In a context of rapid growth, an increasing proportion of minorities and indigenous peoples are now living in urban areas. But while they offer the possibility of greater freedoms, improved livelihoods and more equitable opportunities, cities often magnify existing patterns of discrimination and insecurity.

This year’s edition of State of the World’s Minorities and Indigenous Peoples explores the many challenges communities face in urban areas, from segregation and lack of services to targeted violence and exclusion. Nevertheless, the volume also includes numerous cases of minorities and indigenous peoples achieving better social and political outcomes for themselves in cities, as well as examples of the substantial benefits their inclusion can bring to the entire urban population.

Threat levels to civilians in seven countries in the Middle East ranked highly in the 2015 Peoples under Threat global ranking have increased due to attacks by the Islamic State of Iraq and al-Sham (ISIS). However, overall, populations in the region are more at risk from their own governments, says MRG.

Attacks attributed to the opposition extremist group ISIS have spread in recent months to Lebanon, Yemen, Egypt, Libya and Afghanistan, and have intensified in Syria and Iraq, says the international rights organisation.

‘The threat to the Middle East from ISIS should not be under-estimated, but most people have more to fear from their own governments,’ says Mark Lattimer, MRG’s Executive Director. ‘Supporting anything or anyone who opposes ISIS could be a big mistake.’

Syria, Iraq, Central African Republic, Egypt and Ukraine are amongst the most significant risers in the 2015 ranking.

The report draws on new gender-disaggregated data on civilian casualties, which indicate that the armed conflict in Iraq has led to the violent deaths of approximately 14,000 women since 2003. In addition to the women killed in bombings, shelling and air attacks on civilian areas in Iraq, women have been deliberately targeted for assassination by both pro-and anti-government militias across the country.

’Both Sunni and Shi’a militias have carried out mass extra-judicial executions of women for perceived transgression of moral codes,’ says Mark Lattimer, Ceasefire’s Director. ’But they are left free to kill and kill again.’

’Women have been the target of violence in Iraq for many years,’ adds report author Miriam Puttick. ’Now, with the rise of ISIS, we are witnessing the renewal of a deliberate and violent campaign to erase women from the public life of the country.’

The fighting in Iraq has generated mass population displacement and created tens of thousands of widows and female-headed households, escalating women’s vulnerability.
Thousands of women and girls are estimated to have been abducted or trafficked for sexual slavery, prostitution or ransom since 2003. These include more than 3,000 women and girls captured by the Islamic State of Iraq and al-Sham (ISIS) in 2014.

A new Act in the Dominican Republic will deny citizenship to Haitian descendants, despite some having been in the country for over 80 years. The Act requires unregistered children with Haitian lineage to present documents proving that they were born in the Dominican Republic, and is a woeful solution to the situation of hundreds of thousands of people deprived of their nationality following a Constitutional Court ruling last year, says Minority Rights Group International (MRG).

‘The Dominican government has deployed yet another obstacle for this community, who were once essential labour to toil in the sugar cane fields, but are now almost forgotten.’ says Sofia Olins, MRG’s Head of Cultural Programmes.

Anti-minority referendum in Croatia to go to the Constitutional Court for review

Minority Rights Group Europe (MRG) is concerned that the recent demand for a referendum to limit the use of minority languages in public life in Croatia could, if successful, lead to an infringement of key rights. It would disproportionately affect, in particular, the Serbian minority. The referendum claim initiated by a group of Vukovar citizens led by some war veterans should be assessed by the Constitutional Court before any further action is taken, says the international human rights organization.

Croatia is a multi-ethnic, multi-lingual country, home to minorities such Albanians, Bosniaks, Czechs, Hungarians, Italians, Roma, Serbs and Slovenes, with Serbs being the largest ethnic minority group. The Serbian population of Vukovar exceeded one third according to the 2011 Croatian census, which was a prerequisite to implement the Constitutional Law on the Rights of Ethnic Minorities in Croatia. This entitled the Serb minority to official and public use of their language there in speech and in writing, including the Serbian Cyrillic script.

The Republic of Mali is a landlocked state in West Africa that extends into the Sahara Desert in the north, where its north-eastern border with Algeria begins. A long border with Mauritania extends from the north, then juts west to Senegal. In the west, Mali borders Senegal and Guinea; to the south, Côte d’Ivoire; to the south-east Burkina Faso, and in the east, Niger. The country straddles the Sahara and Sahel, home primarily to nomadic herders, and the less-arid south, predominately populated by farming peoples. The Niger River arches through southern and central Mali, where it feeds sizeable lakes. The Senegal river is an important resource in the west. Mali has mineral resources, notably gold and phosphorous.

MRG’s Street Theatre Programme uses performance to challenge commonly held racist attitudes and negative stereotypes about minorities and indigenous peoples in Kenya, Botswana, Rwanda and the Dominican Republic.
We are working with a locally-based organisation in each of the four countries, using Participatory Street Theatre to engage ordinary members of majority communities in debates about diversity, difference, equality and justice. It’s on this basis that we hope to promote inter-cultural dialogue, cultural diversity and respect for all cultures and ways of life.

Israel must immediately stop its plans to demolish homes and displace as many as 30,000 Arab Bedouin citizens, says Minority Rights Group International (MRG) in a new report that describes the government’s policy towards the Bedouin not only as discriminatory but also as a violation of international human rights law.

About 200,000 Bedouin live in the Negev. Almost half live in the 7 government authorised towns, 25 percent live in 11 villages that have recently been recognised by the state and 35 percent live in 35 ‘unrecognised villages’.

The report is also based on fieldwork concerning the Bedouin in the West Bank, in the Occupied Palestinian Territory, who face a similar fate. There are currently 30,000 Arab Bedouin living in displaced camps and villages in Area C, which is the Israeli-controlled and administered area of the West Bank.

The Israeli authorities are developing plans to relocate Bedouin from Area C in early 2012, according to a legal centre for Arab minority rights, Adalah. Initially 2,300 people will be relocated to a site bordering Jerusalem’s biggest rubbish dump.

Eighty-six Irish Traveller families living at Dale Farm in Essex, UK, face eviction from midnight on 31 August following final legal notice from Basildon Council. The Council has also threatened to cut off water and electricity supplies to those caravans slated for eviction.

‘It is both unreasonable and cruel that Basildon Council is attempting to solve a planning issue by forcing homelessness on 400 people, including 110 children,’ said Mark Lattimer, Executive Director of MRG. ‘The truth is that the Council are relying on popular discrimination against Travellers in order to get away with it.’
