Les femmes nord-irlandaises pourront désormais avoir recours à une interruption volontaire de grossesse (IVG) ailleurs au Royaume-Uni, qui sera prise en charge par le service de santé, le NHS. C’est ce que le gouvernement britannique de Theresa May a annoncé le 29 juin, rapporte The Guardian. Jusque-là, les Nord-Irlandaises ayant une grossesse non désirée se voyaient obligées de voyager en Grande-Bretagne et de payer les frais de l’intervention – quelque 900 livres (plus de 1 000 euros) – de leur poche.

L’Irlande du Nord est l’un des pays où la législation sur l’avortement est parmi les plus strictes au monde : l’IVG n’y est autorisée que lorsque la grossesse met en danger la vie de la mère.

Le journal note que la Première ministre a accepté la mesure après une proposition faite le 28 juin par une députée travailliste, Stella Creasy, soutenue par un grand nombre d’élus issus de tous partis. Le gouvernement, déjà affaibli, a accepté la proposition dans la foulée. Selon le journal, Theresa May a fait “un changement de cap radical pour éviter une révolte néfaste parmi les députés conservateurs”. En effet, des dizaines d’élus conservateurs étaient en faveur de la proposition.

Pour The Guardian, “le gouvernement a donc capitulé” face aux élus. “Cela illustre pour la première fois les nouveaux pouvoirs dont disposent les députés”, qui siègent dans un Parlement où aucun des partis n’a la majorité depuis les élections anticipées du 8 juin.

Jusque-là, “le gouvernement n’avait pas souhaité financer les avortements des femmes nord-irlandaises pour ne pas miner l’autorité [du palais] de Stormont”, le Parlement nord-irlandais. De plus, le ministre de la Santé britannique, Jeremy Hunt, avait même “dans le passé, proposé de réduire le délai légal pour l’avortement de 24 à 12 semaines”, rappelle le quotidien.

Dans un éditorial, le journal salue la “volte-face” du gouvernement et les nouveaux rapports de force :

Le gouvernement a reculé [sur la question de l’avortement] et c’est avant tout une victoire pour les droits des femmes. Mais cet événement marque aussi une nouvelle dynamique politique : on observe que les rapports de force entre les ministres et les députés ont changé en faveur des derniers.”

Before retired Marine Gen. James Mattis can get a confirmation hearing to become the nation’s next secretary of defense, he’ll have to get past a decades-old law meant to ensure a cornerstone of American democracy — civilian control of the military.

The reasons behind putting a civilian in charge of the Department of Defense are numerous. The secretary of defense has immense responsibilities as the only person aside from the president who can authorize military action and is an influential voice in the decision to launch a nuclear strike.

The National Security Act of 1947 states that a secretary of defense will be appointed “from civilian life” by the president. The law calls for a grace period of ten years before an active duty officer can hold the post, though Congress knocked down the waiting period to seven years in 2008.

“The provision is a law because of America’s nervousness of giving the military too much power,” said Charles Stevenson, a professor at Johns Hopkins School of Advanced International Studies.

“There is a concern that someone who has been a general all their adult lives doesn’t really understand civilian life,” Stevens added. “The secretary of defense has to deal with domestic businesses, has to recruit people from the civilian job sector. If he is just used to commanding he might not be used to commanding civilian society.”

Mattis would be just the second retired general to lead the military. Army Gen. George C. Marshall, a five-star general, served as President Harry Truman’s secretary of defense from 1950 to 1951 as he oversaw the Marshall Plan aimed at rebuilding Europe after World War II.
