    Profiling Jabhat #al-Nusra

    Since mid-2014, the world’s attention has been transfixed on the aesthetically shocking actions of #ISIS and the threat it poses to regional and international security. However, it is arguably #Jabhat_al-Nusra in Syria—and perhaps the al-Qaida movement more broadly—that looks more likely to survive over the long term and to threaten local, regional and international security interests. Since its emergence in Syria in late 2011, Jabhat al-Nusra has transformed itself from an unpopular outsider accused of Islamic State in Iraq (ISI)-like brutality towards one of the most powerful armed actors in the Syrian crisis. Moreover, its break away from the ISI in April 2013 set it further down a path of deep integration into the broader Syrian armed opposition in its fight against Bashar Assad’s regime.

Steve Warren, the spokesman for Operation Inherent Resolve in Iraq, was asked whether Russian airstrikes on Aleppo, the current epicenter of the war, meant that Moscow was preparing to end the cessation of hostilities (CoH) agreement between government forces and the opposition signed on February 29.

    Warren responded that it was “complicated” because #al-Nusra “holds Aleppo” and is not party to the agreement.

    Des combats ont eu lieu dans la mohafaza d’Idlib entre al-Nusra et Ahrar al-Cham. Ils sont survenus après une tentative d’unification ratée entre les deux organisations, alliées au sein de Jaysh al-Fatah. Pour l’instant un cessez-le-feu a été obtenu mais les tensions restent vives, selon Reuters.

    Nusra and Ahrar al-Sham are the most powerful groups in northern Syria: when they briefly teamed up with other Islamists last year in an alliance called the Fatah Army, the rebels scored one of their biggest victories by seizing the city of Idlib.[...]
    A few days later, members of the two groups clashed in the towns of Salqin and Harem in Idlib province, near the border with Turkey. Several fighters were killed on both sides, but other insurgent groups brokered a quick ceasefire.
    Jihadi sources, including some from Ahrar al-Sham, say it is only a matter of time before another battle between the two erupts. They say the rift between them is getting deeper, although mediation continues. One restraining factor has been an imminent assault by the Syrian army and its allied forces in northwestern Syria.

    On comprend qu’al-Nusra veut se fondre avec d’autres organisations salafistes comme Ahrar al-Cham, considérées comme plus respectables et donc que leurs parrains respectifs (Turquie/Qatar) peuvent encore soutenir à ciel ouvert, dans le contexte des discussions de Genève où il faut bien définir qui peut s’assoir à la table. Et donc qui, à terme, sera universellement considéré comme « terroriste ».
    Mais puisqu’on ne peut pas ripoliner l’image d’al-Nusra, malgré les efforts louables d’al-Jazeera, et encore moins effacer cette branche syrienne d’al-Qaïda de la #liste_noire à l’ONU, quand bien même celle que devait établir la Jordanie a disparu des radars, il lui faut donc au plus vite se fondre pour mieux survivre. Car Al-Nusra craint sinon, et non sans raison, de se retrouver isolé et de devenir le pion qu’on sacrifie.
    C’est ce qu’on devine en filigrane dans la dépêche Reuters :

    Some rebels believed a merger would create a stronger rival to Islamic State and might attract much-needed military support and recognition from regional and international powers.
    But the leaders left without an agreement, and the sources said the atmosphere was tense, with Nusra blaming Ahrar al-Sham for the failure.[...]
    Distrust between Nusra and Ahrar is mutual. Nusra accuses its Islamist rival of being a front for Turkey, addressing not the “interests of Muslims” but the agenda of Ankara in order to be part of a future political deal to rule Syria.

    On voit donc que les pourparlers de Genève - qui ne sauraient être plus qu’une amorce d’ébauche de discussions -, et l’épineuse question de qui reçoit une invitation, ont cependant d’ores et déjà fonctionné comme une liste_blanche implicite, menaçant l’unité de la coalition Jaysh al-Fatah.
    Car Ahrar al-Cham a particpé au « Haut Comité pour les Négociations » et est donc encore potentiellement sur la liste blanche tacite, malgré les protestations russes. Ce, malgré le fait qu’il ait décidé de ne pas se rendre à Genève :

