• The (many) costs of border control

    I have recently finished writing up a four-year study of the UK immigration detainee escorting system. This fully outsourced form of border control has not been the subject of academic inquiry before. While there is a growing body of work on deportation, few people have studied the process and its organisation in person, while sites of short-term detention have similarly been overlooked.

    The escorting contract is run as two separate businesses: ‘in-country’, known (confusingly for those more familiar with the US) as ICE, and Overseas, also referenced as OSE. ICE includes 31 sites of short-term immigration detention, many of which are in ports and airports including four in Northern France around Calais and Dunkirk, and a fleet of secure vans and vehicle bases. Overseas officers enforce removals and deportations. While staff may be cross deployed for ‘operational needs’, and some people do move from one part to another over the course of their careers, ICE and OSE are managed separately and staff in each tend to view themselves as distinct from colleagues working for the other.

    The study took many years to arrange and then was severely disrupted by the COVID-19 pandemic. It was one of the most taxing pieces of research I have ever done, and I am still recovering from it. A book about the project is currently in press and should be out later this year, with Princeton University Press. Here I explore some of the ‘costs’ of this system; in financial terms, in its impact on those employed within it, and on their communities. All these matters occur in the context of the impact of the system of those subject to it, as they are denied entry and forced to leave. As a researcher, I was also adversely affected by studying this system, but I shall leave reflections on that to a different piece.

    The current ten-year contract was awarded to Mitie, Care & Custody, in December 2017 at an estimated cost to the public of £525 million. Previous incumbents included Tascor, (part of the Capita group) and G4S. Like those competitors, Mitie holds many other contracts for a variety of public and private organisations. In their 2023 annual report, ‘Business Services’ (29%, £1172m) and ‘Technical’ Services (29% £1154m) provided the lion’s share of the company’s income, followed by ‘Central Government and Defence’ (20%, £828m). Profits generated by ‘Care & Custody’, which includes those generated by three immigration removal centres (Harmondsworth, Colnbrook and Derwentside) that are run under a different set of legal and financial arrangements, were not listed separately. Instead, they formed part of a general category of ‘Specialist Services’ made up of three other businesses areas: ‘Landscapes’, ‘Waste Management’ and, rather incongruously, ‘Spain’. Together, these four sets of contracts constituted just 10% of the company’s revenue (£411m) that year.

    The precise agreement that the Home Office signed for the services Mitie provides is hidden, like all contracts, under the veil of corporate confidentiality. But some information is available. The escorting contract, for instance, is subject to what is known as a ‘cap and collar’. This financial arrangement, which is designed to reduce exposure to financial risk for both parties, meant that during the pandemic, when the borders closed and the numbers detained in immigration removal centres dropped, that the company did not lose money. Despite detaining or deporting very few people, the collar ensured that staff continued to be paid as normal. Similarly, the cap means that Mitie is restricted in the additional costs they demand from the Home Office. The internal transportation of people under immigration act powers, for example, is paid for by ‘volume’, i.e. by the number of people moved within a daily requirement. Any additional movements that are requested that above that level generates profit for the company, but only within a set parameter.

    The cap and collar does not entirely protect Mitie from losing money. The contract includes a range of ‘service credits’, ie fines, which are applied by the Home office for cancellations, delays, injuries, and, escapes. The Home Office is also subject to small fines if they cancel a request without sufficient time for Mitie to redeploy the staff who had been assigned to the work.

    While a missed collection time (eg a person detained at a police station, who must be taken to an immigration removal centre) may incur Mitie a fine of £100, a delayed deportation would result in a fine ten times that sum, and a death ten times more again. These economic penalties form the basis of regular discussions between Mitie and the Home Office, as each side seeks to evade financial responsibility. They also shape the decisions of administrative staff who distribute detained people and the staff moving them, around the country and across the world. It is better to risk a £100 fine than a £1000 one.

    For staff, border control can also be considered in financial terms. This is not a particularly high paying job, even though salaries increased over the research period: they now hover around £30,000 for those employed to force people out of the country, and somewhat less for those who work in Short-term holding facilities. There is also, as with much UK employment, a north-south divide. A recent job ad for a post at Swinderby Residential Short-Term Holding Facility listed a salary of £26,520.54 for 42 hours a week; for two hours less work per week, a person could go to work in the nearby Vehicle base at Swinderby and earn £25,257.65. Down in Gatwick, the same kind of job in a vehicle base was advertised at £28,564.63. Both sums are well below the mean or median average salary for UK workers, which stand at £33,402 and £33,000 respectively. As a comparison, the salary for starting level prison officers, on band 3, is £32, 851, for fewer weekly hours.

    Under these conditions, it is not surprising to find that staff everywhere complained about their pay. Many struggled to make ends meet. As might be expected, there was a generational divide; unlike their older colleagues who were able to obtain a mortgage on their salary, younger people were often stuck either in the rental market or at home with their parents. Few felt they had many alternatives, not least because many of the sites of short-term holding facilities are in economically depressed areas of the UK, where good jobs are hard to come by. In any case, staff often had limited educational qualifications, with most having left school at 16.

    Border control has other kinds of costs. For those who are detained and deported, as well as their families and friends, these are likely to be highest of all, although they do not directly feature in my study since I did not speak to detained people. I could not see how interviewing people while they were being deported or detained at the border would be ethical. Yet the ethical and moral costs were plain to see. In the staff survey, for example, 12.35% of respondents reported suicidal thoughts in the past week, and 7.4% reported thoughts of self-harm over the same period. Both figures are considerably higher than the estimates for matters in the wider community.

    Finally, and this part is the springboard for my next project, there are clearly costs to the local community. When I first started visiting the short-term holding facility at Manston, near Dover, when the tents had only just gone up and the overcrowding had not yet begun, I was shocked at the size of it. A former RA base, it includes many buildings in various states of disrepair, which could have been redeveloped in any number of ways that did not include depriving people of their liberty. Perhaps it could have included affordable homes for those trapped in the rental market, as well as non-custodial accommodation for new arrivals, new schools, a hospital, perhaps some light industry or tech to employ people nearby. What would it take to work for a vision of the future which, in principle, would have room for us all?

    Les années passent et se ressemblent terriblement. En tout cas sur certains sujets… comme, par exemple, au hasard : l’#immigration ! Des lois à tire-larigot, des débats à tout bout de champ, des récits à qui mieux mieux.
    Ce n’est pas l’immigration que augmente, ce sont nos fantasmes qui prolifèrent. Pourquoi l’immigration suscite-t-elle autant de poncifs, de peurs et de #déni ? Et pourquoi, malgré les chiffres et les circulaires, on s’éloigne pourtant toujours de la réalité des mouvements migratoires ?
    Quelles vagues migratoires en France ?

