nusra, au risque de voir une partie de sa base rejoindre celui-ci et d’en sortir très affaibli.
En tout cas, au plus grand bénéfice de l’armée syrienne qui, lentement, progresse, ça pourrait bien chauffer dans la province d’Idlib...
La dépêche Reuters, reprend de manière complaisante le discours d’Ahrar al-Cham sur les différences fondamentales en matière de tactique, de stratégie et d’utilisation de combattants étrangers, qui les sépare d’al-Nusra pour expliquer ces tensions. Mais le journaliste ne se demande pas une seconde pourquoi alors, il y a un an, quand cette alliance se scellait début 2015 sous l’impulsion de la Turquie, du Qatar et des Saoudiens, ces différences si fondamentales ne posaient pas problème.
En conclusion les paroles d’un commandant d’Ahrar al-Cham al-islamiya :

La Russie conteste la légitimité du HCN, en raison de la présence d’Ahrar Al-Sham et de Jaish Al-Islam, qu’elle considère comme des groupes « terroristes ». Elle ne veut notamment rien savoir du représentant de Jaish al-Islam, qui doit être le négociateur en chef du HCN.

Stratégie dilatoire risquée car sur le terrain les choses n’évoluent plus du tout en leur faveur, et que le « régime » n’a visiblement pas non plus intérêt à ce que l’agenda des négociations ne devienne impératif.

Mais on a clairement à faire à des gens qui, depuis 5 ans, se sont trompés sur tout : ils ont été choqués quand le régime ne s’est pas effondré en trois mois, ont été scandalisés quand les alliés du régime sont venus leur voler leur victoire, ont cru à une intervention de l’OTAN, ont pensé qu’ils pourraient eux-même décréter une intervention américaine, n’ont pas vu venir l’intervention massive russe…, et je crains qu’ils ne soient encore dans une lecture de ce genre (parce que ce sont des choses qu’on voit passer) :
1. les Russes vont « s’enliser » et la Syrie sera « leur Vietnam » ; les Iraniens vont lâcher et négocier des trucs ; le Hezbollah va perdre le soutien des Libanais chiites et va devoir laisser tomber, etc.
2. les bas prix du pétrole vont accentuer les difficultés russes et iraniennes ;
3. dans la même logique : il est indispensable de ne pas lever les sanctions contre la Russie et contre l’Iran ; multiplication des provocations ;
4. "on" y croit : avec un bon « surge » financé par l’Arabie séoudite, la situation pourra se retourner ;
5. en janvier 2017, il y aura un nouveau Président aux États-Unis. Si "on" tient jusque là, tout pourra changer.
En revanche, il faut continuer absolument à masquer l’aspect extrémiste de « nos » combattants, et continuer à prétendre que le gros de « nos » troupes, ce sont les 70.000 modérés (ah oui, dire : « mainstream ») de Lister. Si une liste noire ou une liste blanche est réellement validée par le Conseil de sécurité, tout ces calculs s’effondrent.

En tout cas al-Nusra se sait condamné à terme par ses parrains dès lors qu’ils envisagent autre chose qu’une pure victoire militaire. Peut-être en rêvent-ils encore ? C’est ce que vous suggérez. Et je me base sur l’idée que la réalité les rattrape, ou du moins certains d’entre eux.
Mais vous avez raison, je n’en suis pas si sûr et je suis incapable d’évaluer jusqu’où leurs erreurs peuvent les pousser à contrevenir à leurs intérêts, et leurs délires les pousser à persévérer dans la logique de confrontation qui mène à la destruction de la Syrie, malgré tout ce qui risque d’en sortir de funeste, aussi pour eux. :(

“More and more data suggest that just having mutations is not sufficient to cause cancer,” said Dr. Kornelia Polyak, a breast cancer researcher at the Dana Farber Cancer institute, who was not associated with the new study. “You need the right context.”
That was where Dr. Zon and his colleagues began 10 years ago. They were investigating melanoma by creating it in zebra fish, tiny transparent creatures that allow researchers to see cells and organs without cutting the fish open. The researchers put human BRAF and P53 genes in every melanocyte, the pigmented skin cells, of the fish. If genes were all that was needed for cancer, the fish would explode with melanoma. But the researchers found only one to three melanomas per fish.
“That told us there has to be an additional event,” Dr. Zon said.
By luck, they found it. The pigmented skin cells that became cancerous had turned on a gene, crestin, that is normally activated only in cells that are part of the neural crest, a group of cells pinched off early in embryonic life from a region adjacent to the brain. These primitive cells, depending on where they are in the embryo, can turn into pigmented skin cells or a variety of other types of cells, like those that make up bones and teeth, the covering of the brain or those that sheath and insulate nerve cells. Once cells develop into their mature tissue type — pigmented skin cell, bone or tooth, for example — the crestin gene shuts down. Those pigmented skin cells in the fish that had an active crestin gene had reverted back to that primitive state when they were malleable, their fates still wide open.

I have no answer, and neither do any of the current Zika hot-zone countries. They tend to be poor, macho, and Catholic. Even in relatively prosperous Brazil, #abortion is illegal and only now are Brazilians beginning to explore the thought of abortion as a response to thousands more microcephalic babies.
In perspective, Zika is a trivial challenge to such countries. They have already sacrificed generation after generation of their poor children to malnutrition and the inevitable physical and mental stunting that results from it.

Selon le quotidien britannique, “La chute progressive des prix du pétrole a déclenché la tourmente sur les marchés financiers, couronnant ainsi une semaine d’instabilité des prix de l’énergie qui a contraint les investisseurs à vendre des actions et des obligations”. Corporations, it seems, may have amassed at least a good chunk of that $1.9 trillion in mysterious savings because the stock market is rewarding them for it.
Which leaves one last question: Why? The answer, perhaps, is that both the executives and the investors in these industries believe that something big is coming, but — this is crucial — they’re not sure what it will be. Through the 20th century, as we shifted from a horse-and-sun-powered agrarian economy to an electricity-and-motor-powered industrial economy to a silicon-based information economy, it was clear that every company had to invest in the new thing that was coming. These were big, expensive investments in buildings and machinery and computer technology. Today, though, value is created far more through new ideas and new ways of interaction. Ideas appear and spread much more quickly, and their worth is much harder to estimate. (Indeed, the impossibility of valuing the Internet is essentially what created the 2000 stock bubble.)
Surely the most important economic question of our time is a fairly simple one: Are the good times over? Will wages continue to fall for many, while rising high for a few? In the cash conundrum, we might find a modest reason for optimism. If corporate leaders and their investors truly believed that the future were bleak, that innovation and economic growth were irreparably slowing, there would be little reason to hold on to all that cash. Their hoarding of it hints that they think the next transformative innovation could be just around the corner. If in fact they do — and if they’re right — it’s good news for all of us.