    Si l’idée de négociations internationales continuent à s’imposer malgré l’échec prévu de Genève, il risque de n’y avoir plus comme choix à al-Nusra que de tenter la politique du fait accompli en confrontant militairement Ahrar al-Sham pour la phagocyter et faire pression sur leurs parrains respectifs, ou à capituler et disparaître en laissant certains de ses militants rejoindre son désormais rival salafiste - et d’autres Da’ich. Quant à Ahrar al-Cham sa position devient de plus en plus difficile, soit il doit renverser la table et risquer de déplaire à ses parrains, ou bien accepter l’affrontement direct avec al-Nusra, au risque de voir une partie de sa base rejoindre celui-ci et d’en sortir très affaibli.
    En tout cas, au plus grand bénéfice de l’armée syrienne qui, lentement, progresse, ça pourrait bien chauffer dans la province d’Idlib...

    La dépêche Reuters, reprend de manière complaisante le discours d’Ahrar al-Cham sur les différences fondamentales en matière de tactique, de stratégie et d’utilisation de combattants étrangers, qui les sépare d’al-Nusra pour expliquer ces tensions. Mais le journaliste ne se demande pas une seconde pourquoi alors, il y a un an, quand cette alliance se scellait début 2015 sous l’impulsion de la Turquie, du Qatar et des Saoudiens, ces différences si fondamentales ne posaient pas problème.
    En conclusion les paroles d’un commandant d’Ahrar al-Cham al-islamiya :

    Asked how long the groups could avoid hostilities, an Ahrar al-Sham military commander said: “We can avoid fighting with Nusra for now. For how long? That is a difficult question. Only God knows.”

      La Russie conteste la légitimité du HCN, en raison de la présence d’Ahrar Al-Sham et de Jaish Al-Islam, qu’elle considère comme des groupes « terroristes ». Elle ne veut notamment rien savoir du représentant de Jaish al-Islam, qui doit être le négociateur en chef du HCN.
      Le ministère russe des Affaires étrangères a réitéré cette position vendredi, selon l’agence russe RIA. Le groupe Ahrar Al-Sham est membre du HCN, mais a néanmoins décidé de ne pas prendre part aux pourparlers de Genève, de crainte que ses combattants ne contestent cette décision et se joignent au Front Al-Nosra, opposé à ces négociations.

      Stratégie dilatoire risquée car sur le terrain les choses n’évoluent plus du tout en leur faveur, et que le « régime » n’a visiblement pas non plus intérêt à ce que l’agenda des négociations ne devienne impératif.

      @souriyam : d’accord si on prend en compte une approche un tant soit peu rationnelle de la situation.

      Mais on a clairement à faire à des gens qui, depuis 5 ans, se sont trompés sur tout : ils ont été choqués quand le régime ne s’est pas effondré en trois mois, ont été scandalisés quand les alliés du régime sont venus leur voler leur victoire, ont cru à une intervention de l’OTAN, ont pensé qu’ils pourraient eux-même décréter une intervention américaine, n’ont pas vu venir l’intervention massive russe…, et je crains qu’ils ne soient encore dans une lecture de ce genre (parce que ce sont des choses qu’on voit passer) :
      1. les Russes vont « s’enliser » et la Syrie sera « leur Vietnam » ; les Iraniens vont lâcher et négocier des trucs ; le Hezbollah va perdre le soutien des Libanais chiites et va devoir laisser tomber, etc.
      2. les bas prix du pétrole vont accentuer les difficultés russes et iraniennes ;
      3. dans la même logique : il est indispensable de ne pas lever les sanctions contre la Russie et contre l’Iran ; multiplication des provocations ;
      4. "on" y croit : avec un bon « surge » financé par l’Arabie séoudite, la situation pourra se retourner ;
      5. en janvier 2017, il y aura un nouveau Président aux États-Unis. Si "on" tient jusque là, tout pourra changer.

      En revanche, il faut continuer absolument à masquer l’aspect extrémiste de « nos » combattants, et continuer à prétendre que le gros de « nos » troupes, ce sont les 70.000 modérés (ah oui, dire : « mainstream ») de Lister. Si une liste noire ou une liste blanche est réellement validée par le Conseil de sécurité, tout ces calculs s’effondrent.

