The story that 1 million African migrants are ready or in ‘the pipeline’ to reach Europe from Libya is nothing new and Joseph Walker-Cousins’ claim reported in the Daily Mail has previously been aired by other allegedly well-informed people. It resurfaces periodically in the media (2015, 2016, 2017), but repetition is no proof of validity; rather it is an example of how charts and figures play a significant role in how we understand and debate the so-called refugee crisis and in shaping European policy responses to boat migration. This despite it has been showed (see, for example, Frontex double counting, UK’s alleged generosity vis-a-vis unaccompanied minors, and Frontex again) how the figures being circulated are often inaccurate and partial, or even systematically inflated to serve a range of different purposes, not least to legitimize growing expenditures in border infrastructures and policing, trigger donations by key donors and the public, and feed anti-immigration rhetoric for political gain.

Are a #million African migrants unequivocally on their approach to Europe?

We simply do not know how many migrants are “in a pipeline”. Nor have informal governments or a European Union concluded a viable plan for traffic with a underlying processes pushing this movement, as against to interlude migrants from reaching Europe. We do know dual critical facts. First, and as remarkable in the 2016 IOM study, not all sub-Saharan migrants intend to come to Europe. Second, though an accurate comment of a conditions and critical process discourse with transformation countries, no fortitude to this emanate is possible.

More ‘crisis’, please: on Frontex’s crisis mentality and number gaming

Frontex’s latest update on the Central Mediterranean route states that migration pressure on Italy ‘remained high in June, with the number of migrants arriving in Italy last month increasing by 24% from the previous month’. This may be factually true but also another example of Frontex’s spinning facts to feed a crisis mentality and moral panic around sea arrivals. Is this part of a strategy to justify the Agency’s enhanced role as the EU border policing agency?

Encore un exemple de la #guerre_des_chiffres concernant la #Libye et les potentiels migrants en partance pour l’Europe (le texte fait référence à 2010-2011, quelques mois avant la fin du régime libyen) :

Au cours de cette période, Khadafi saisit tout l’intérêt politique de monnayer son rôle de « gendarme » pour l’Europe pour obtenir des aides financières et sa réhabilitation politique sur la scène internationale. Pour ce faire, il fallait accréditer l’importance du « danger migratoire », en présentant à l’opinion publique des chiffres énormes de migrants en transit en Libye, et rendre ainsi crédible le #chantage sur une vague déferlante (africaine) qui envahirait l’Europe, si la Libye ne recevait pas l’aide financière demandée.

La #manipulation des concepts et des chiffres a été extraordinaire. Dans ce pays où il n’existait aucun système de recensement des entrées et des sorties, aucune procédure fiable d’enregistrement des migrants en situation régulière, ni même d’estimation sérieuse de la population migrante (puisque la fourchette se situe entre 1,5 et 2,5 millions ), comment aurait-il été possible de dénombrer les migrants « illégaux » en transit vers l’Europe ? Seule la confusion entretenue par les autorités libyennes et accréditée par les États et les médias européens, entre migrants travailleurs installés (avec ou sans papiers en règle) et migrants en transit, entre migrants économiques et populations cherchant avant tout une protection, après avoir fui la répression ou la guerre dans leur pays (Somalie, Érythrée, Éthiopie, Darfour, etc.) a permis d’aboutir à des chiffrages extravagants qu’aucune étude sérieuse ne corroborait.

Une des conséquences les plus déplorables à long terme est que cette manipulation des chiffres a entraîné une instrumentalisation des peurs des migrants, en Libye comme en Europe.