    “Dans les années d’après-guerre, il y a énormément de reconstruction à réaliser. On a donc recours à de la main-d’œuvre étrangère à partir des années 1950. Le pourcentage d’immigrés, c’est-à-dire de personnes étrangères ou ayant acquis la nationalité française, stagne autour de 7% à partir des années 1970, les vagues migratoires ayant été limitées du fait du ralentissement économique lié aux chocs pétroliers. Depuis 2000, les mouvements migratoires augmentent d’environ 35% ou 40% en France, et de 60% au niveau mondial. Le flux s’étant le plus intensifié au XXIème siècle est celui des migrations d’étudiants internationaux.” François Héran

    Un bilan comptable de l’immigration ?

    “La #résistance à l’immigration vient notamment du sentiment de peur de manquer de ressources, d’abord d’emplois, maintenant de prestations sociales ou d’argent public. Présent depuis quelques années, le Front National a largement contribué à populariser l’idée que nous devons choisir entre le plein-emploi et la protection sociale, et l’accueil des immigrés. Mais cette idée n’est pas vraie. D’après l’OCDE, les immigrés sont surreprésentés dans les catégories actives et de par la consommation, leur travail et leurs cotisations nous coûtent moins qu’ils ne nous rapportent. Malheureusement, ce discours est inaudible.” François Héran

    Comment nommer les populations issues de l’immigration ?

    “Dans les années 1960-1970, on parlait de travailleurs immigrés car on nourrissait l’idée que ces migrations étaient temporaires et non pas celle que les familles allaient rejoindre les travailleurs en France. Lorsque les effectifs d’étudiants, de familles se sont multipliés, on a changé de termes pour parler d’immigrés. Dans le #vocabulaire courant, le mot ’immigré’ a pris une connotation extrêmement négative. Donc dans les enquêtes qu’on réalise auprès de populations issues de l’immigration, on ne peut utiliser les termes d’’immigration’ ou même d’’intégration’, puisque dans l’immense majorité du débat public les termes sont utilisés de façon discriminante.” François Héran

Every detail preserving its expression, brittle fragments from which the whole could be gleaned, rough stumps next to polished smoothness, enlivened by the play of muscles and sinews, tautly harnessed chargers, rounded shields, erect spears, a head split into a raw oval, outspread wings, a triumphantly raised arm, a leaping heel circled by a fluttering tunic, a clenched fist on a now absent sword, shaggy hounds, their jaws clamped into loins and necks, a falling man, his finger stub aiming at the eye of the beast hanging over him, a charging lion protecting a female warrior, his paw swinging back to strike, hands endowed with bird claws, horns looming from weighty brows, scaly legs coiling, a brood of serpents everywhere, with strangleholds around bellies and throats, darting their tongues, baring sharp teeth, bashing into naked chests.

      These only just created, already dying faces, these tremendous and dismembered hands, these wide-sweeping pinions drowning in the blunt rock, this stony gaze, these lips torn open for a shriek, this striding, stamping, these blows of heavy weapons, this rolling of armored wheels, these clusters of hurled lightning bolts, this grinding underfoot, this rearing and collapsing, this endless straining to twist upward out of grainy boulders. And how gracefully curly the hair, how elaborately gathered and girded the lightweight mantle, how delicate the ornamentation on the straps of the shield, on the bulge of the helmet, how gentle the shimmer of the skin, ready for caresses yet exposed to the relentless rivalry, to slaughter and annihilation. With mask-like countenances, clutching one another and shoving one another away, strangling one another, clambering over one another, sliding from horses, entangled in the reins, utterly vulnerable in nakedness, and yet enrapt in Olympic aloofness, appearing indomitable as an ocean monster, a griffin, a centaur, yet grimacing in pain and despair, thus they clashed with one another, acting at higher behest, dreaming, motionless in insane vehemence, mute in inaudible roaring, all of them woven into a metamorphosis of torture, shuddering, persisting, waiting for an awakening, in perpetual endurance and perpetual rebellion, in outrageous impact, and in an extreme exertion to subdue the threat, to provoke the decision. A soft ringing and murmuring resounded now and again, the echoes of footfalls and voices surrounded us for moments at a time; and then once more, only this battle was near, our gazes glided over the toes in the sandals, bouncing off the skull of a fallen man, over the dying man whose stiffening hand lay tenderly on the arm of the goddess who held him by the hair. The cornice was the ground for the warriors: from its narrow, even strip they threw themselves up into the turmoil, the hooves of the horses banged upon the cornice, the hems of the garments grazed it, and the serpentine legs twisted across it; the ground was perforated at only one place: here, the demoness of the earth rose up, her face hacked away under her eye sockets, her breasts massive in a thin covering, the torn-off clump of one hand lifted in a search, the other hand, asking for a standstill, loomed from the stone edge, and knotty, long-jointed fingers stretched up to the profiled corbel as if they were still underground and were trying to reach the wrist of the open thumbless female hand, they moved along under the cornice, seeking the blurred traces of incised script, and Coppi’s face, his myopic eyes behind glasses with a thin steel frame, approached the letters, which Heilmann deci-hered with the help of a book he had brought along. Coppi turned toward him, attentive, with a broad, sharply drawn mouth, a large, protruding nose, and we gave the opponents in this melee their names and, in the torrent of noises, discussed the causes of the fight. Heilmann, the fifteen-year-old, who rejected any uncertainty, who tolerated no undocumented interpretation, but occasionally also adhered to the poetic demand for a conscious deregulation of the senses, who wanted to be a scientist and a seer, he, whom we nicknamed our Rimbaud, explained to us, who were already about twenty years old and who had been out of school for four years by now and were familiar with the world of labor and also with unemployment, while Coppi had spent a year in prison for circulating subversive literature —