      @nidal : C’est très juste.
      En tout cas al-Nusra se sait condamné à terme par ses parrains dès lors qu’ils envisagent autre chose qu’une pure victoire militaire. Peut-être en rêvent-ils encore ? C’est ce que vous suggérez. Et je me base sur l’idée que la réalité les rattrape, ou du moins certains d’entre eux.
      Mais vous avez raison, je n’en suis pas si sûr et je suis incapable d’évaluer jusqu’où leurs erreurs peuvent les pousser à contrevenir à leurs intérêts, et leurs délires les pousser à persévérer dans la logique de confrontation qui mène à la destruction de la Syrie, malgré tout ce qui risque d’en sortir de funeste, aussi pour eux. :(

    La justice turque vient de condamner par contumace un syrien, un certain Haytham Qassab, à 12 ans d’emprisonnement pour « appartenance à une organisation terroriste » (en l’occurrence al-Qaïda) et « tentative d’acquérir des armes pour une organisation terroriste » (en l’occurrence du gaz sarin). Celui-ci, arrêté, avait ensuite été relâché durant le procès et est désormais en fuite.
    Tous les suspects turcs, arrêtés en mai 2013 (soit un peu avant l’attaque chimique dans la Ghouta orientale), pour avoir tenter d’aider à cette opération, ont été acquittés au motif que leur tentative n’en était qu’au stade préliminaire...

    A Turkish court on Tuesday sentenced in absentia a Syrian national accused of attempting to obtain chemicals used in the production of sarin gas to 12 years in jail and acquitted five Turkish suspects, bringing a two-and-a-half-year case that has stirred political controversy to a close.
    The Adana 9th High Criminal Court convicted the Syrian man, Haytham Qassab, of “membership in a terrorist organization” and “attempting to obtain weapons for an armed terrorist organization.” The court ruled to acquit the Turkish suspects who were accused of helping Qassab to acquire the materials sought, saying their attempts to acquire the materials were in the preparatory stages and had not been completed.
    The suspects were initially detained in an Adana police operation in May 2013 on suspicion of seeking to obtain materials used in the production of chemical weapons, reportedly for Syrian rebels linked to al-Qaeda. In July 2013, the suspects were released pending trial but when the court later established that the materials they were trying to obtain could in fact be used to produce sarin, a warrant for the arrest of Qassab, who is the main suspect in the case, was issued. But Qassab could not be arrested and he has remained at large since then.

    Le jugement fait suite aux accusations récentes du député turc du CHP Eren Erdem à l’encontre d’Erdogan et du gouvernement turc d’avoir fait pression sur le magistrat pour enterrer l’affaire :

    Eren Erdem has been accused of “treason” by President Recep Tayyip Erdoğan, Prime Minister Ahmet Davutoğlu and pro-government media, and the lawmaker is also under legal investigation, again on treason charges.
    Erdem has also accused the Turkish authorities of complicity, claiming that the government pressured the prosecutor of the case into toning down the accusations and ending the trial swiftly.

    Pour mémoire le député Erdem, allait même plus loin, en accusant sur Russia Today le gouvernement turc d’avoir permis l’acquisition d’armes chimiques à Da’ich, à partir de pièces de ce procès qu’il aurait obtenues.

    Le Parti islamique du Turkestan (Turkistan Islamic Party), groupe jihadiste principalement composé de Ouïghours, qui opère désormais aussi dans le Nord-Ouest de la Syrie en collaboration notamment avec al-Nusra, vient de publier sur son compte twitter des photos les montrant en train d’utiliser des missiles anti-tanks américains TOW dans des combats récents contre l’armée syrienne dans les plaines du Ghab (nord de Hama).

    Si la chose est avérée, la question se pose une nouvelle fois, comme pour d’autres groupes jihadistes, de savoir qui leur a livré ces armes. Certains des alliés des Américains qui en ont récemment acheté (Arabie saoudite/Qatar) ou bien des groupes labellisés modérés de l’Armée Syrienne Libre équipés avec ces missiles par la CIA ?
    Précision : le Parti Islamique du Turkestan - très probablement soutenu par la Turquie (voir l’article de Sy Hersh) - est classé organisation terroriste par l’ONU, l’UE, les USA, la Russie et la Chine...