      Heilmann explained to us the meaning of this dance round, in which the entire host of deities, led by Zeus, were striding toward vicory over a race of giants and fabulous creatures. The Giants, the sons of the lamenting Gaea, in front of whose torso we were now standing, had blasphemously mutinied against the gods; but other struggles that had passed across the kingdom of Pergamum were concealed under this depiction. The regents in the dynasty of the Attalids had ordered their master sculptors to translate the swift transience, paid for with thousands of lives, to a level of timeless permanence, thereby putting up a monu-ment to their own grandeur and immortality. The subjugation of the Gal-lic tribes invading from the north had turned into a triumph of aristocratic purity over wild and base forces, and the chisels and mallets of the stone carvers and their assistants had displayed a picture of incontestable order to make the subjects bow in awe. Historic events appeared in mythi-cal disguise, enormously palpable, arousing terror, admiration, yet not understandable as man-made, but endurable only as a more-than-personal power that wanted enthralled, enslaved people galore, though few at the top, who dictated destinies with a mere stirring of the finger. The populace, when trudging by on solemn days, scarcely dared to glance up at the effigy of its own history, while—along with the priests—the philosophers and poets, the artists from elsewhere, all full of factual knowledge, had long since walked around the temple; and that which, for the ignorant, lay in magical darkness was, for the informed, a handicraft to be soberly assessed. The initiates, the specialists talked about art, praising the harmony of movement, the coordination of gestures; the others, however, who were not even familiar with the concept of “cultured,” stared furtively into the gaping maws, felt the swoop of the paw in their own flesh.

      The work gave pleasure to the privileged; the others sensed a segregation under a draconian law of hierarchy. However, a few sculptures, said Heilmann, did not have to be extracted from their symbolism; the falling man, the man of Gaul taking his own life, showed the immediate tragedy of a concrete situation; but these sculptures, replied Coppi, had not been outside, they had remained among the trophies in the throne rooms, purely in order to indicate from whom the shields and helmets, the bundles of swords and spears had been taken. The sole aim of the wars was to safeguard the territories of the kings. The gods, confronted with the spirits of the earth, kept the notion of certain power relationships alive. A frieze filled with anonymous soldiers, who, as tools of the higher-ups, fought for years, attacking other anonymous soldiers, would have altered the attitude toward those who served, boosting their position; the kings, not the warriors, won the victories, and the victors could be like the gods, while the losers were despised by the gods. The privileged knew that the gods did not exist, for they, the privileged, who donned the masks of the gods, knew themselves. So they were even more insistent on being surrounded with splendor and dignity. Art served to give their rank, their authority the appearance of the supernatural. They could permit no skepticism about their perfection. Heilmann’s bright face, with its regular features, bushy eyebrows, and high forehead, had turned to the demoness of the earth. She had brought forth Uranus, the sky, Pontus, the sea, and all mountains. She had given birth to the Giants, the Titans, the Cyclopes, and the Furies. This was our race. We evaluated the history of the earthly beings. We looked up at her again, the demoness stretching out of the ground. The waves of loosened hair flowed about her. On her shoulder, she carried a bowl of pomegranates. Foliage and grape vines twirled at the back of her neck. The start of the lips, begging for mercy, was discernible in the raw facial plane, which veered sideways and upward. A gash gaped from her chin to her larynx. Alcyoneus, her favorite son, slanted away from her while dropping to his knees. The stump of his left hand groped toward her. She was still touching his left foot, which dangled from his stretched and shattered leg. His thighs, abdomen, belly, and chest were all tensing in convulsions. The pain of death radiated from the small wound inflicted between his ribs by the venomous reptile. The wide, unfurled wings of the kingfisher, growing from his shoulder, slowed down his plunge. The silhouette of the burst-off face above him, with the hard line of the neck, of the hair, which was tied up and tucked under the helmet, spoke of the pitilessness of Athena. As she swung forward, her wide, belted cloak flew back. The downward glide of the garment revealed, on her left breast, the scale armor with the small, bloated face of Medusa. The weight of the round shield, her arm thrust into its thong, pulled her along to new deeds. Nike, leaping up, with mighty wings, in loose, airy tunics, held the wreath, invisible but implied by the gesture, over her head. Heilmann pointed: at the dissolving goddess of the night, Nyx, who, with a loving smile, was hurling her vessel full of serpents toward a downcast creature; at Zeus, who, in his open, billowing cloak, was using his woolen aegis, the goatskin of doom, to whip down three adversaries; and at Eos, the goddess of dawn, who was riding like a cloud in front of the rising team of the naked sun god, Helios.

      Thus, he said gently, a new day dawns after the dreadful butchery, and now the glass-covered room became noisy with the scraping of feet on the smooth floor, with the ticking echoes of shoe soles on the steep steps leading up the reconstructed western façade of the temple to the colonnades of the interior court. We turned back toward the relief, which throughout its bands demonstrated the instant when the tremendous change was about to take place, the moment when the concentrated strength portends the ineluctable consequence. By seeing the lance immediately before its throw, the club before its whizzing plunge, the run before the jump, the hauling-back before the clash, our eyes were driven from figure to figure, from one situation to the next, and the stone began to quiver all around us. However, we missed Heracles, who, according to the myth, was the only mortal to ally himself with the gods in the battle against the Giants; and, combing the immured bodies, the remnants of limbs, we looked for the son of Zeus and Alcmene, the earthly helper whose courage and unremitting labor would bring an end to the period of menace. All we could discern was a sign bearing his name, and the paw of a lion’s skin that had cloaked him; nothing else testified to his station between Hera’s four-horse team and Zeus’s athletic body; and Coppi called it an omen that Heracles, who was our equal, was missing, and that we now had to create our own image of this advocate of action. As we headed toward the low, narrow exit on the side of the room, the red armbands of the men in black and brown uniforms shone toward us from the whirling shifts in the throng of visitors; and whenever I spotted the emblem, rotating and chopping in the white, round field, it became a venomous spider, ruggedly hairy, hatched in with pencil, ink, or India ink, under Coppi’s hand, as I knew it from the class at the Scharfenberg Institute, where Coppi had sat at the next desk, doodling on small pictures, cards from cigarette packs, on illustrations clipped from newspapers, disfiguring the symbol of the new rulers, adding warts, tusks, nasty creases, and rivulets of blood to the plump faces looming from the uniform collars. Heilmann, our friend, also wore the brown shirt, with rolled-up sleeves, the shoulder straps, the string for the whistle, the dagger on the short pants; but he wore this garb as a disguise, camouflaging his own knowledge and camouflaging Coppi, who was coming from illegal work, and camouflaging me, who was about to leave for Spain. And thus, on the twenty-second of September, nineteen thirty-seven, a few days before my departure, we stood in front of the altar frieze, which had been brought here from the castle mountain of Pergamum to be reconstructed, and which, painted colorfully and lined with forged metals, had once reflected the light of the Aegean sky. Heilmann indicated the dimensions and location of the temple, as the temple, still undamaged by sandstorms or earthquakes, pillage or plunder, had shown itself on a protruding platform, on the terraced hill of the residence, above the city known today as Bergama, sixty-five miles north of Smyrna, between the narrow, usually dried-out rivers Keteios and Selinos, gazing westward, across the plain of Caicus, toward the ocean and the isle of Lesbos, a structure with an almost square ground plan, one hundred twenty by one hundred thirteen feet, and with a perron sixty-five feet wide, the whole thing dedicated by Eumenes II, to thank the gods for helping him in his war — the construction having begun one hundred eighty years before our era and lasting for twenty years, the buildings visible from far away, included among the wonders of the world by Lucius Ampelius in his Book of Memorabilia, second century a.d., before the temple sank into the rubble of a millennium.

      And has this mass of stone, Coppi asked, which served the cult of princely and religious masters of ceremony, who glorified the victory of the aristocrats over an earthbound mix of nations—has this mass of stone now become a value in its own right, belonging to anyone who steps in front of it.

      It was no doubt highbred figures who trod barbaric mongrels underfoot here, and the sculptors did not immortalize the people who were down in the streets, running the mills, smithies, and manufactories, or who were employed in the markets, the workshops, the harbor shipyards; besides, the sanctuary on the thousand-foot-high mountain, in the walled district of the storehouses, barracks, baths, theaters, administration buildings, and palaces of the ruling clan, was accessible to the populace only on holidays; no doubt, only the names of some of the master artists were handed down, Menecrates, Dionysades, Orestes, and not the names of those who had transferred the drawings to the ashlars, had defined the intersections with compasses and drills, and had practiced expertly on some veins and shocks of hair, and nothing recalled the peons who fetched the marble and dragged the huge blocks to the oxcarts, and yet, said Heilmann, the frieze brought fame not only for those who were close to the gods but also for those whose strength was still concealed, for they too were not ignorant, they did not want to be enslaved forever, led by Aristonicus they rebelled at the end of the construction, rising up against the lords of the city. Nevertheless the work still incorporated the same dichotomy as at the time of its creation. Destined to emanate royal power, it could simultaneously be questioned about its peculiarities of style, its sculptural persuasiveness. In its heyday, before falling to the Byzantine Empire, Pergamum was renowned for its scholars, its schools and libraries, and the special writing pages of cured, fleshed, and buffed calfskin made the fruits of poetic invention, of scholarly and scientific investigation permanent. The silence, the paralysis of those fated to be trampled into the ground continued to be palpable. They, the real bearers of the Ionian state, unable to read or write, excluded from artistic activity, were only good enough to create the wealth for a small privileged stratum and the necessary leisure for the elite of the mind. The existence of the celestials was unattainable for them, but they could recognize themselves in the kneeling imbruted creatures. The latter, in crudeness, degradation, and maltreatment, bore their features. The portrayal of the gods in flight and of the annihilation of urgent danger expressed not the struggle of good against evil, but the struggle between the classes, and this was recognized not only in our present-day viewing but perhaps also back then in secret glimpses by serfs. However, the afterdays of the altar were likewise determined by the enterprising spirit of the well-to-do. When the sculptural fragments that had lain buried under the deposits of Near Eastern power changes came to light, it was once again the superior, the enlightened who knew how to use the valuable items, while the herdsmen and nomads, the descendants of the builders of the temple, possessed no more of Pergamum’s grandeur than dust.

      But it was a waste of breath complaining, said Heilmann, for the preservation of the showpiece of Hellenic civilization in a mausoleum of the modern world was preferable to its traceless entombment in Mysian detritus. Since our goal was to eliminate injustice, to wipe out poverty, he said, and since this country too was only going through a transition, we could imagine that this site would some day demonstrate the expanded and mutual ownership intrinsic in the monumentality of the formed work. And so, in the dim light, we gazed at the beaten and dying. The mouth of one of the vanquished, with the rapacious hound hanging over his shoulder, was half open, breathing its last. His left hand lay feeble on the forward-charging leather-shod foot of Artemis, his right arm was still raised in self-defense, but his hips were already growing cold, and his legs had turned into a spongy mass. We heard the thuds of the clubs, the shrilling whistles, the moans, the splashing of blood. We looked back at a prehistoric past, and for an instant the prospect of the future likewise filled up with a massacre impenetrable to the thought of liberation. Heracles would have to help them, the subjugated, and not those who had enough armor and weapons. Prior to the genesis of the figurations, there had been the bondage, the enclosure in stone. In the marble quarries on the mountain slopes north of the castle, the master sculptors had pointed their long sticks at the best blocks while eying the Gallic captives toiling in the sultry heat. Shielded and fanned by palm branches, squinting in the blinding sun, the sculptors took in the rippling of the muscles, the bending and stretching of the sweating bodies. The defeated warriors, driven here in chains, hanging from ropes on the rock faces, smashing crowbars and wedges into the strata of glittering, bluish white, crystalline-like limestone, and transporting the gigantic ashlars on long wooden sleds down the twisting paths, were notorious for their savagery, their brutal customs, and in the evenings the lords with their retinues passed them timidly when the stinking prisoners, drunk on cheap rotgut, were camping in a pit. Up in the gardens of the castle, however, in the gentle breeze wafting up from the sea, the huge bearded faces became the stuff of the sculptors’ dreams, and they remembered ordering one man or another to stand still, opening his eye wide, pulling his lips apart to view his teeth, they recalled the arteries swelling on his temples, the glistening nose, zygomas, and forehead emerging from the cast shadows.They could still hear the lugging and shoving, the stemming of shoulders and backs against the weight of the stone, the rhythmic shouts, the curses, the whip cracks, the grinding of sled runners in the sand, and they could see the figures of the frieze slumbering in the marble coffins. Slowly they scraped forth the limbs, felt them, saw forms emerge whose essence was perfection.

      With the plundered people transferring their energies into relaxed and receptive thoughts, degradation and lust for power produced art. Through the noisy maelstrom of a school class we pushed our way into the next room, where the market gates of Miletus loomed in the penumbra.

      At the columns flanking the gates, which had led from the town hall of the port to the open emporium, Heilmann asked whether we had noticed that inside, in the altar room, a spatial function had been inverted, so that exterior surfaces had become interior walls. In facing the western perron, he said, we had our backs to the eastern side, the rear of the temple, that is, in its merely rudimentary reconstruction, and the unfolded southern frieze stretched out to the right while the relief on the northern cornice ran to the left. Something the viewer was to grasp by slowly circling it was now surrounding him instead.