    The Turkistan Islamic Party (TIP), an al Qaeda-linked Uighur jihadist group, has posted a photo to social media claiming its fighters recently used at least one US-made TOW anti-tank missile against Syrian regime forces in northwestern Syria. This photo is part of a wider release from the strategic Al Ghab plain in northern Hama province.
    The photo above was released on one of the TIP’s official Twitter accounts with an English caption saying, “The Turkistani mujahideen brothers deliver a strong response to the Nusayri [derogatory term referring to the Assad regime] army by the Russians.” However, it is unclear if the jihadist group is actually using the American-made missile. It is entirely possible that a TOW-supplied rebel group belonging to the Free Syrian Army (FSA) was operating alongside the TIP at the time of the photo. While many jihadist groups, including al Qaeda’s official branch in the country, operate in the Al Ghab plain, several FSA groups operate alongside these forces against the Assad regime and its allies.
    If the missile was operated by an FSA group, this would offer more evidence that TOW-supplied rebel groups continue to support jihadist operations in the country

      Un Français originaire d’Hérouville-Saint-Clair, ayant rejoint le groupe djihadiste « Parti islamique turkistanais », serait mort dans ses rangs en Syrie, annonce lundi un journaliste de RFI.
      Le groupe djihadiste « Parti islamique turkistanais », affilié à Al-Qaïda, a diffusé une photo d’un jeune Normand tué dans ses rangs. Sur la photo, le jeune homme est désigné comme étant « Abu Talha », indique David Thomson, journaliste à RFI. Il serait mort il y a quatre semaines.

      The crimes committed by the Syrian regime in the war are unconscionable, but the policies of external countries pursuing a proxy war to overthrow the existing regime have created a far more ominous threat to the entire region. Washington Post columnist David Ignatius has detailed the process by which Turkey, Saudi Arabia and Qatar competed with one another to create proxy forces with which to overthrow the Assad regime. 

      Such an unbridled competition in the creation of armies for regime change was by its very essence a reckless and cynical use of power that carried the obvious risk of even worse chaos and violence of the war in Syria. But they have made the costs of proxy war far greater by targeting the most aggressive armed groups they could find as their clients, and their weapons soon “made their way to the terrorist groups,” wrote Ignatius, to which the Turks and Qataris “turned a blind eye”. 

      Once it became clear that Sunni states were creating a proxy war in Syria that could tip the balance against the Syrian regime, Iran and Hezbollah intervened in support of the regime.

      But what the conventional view of the Syrian proxy war leaves out is the linkage between Syria in Iran’s deterrence strategy. Iran is militarily weak in relation with Israel and US military power in the Middle East, and has been the target of US and Israeli military threats going back to the 1990s.

      Iran’s deterrent to such attacks has depended on the threat of retaliatory rocket attacks against Israel by Hezbollah from Southern Lebanon - destroying the ability of Hezbollah to retaliate for an attack was the single biggest reason for Israel’s 2006 war against Hezbollah.

      The Assad regime was part of the Iranian deterrent as well. Not only did Syria have a force of several hundred missiles that Israel would have to take into account but also, Syrian territory is the shortest route for Iranian resupply of Hezbollah.

    Syrian rebels strengthen hold over Israel border region

    Syrian rebel groups strengthened their hold over the Syrian side of the Quneitra Crossing — located on the frontier between Syrian and Israeli controlled parts of the Golan Heights – over the weekend and managed to repel attacks by Syrian forces loyal to President Bashar Assad.

    The rebels kidnapped dozens of Fiji soldiers, members of the UN observer force stationed in the Golan Heights and are maintaining a siege on a second UN stronghold manned by Philippine soldiers. Officials in the Israeli security services said that it is a relatively moderate militia, the Free Syria Army, that controls the Syrian side of the border crossing, and that the Nusra Front, which is affiliated with Al-Qaida currently pose no threat. Despite this, Israeli forces in the Golan Heights are on relatively high alert due to the recent developments.

    Some 300 members from different groups participated in the taking of the Quneitra Crossing. This varied force was led by the Free Syria Army and with only a small number of Nusra Front members. The government forces that held the crossing before sustained losses in life and retreated to the north to areas controlled by the government. Over the weekend the Syrian army conducted several artillery barrages on the crossing area and tried to retake the area unsuccessfully. Israeli security officials characterized this attempt as "pathetic.”

    There are no obstacles on the road leading to the village of Jabourin located on the demarcation line with #Om_Sharshouh, a village outside the control of the Syrian government, except for the rugged nature and sniper bullets. From Jabourin to Kfarnan, the last village held by the army in Homs’ countryside, civilians have to cope with living on the frontlines of a fierce battle, with the villages of Om Sharshouh, #Talbissah, #al-Ghanto, #Ezzeddin, #Rastan, and #al-Houla on the other side.