      This dizzying procedure would ultimately make us understand the Theory of Relativity, he added when, moving a few centuries deeper, we walked along the claybrick walls that had once stood in the cluster of Nebuchadnezzar’s Babylonian towers, and we then suddenly stepped into an area where yellowing leaves, whirring sunspots, pale-yellow double-decker buses, cars with flashing reflections, streams of pedestrians, and the rhythmic smashing of hobnailed boots demanded a readjustment in our bearings, a new indication of our whereabouts. We are now, said Coppi, after we crossed the square between the museum, the cathedral, and the Armory Canal, in front of the motionless fieldgray steel-helmeted sentries at the monument, whose dungeon still has room enough for the mangled marchers who, having bled to death, are en route here, willing or not, in order to lie down under the wreaths with silk ribbons. Heilmann, beneath the foliage of the Lindens, pointed between the Brothers Humboldt, who, enthroned loftily in armchairs with griffin feet, were brooding over open books, and he motioned across the wide forecourt, toward the university, where, reckoning with an accelerated high school diploma, he intended to study foreign affairs. He already knew English and French, and at the night school where we had met him, he had been seeking contacts for teaching him the taboo Russian language.

      The municipal night school, a gathering place for proletarians and renegade burghers, had been our chief educational institution after Coppi had left the Scharfenberg School Island at sixteen, and I, one year later, had likewise taken my last ferry to the mainland near Tegel Forest. Here, basic courses on Dostoyevsky’s and Turgenev’s novels served for debates on the prerevolutionary situation in Russia, just as lectures on economics guided us in our perusal of Soviet economic planning. The Association of Socialist Physicians plus scholarships from the Communist Party, where Coppi belonged to the Youth Organization, had enabled us to attend the Scharfenberg School, a progressive institution at that time. Our chief advocate had been Hodann, a municipal physician, head of the Health Office of the Reinickendorf district and director of the Institute of Sexology. We had met him at the question-and-answer evenings in the Ernst Haeckel Auditorium, and until his imprisonment and escape in nineteen thirty-three we often participated in the regular discussions on psychology, literature, and politics taking place every second week at his home in a settlement on Wiesener Strasse, Tempelhof. After the summoning of the National Socialist government, known as the Machtübernahme, the takeover of power, when it was no longer possible for us to go to school, Coppi had begun training at Siemens, and I had gotten a job as a shipping clerk at Alfa Laval, where my father had been foreman in the separator assembly department.

      Pas beaucoup de bruit dans les médias du pouvoir autour de ce qu’il se passe en Hollande. Normal, les agriculteurs se révoltent contre les plans du Forum économique mondial que leur gouvernement met en place docilement. Sous prétexte de l’augmentation de la population et de la nécessité de nourrir 10 milliards de personnes bientôt, l’agriculture 2.0 est prisée, au détriment de la traditionnelle, celle où l’on met encore ses mains dans la terre.       Le gouvernement néerlandais travaille en étroite collaboration avec le Forum économique mondial (WEF) pour réformer radicalement le secteur alimentaire. Les Pays-Bas sont l’araignée dans la toile d’une chaîne alimentaire mondiale qui n’a pas encore été formée, qui est contrôlée par les soi-disant WEF Food Innovation Hubs. Le siège social est situé à Wageningen. Le rôle de l’agriculteur traditionnel dans les plans du WEF est marginal.

      Le WEF, le club d’élite des multinationales et des dirigeants politiques basé à Davos, a établi des pôles d’innovation alimentaire dans le monde entier. « Des plateformes de partenariat multipartites basées sur le marché visant à renforcer les écosystèmes d’innovation locaux », c’est ainsi que le WEF les décrit. Ils doivent s’assurer que la chaîne alimentaire est préparée pour l’avenir.

      Selon le WEF, une réforme radicale du système alimentaire est nécessaire pour qu’il n’y ait plus de faim dans le monde d’ici 2030. Il reste encore du chemin à parcourir, car à l’heure actuelle « près de deux milliards de personnes n’ont pas accès à une alimentation saine, nutritive et adéquate et 690 millions de personnes meurent de faim ».

      Pour résoudre le problème, un « plan global » a été mis en place en 2020 – hors parlement. Les Pays-Bas y jouent un rôle de premier plan. Le European Food Innovation Hub du WEF et même le secrétariat mondial des Hubs sont situés à Wageningen. Le WEF travaille en collaboration avec l’Université de Wageningen (WUR) et avec la plateforme d’innovation alimentaire Food Valley NL sponsorisée par la province de Gelderland. Le plan laisse peu de place aux agriculteurs traditionnels. Le WEF se concentre principalement sur les partenariats public-privé avec les grandes entreprises. Food Valley NL en est un bon exemple : elle est financée par la province de Gelderland, est présidée par l’ancienne ministre Edith Schippers (VVD) — qui est également présidente de la multinationale alimentaire DSM — et compte des entreprises telles que Jumbo, Aldi, HAK, Rabobank et DSM comme membres. « Le rôle des entreprises du secteur alimentaire doit être stimulé pour créer des solutions évolutives », a déclaré le Premier ministre Rutte lors d’une réunion Zoom du WEF l’année dernière.

      Rutte a fait sa déclaration lors d’une réunion Zoom avec le titre révélateur « Transformer les systèmes alimentaires et l’utilisation des terres », où il a déclaré que le secrétariat mondial des pôles alimentaires avait été attribué à notre pays par le WEF, après que les Pays-Bas aient déjà été désignés comme le quartier général des pays européens. La coordination est entre les mains de l’Université de Wageningen.

      Parce que la plupart des médias rapportent peu ou rien sur le plan du WEF — même maintenant que le débat entre les agriculteurs et les politiques est devenu houleux —, il semble que ce ne soit pas la réalité, ou tout au plus une théorie du complot. Cependant, l’engagement envers le plan et les objectifs dirigés par le WEF a déjà été ouvertement proclamé par l’ancienne ministre de l’Agriculture Carola Schouten, ainsi que par le Premier ministre lui-même. Les accords sur les Food Hubs sont même scellés dans des contrats juridiquement contraignants, comme l’a montré le Forum pour la démocratie l’année dernière après des questions parlementaires à Schouten. Lors de réunions avec le WEF, Rutte lui-même a laissé entendre que la transformation de la chaîne alimentaire battait son plein. « Les World Economic Food Innovation Hubs permettent de connecter les actionnaires régionaux (ce que le WEF appelle les soi-disant parties prenantes, ndlr) pour intensifier les innovations », a déclaré Rutte. Il est remarquable que de nombreuses entreprises du secteur industriel et technologique en particulier apportent une contribution majeure aux plans de réforme du secteur alimentaire.

      Le gouvernement et le WEF disent qu’il faut produire plus de nourriture, car « la croissance attendue de la population mondiale (à 10 milliards en 2050, ndlr) et les conséquences de la crise climatique ne font qu’accroître l’urgence de l’insécurité alimentaire actuelle », comme indiqué dans un article du gouvernement l’année dernière. Pourquoi alors chasser ces agriculteurs de la terre, comme le fait maintenant ouvertement le gouvernement néerlandais ? Plus de nourriture sur moins de terres agricoles, est-ce possible ? Oui, on a pensé à quelque chose : l’agriculture verticale, c’est-à-dire l’agriculture qui monte. « Agriculture verticale. Est-ce l’avenir de l’agriculture ? », le WEF pose une question rhétorique. Une vidéo montre comment la start-up danoise Nordic Harvest à Copenhague a aménagé un entrepôt de 75.000 mètres carrés de manière à ce que les aliments puissent être cultivés en quatorze couches empilées les unes sur les autres. Des points forts technologiques tels que l’éclairage LED, les mécanismes rotatifs et l’arrosage avec des capteurs garantissent que les cultures poussent dans « les conditions parfaites ».

      « Notre productivité est extrêmement élevée et nous laissons une petite empreinte », a déclaré David Rosenberg, PDG d’Aerofarming, qui qualifie son entreprise de croisement entre une entreprise agricole et une entreprise technologique. « Nos cultures poussent — de la graine à la récolte — en quinze jours. Cela prend 30 à 45 jours dans une serre ou dans un champ ». L’entreprise — qui s’occupe également de la modification génétique des semences à l’aide de la technique CRISPR — affirme qu’il faut 95% d’eau en moins que sur une ferme et qu’elle peut produire 390 fois plus de cultures par mètre carré et même que la nourriture est plus saine que dans une ferme saine (bien que beaucoup de sceptiques contestent cela). Si ce phénomène se répand dans le monde, il faudra beaucoup moins de terres agricoles. En fait, il faudra beaucoup moins d’agriculteurs. Nul autre que Bill Gates a injecté 50 millions de dollars dans l’entreprise pour des robots agricoles capables de faire le travail beaucoup plus rapidement.

      Bien que le WEF et le gouvernement affirment toujours que les agriculteurs continueront à jouer un rôle important dans l’approvisionnement alimentaire à l’avenir, cela semble être une stratégie pour garder les gens calmes le plus longtemps possible. Il semble que seules les parties qui souhaitent adopter les innovations du Food Hub joueront un rôle dans la chaîne alimentaire du futur. En général, le secteur agricole est à la traîne, selon le WEF. « Les innovations qui peuvent aider à transformer nos systèmes alimentaires sont souvent déjà là. Malheureusement, l’adoption et la mise à l’échelle des innovations dans le secteur agroalimentaire sont à la traîne par rapport aux autres secteurs ».

      Les lignes avec l’élite dirigeante mondialiste ne sont pas seulement courtes du côté de la production de la chaîne alimentaire, il y a aussi un (apparent) conflit d’intérêts du côté de la distribution. Il s’avère que le frère de la ministre de l’azote Christianne van der Wal (VVD) — Bouke van der Wal — est le propriétaire de Picnic. Bill Gates a investi l’an dernier 600 millions d’euros dans ce supermarché en ligne. Il a déclaré qu’il souhaitait que les pays riches « passent à 100% à la consommation de viandes synthétiques pour aider à lutter contre le changement climatique ». Ce phénomène est tout à fait conforme à une autre idée d’innovation alimentaire promue par le WEF : la « viande » imprimée en 3D.

    Le touriste britannique qui présentait des symptômes faisant penser au virus du singe est en fait atteint d’une autre maladie.

    Les examens sérologiques effectués sur un touriste anglais en Grèce, premier cas suspect de variole du singe dans le pays, n’ont pas détecté la maladie mais la varicelle, a assuré dimanche l’organisme de santé publique. Le vacancier et sa partenaire de voyage avaient été transférés samedi à l’hôpital et mis à l’isolement.

    « Le virus du singe n’a pas été détecté après examens sérologiques sur l’homme hospitalisé à l’hôpital Attikon (banlieue d’Athènes), mais la varicelle a été détectée suite à deux examens successifs », a annoncé l’organisme de santé publique dans un communiqué. « Il existe des symptômes proches et des apparitions de lésions cutanées semblables » entre les deux maladies, a-t-il précisé.

    Pas de traitement
    Plusieurs pays occidentaux dont la France, l’Allemagne, la Grande-Bretagne, les États-Unis, la Suisse l’Espagne ou encore la Suède ont recensé des cas. La variole du singe ou « orthopoxvirose simienne » est une maladie rare dont le pathogène peut être transmis de l’animal à l’homme et inversement.

    Ses symptômes ressemblent, en moins grave, à ceux que l’on observait dans le passé chez les sujets atteints de variole : fièvre, maux de tête, douleurs musculaires, dorsales, au cours des cinq premiers jours. Puis apparaissent des éruptions cutanées, des lésions, des pustules et enfin des croûtes.
    Il n’existe pas de traitement pour cette maladie qui guérit en général spontanément et dont les symptômes durent de 14 à 21 jours.

      Le cinéma nous a habitués aux suites à répétition. Qu’importe le scénario, qu’importe la vraisemblance, tant qu’il y a assez de consommateurs avides de médiocrité et adeptes de la facilité, tous les coups sont permis. Sur les écrans, comme dans la réalité. Du moins, celle qui nous est vendue.



      On imagine déjà les images, la musique inquiétante qui monte en puissance et la phrase d’accroche qui commence par « cette année… » ou « cet été… ». C’est peut-être la bande-annonce du prochain film diffusé sur tous les écrans : « La variole du singe ». Ou « #Monkeypox » pour faire plus américain, plus hollywoodien. Et pourquoi pas y ajouter un sous-titre grotesque dans le genre « Covid-19, le retour de la vengeance » ? Une coproduction « Big Pharma — OMS » « en partenariat avec les gouvernements de nombreux pays » et « l’aimable autorisation du Label On prend à peu près les mêmes et on recommence  ».

      Cette nouvelle superproduction devrait ravir les esclaves 2.0 qui ont assuré les recettes du premier opus. Elle a tous les atouts d’une redite avec les ajustements qui manquaient au premier épisode car la variole du singe (du macaque pour être précis) est déjà connue. Nous avons donc un sentiment de maîtrise du sujet. Elle est visible puisque qu’elle provoque des éruptions cutanées, elle est peu contagieuse et se transmet par frottements, par le sang, le sperme et la salive. Sa létalité se situe entre 1 et 10% ou 5 et 10% des cas, selon les sources. Chiffres bien plus spectaculaires que ceux de la terrible pandémie de Covid 19. Il semblerait aussi qu’elle disparaisse d’elle-même. Au bout de combien de temps, avec quelles séquelles ? On ne nous le dit pas encore. Et puis le meilleur pour la fin : les cas graves sont plus fréquents chez les jeunes, les enfants en particulier.

      Voilà une présentation plus ou moins « rassurante », pour le moment. Mais la masse ayant été nourrie à l’angoisse dès le printemps 2020, il lui est désormais acquis que des virus mortels nous menacent en permanence. Avec la variole du singe, il peut balancer entre l’idée qu’une distanciation sociale est de rigueur, qu’un confinement n’est peut-être pas nécessaire (quoique l’on n’est jamais trop prévenant) et celle que l’injection à répétition pour les plus petits est gage de sécurité. Ou comment passer cette barrière qui instaure le doute chez les parents dans le cadre de « la vaccination des 5–11 ans ».

      Attendu qu’il faut maintenir l’attention des spectateurs qui peu à peu ont désertés les salles où était projeté Russie-Ukraine, la 3ème guerre mondiale arrive, le scénario peut évoluer et toutes les informations données ici peuvent être obsolètes dans un proche avenir. Dans un sens ou dans l’autre. Cette variole pourrait par exemple « muter », que ce soit crédible ou pas, les scénaristes peuvent tout se permettre. Ils ont un public considérable et de puissants producteurs (Big Pharma Entertainment presents !) qui ne demandent qu’à amasser de nouveaux millions, quand ce ne sont pas des milliards.

      Tout ceci n’est, pour l’heure, que spéculation. A la table de travail des scénaristes on trouve néanmoins des informations non négligeables. Plusieurs éléments troublants qui ne sont peut-être que d’étonnantes coïncidences.

      Retenons-en deux. En mars 2021, une agence américaine appelée Nuclear Treat Intiniative (Initiative sur la Menace Nucléaire), sponsorisée, entre autres par la fondation #Gates (mais dans quel organigramme ne trouvons-nous pas trace du plus grand philanthrope de tous les temps ? ) a mis sur pied une simulation d’attaque biologique. Le scénario était le suivant : apparition de la variole du singe le 15 mai 2022.

      Le 22 janvier 2022, en Pennsylvanie, un camion transportant quelques centaines de macaques est entré en collision avec un autre camion. Il était en route pour un centre de quarantaine, selon le Center of Disease Control and Prevention (Centre de Contrôle et de Prévention des Maladies). Quatre de ces singes se sont échappés du véhicule accidenté. Trois ont été récupérés et il été demandé aux autorités de surveiller les habitants locaux pour détecter les symptômes de rhume. On n’en sait pas plus à l’heure actuelle.

      L’origine de cette variole est principalement attribuée aux macaques d’Afrique équatoriale. C’est une maladie endémique de plusieurs pays de ce continent. De ces vilains pays qui n’ont pas, ou si peu, joué le jeu des injections et de la panique générale. A quand la cirrhose du panda ? Venue de Chine évidemment, ou la vérole du mouflon des neiges qu’on ne trouve qu’en Sibérie, donc en Russie tout aussi évidemment. Ou mieux encore, la scarlatine du scorpion (Geogarypus hungaricus, par exemple) qui nous viendrait, au hasard, de Hongrie, puisque c’est le dernier pays d’Europe qui refuse d’appliquer les sanctions contre la Russie. Ajoutons sur un ton plus léger que les pays où les premiers cas sont annoncés et confirmés sont ceux où l’on ne trouve pas de singes mais une majorité de personnes injectées contre le Covid 19. De fait, on peut ajouter que la variole attaque les systèmes immunitaires déjà affaiblis. On en tire les enseignements que l’on peut sachant que les injections instaurées depuis plus d’un an causent des dégâts avérés sur lesdits systèmes immunitaires.

      On constate donc que le spectacle bat son plein. Dans la réalité vendue qui se confond avec la fiction. En plein festival de Cannes, c’est de bon augure, un véritable alignement des planètes. La présence (sur écran) du président ukrainien à l’ouverture des réjouissances en est une des meilleures représentations. Une mise en scène qui n’est pas sans rappeler les apparitions de Big Brother dans le film 1984. Mais après tout, un acteur phare d’un des plus grands films de tous les temps a bien sa place dans l’incontournable événement. Avec à la clé, une standing ovation de la grande famille du cinéma. Celle qui n’a pas à souffrir de savoir comment se nourrir décemment jusqu’à la fin du mois, ni de voir ses enfants transformés en chair à canons au nom de guerres dont les enjeux sont multiples et certainement pas ceux exposés par les mass médias. De même, une star qui débarque en hélicoptère ou une autre en jet privé sont parfois les mêmes qui nous expliquent tous les enjeux du changement climatique. Sans oublier un show aérien de la Patrouille de France pour un clin d’œil à un film. Un véritable festival de singes qui vivent dans un monde parallèle qui n’a que faire de ces petites gens juste bons à consommer et s’émerveiller. Des singes en robes et costumes qui semblent contaminés parce ce que l’on pourrait appeler « le virus du dédain » ou la « Variole de Cannes ». Peut-on vraiment les blâmer ? Qui sacrifierait des années de notoriété, de position sociale et financière de haut rang pour pleurer avec le « petit peuple » ? Sûrement pas la majorité de ce petit peuple qui reste tout aussi consternant. Il devrait cesser de penser à ses vacances, allant même jusqu’à prévoir celles qu’il passera aux sports d’hiver. Il devrait lutter au quotidien contre cette satanée nature humaine façonnée au plaisir immédiat. Et surtout, arrêter de se baser sur les éléments du présent pour se projeter dans le futur. Il risque d’être fort altéré pour ne pas dire « différent ». Ce genre de futur, pas si lointain, où la destination des prochaines vacances ne sera plus à l’ordre du jour. Où l’on peut supposer que l’on aura « autre chose à penser » pour rester dans l’euphémisme.

      Un autre festival avec des singes autrement plus inquiétants se déroule en simultané : Le Forum économique Mondial de #Davos. Fief des vrais scénaristes et des futurs au pire « voulus » ou au mieux « hypothétiques » mais toujours probables. Et toujours en simultané, encore une coïncidence, à Genève la 75ème Assemblée mondiale de la Santé. Là ou l’on met sur pied un nouveau protocole sanitaire qui va permettre de passer outre les décisions étatiques au nom du nouvel ordre mondial. Le président ukrainien n’y a pas (encore ?) fait son apparition. Heureusement, il est l’invité d’honneur du Forum de Davos. Show must go on et la majorité reste encline à payer sa place au spectacle. Sans en comprendre vraiment le prix et même si le récit est digne d’un mauvais boulevard. Ce qui n’est pas un pléonasme puisqu’il existe d’excellentes pièces dites « de boulevard ». Tous ceux qui n’ont toujours pas saisi que la phase covidienne n’est que l’acte 1 vont avoir du mal à suivre la pièce jusqu’à la fin de la représentation. Pour autant qu’ils aient réalisé qu’elle se déroule sous leurs yeux et qu’ils n’en sont pas que les spectateurs mais aussi des acteurs. De seconde zone, certes, mais cette figuration massive est l’une des clés majeures de la trame. Il est possible qu’au rideau final, ils ne se soient rendus compte de rien, ou de si peu, et qu’ils réservent, toujours sans réflexion, leur place pour le prochain spectacle. Celui de la soumission totale, de la fonte dans le grand rien.

      On peut considérer que nous sommes dans un nouveau remake de La planète des singes . Mais quelle que soit la version proposée, elle se termine toujours de la même manière. C’est-à-dire très mal pour l’être humain. Néanmoins, cette duperie monumentale n’étant pas achevée, nous avons encore une marge de manœuvre. Ce n’est rien de le dire, ce n’est rien de l’écrire. Il est plus que temps de (ré)agir.

    « J’ai eu plusieurs dîners avec lui dans l’espoir qu’il concrétise ses dires sur l’octroi potentiel, grâce à ses contacts, de milliards de dollars dans le cadre de projets philanthropiques en faveur de la santé mondiale », a expliqué Bill Gates. « Quand il est apparu que cela n’allait pas se concrétiser, cette relation a pris fin », a-t-il ajouté.

    En mai dernier, le New York Times et le Wall Street Journal avaient évoqué ces dîners, qui auraient fait l’objet de questionnements de la part du conseil d’administration de Microsoft et auraient suscité le désaccord avec sa désormais ex-femme Melinda. Bill Gates, qui avait fondé Microsoft en 1975, avait quitté le conseil d’administration du groupe en 2020 pour se consacrer pleinement à la fondation qu’il avait créée avec son épouse. Il n’était déjà plus directeur général depuis 2000.

    On y apprend que, afin de peser sur le processus de décision politique, Bill Gates, via sa Fondation Bill et Melinda Gates, a versé une forte somme — 1,3 million d’euros — « pour un dialogue avec un large éventail de parties prenantes européennes sur l’édition du génome » à Re-Imagine Europa https://reimagine-europa.eu , un groupe de réflexion européen créé en 2018 par Valéry Giscard d’Estaing. Quelques mois après ce chèque, l’organisation a créé un groupe de travail ad hoc, « la task force sur l’agriculture durable et l’innovation » https://reimagine-europa.eu/re-imagine-europa-announces-task-force-on-sustainable-agriculture-a , présidé par un ancien commissaire à la Recherche et à l’Innovation, Carlos Moedas. Son objectif avoué : « Travailler sur la façon dont les nouvelles technologies pourraient nous aider à réaliser cette vision d’un nouveau système agricole plus durable. » Mais surtout agir au sein des institutions européennes pour que la réglementation stricte sur les OGM ne s’applique pas, ou beaucoup plus légèrement, sur ces nouvelles technologies.

    • No, macOS does not send Apple a hash of your apps each time you run them.
    • You should be aware that macOS might transmit some opaque information about the developer certificate of the apps you run. This information is sent out in clear text on your network.
    • You shouldn’t probably block ocsp.apple.com with Little Snitch or in your hosts file.

    it is common for OCSP to use HTTP - I’m talking about good old plaintext HTTP on port 80, none of that HTTPS rubbish. There is usually a good reason for this, that becomes especially clear when the OCSP service is used for web browsers: preventing loops. If you used HTTPS for checking a certificate with OCSP then you would need to also check the certificate for the HTTPS connection using OCSP. That would imply opening another HTTPS connection and so on.

    Of course while OCSP does not mandate encryption, it does require that responses are signed by the server. This still doesn’t solve the initial concern that anyone with a traffic analyser on your network could eavesdrop every app you open and when you open it.

    It is clear that the trust service on macOS doesn’t send out a hash of the apps you launch. Instead, it just sends information about some certificate - as we would certainly expect after understanding what OCSP is in the first place.

    This means that Apple not only knows which applications you have installed, it knows each time you run them. While in the past this was an optional service, now it’s mandatory and starting with Big Sur, you can no longer use a tool like Little Snitch to block this service, or route it through Tor for some privacy. Apple (and anyone who can sniff this plaintext communication) can know when you launched Tor browser or other privacy tools, or how often you use competitors’ applications.

    Apple’s notary services doesn’t send information about the app, but instead sends information about the developer certificate used to sign them (which makes more sense given how OSCP works). This means that they can know, for instance, that you ran an application from Mozilla, but they can’t necessarily tell whether you ran Firefox or Thunderbird. If a developer only signs a single application, of course, they could correlate the certificate with the app. The service also seems to cache an approval for a period of time so whether it sends Apple information each time you run an app depends on how frequently you launch it.

    Yet like with so many Apple features, security is a marketing term when the real motivation is control. While code signing already gave Apple control over whether you could install or upgrade software, this feature grants Apple control over whether you can run applications. Apple already has used code signing on iOS to remove competitor’s applications from the App Store and also remotely disable apps in the name of security or privacy.
    There’s no reason to think they won’t use the same power on macOS now that it can no longer be bypassed.
