As a young U.S. Army soldier during World War II, Rollins Edwards knew better than to refuse an assignment.
When officers led him and a dozen others into a wooden gas chamber and locked the door, he didn’t complain. None of them did. Then, a mixture of mustard gas and a similar agent called lewisite was piped inside.
“It felt like you were on fire,” recalls Edwards, now 93 years old. “Guys started screaming and hollering and trying to break out. And then some of the guys fainted. And finally they opened the door and let us out, and the guys were just, they were in bad shape.”
About This Investigation
This is Part 1 of a two-part investigation on mustard gas testing conducted by the U.S. military during World War II. The second story in this report will examine the failures by the Department of Veterans Affairs to provide benefits to those injured by military mustard gas experiments.
Edwards was one of 60,000 enlisted men enrolled in a once-secret government program — formally declassified in 1993 — to test mustard gas and other chemical agents on American troops. But there was a specific reason he was chosen: Edwards is African-American.

Davidson points out that there is precedent for this: “There have been repeated references in the Reagan era to the usefulness of sectarian conflict in the region to US interests.”
One post-Reagan reiteration of this vision was published by the Jerusalem-based Institute for Strategic and Political Advanced Studies for Benjamin Netanyahu. The 1996 paper, A Clean Break, by Douglas Feith, David Wurmser and Richard Perle – all of whom went on to join the Bush administration – advocated regime-change in Iraq as a precursor to forging an Israel-Jordan-Turkey axis that would “roll back” Syria, Lebanon and Iran. The scenario is surprisingly similar to US policy today under Obama.
Twelve years later, the US Army commissioned a further RAND report suggesting that the US “could choose to capitalise on the Shia-Sunni conflict by taking the side of the conservative Sunni regimes in a decisive fashion and working with them against all Shiite empowerment movements in the Muslim world… to split the jihadist movement between Shiites and Sunnis.” The US would need to contain “Iranian power and influence” in the Gulf by “shoring up the traditional Sunni regimes in Saudi Arabia, Egypt, and Pakistan”. Simultaneously, the US must maintain “a strong strategic relationship with the Iraqi Shiite government” despite its Iran alliance.
Around the same time as this RAND report was released, the US was covertly coordinating Saudi-led Gulf state financing to Sunni jihadist groups, many affiliated to al-Qaeda, from Iraq to Syria to Lebanon. That secret strategy accelerated under Obama in the context of the anti-Assad drive.
The widening Sunni-Shia sectarian conflict would “reduce the al-Qaeda threat to US interests in the short term,” the report concluded, by diverting Salafi-jihadist resources toward “targeting Iranian interests throughout the Middle East,” especially in Iraq and Lebanon, hence “cutting back… anti-Western operations”.
By backing the Iraqi Shiite regime and seeking an accommodation with Iran, while propping up al-Qaeda sponsoring Gulf states and empowering local anti-Shia Islamists across the region, this covert US strategy would calibrate levels of violence to debilitate both sides, and sustain “Western dominance”.

Cette nouvelle guerre contre le Liban [2006] correspond en effet à la deuxième phase d’ un plan stratégique rédigé en 1996 au sein de l’ Institute for Advanced Strategic and Political Studies de Jérusalem, par un groupe d’ experts sous la direction de #Richard_Perle, qui deviendra conseiller du Pentagone dans la présente Administration et jouera un rôle majeur dans la conception de la guerre en Irak.
Soumis à l’ époque au Premier ministre israélien Benjamin #Netanyahu, le document, intitulé « A Clean Break : A New Strategy for Securing the Realm » (Un changement radical : Une nouvelle stratégie pour sécuriser le territoire), préconise un revirement de la stratégie israélienne[28].
Au niveau des concepts, le plan prône l’ abandon de la stratégie « terre contre paix » poursuivie jusqu’ alors et plaide pour « #la_paix_par_la_force », une politique fondée sur le rapport de force (balance of power). Il recommande également l’ instauration du principe de #préemption, à côté de celui de #punition, dans la doctrine stratégique israélienne.
Plus concrètement, le changement de stratégie visait à rompre avec le processus de paix d’ Oslo et fournir à Israël la possibilité d’ étendre une fois pour toutes son empire au-delà des frontières actuelles. Certaines des recommandations sont déjà des faits acquis : changement de régime en Irak, durcissement vis-à-vis des Palestiniens et affaiblissement d’ Arafat. Pour assurer la sécurité d’ Israël à sa frontière nord, le rapport recommande de « prendre l’ initiative stratégique » afin de combattre le Hezbollah, la Syrie et l’ Iran. C’ est ce qui se joue actuellement.
A la base de ce document, le groupe d’ experts chargé d’ étudier la « Nouvelle stratégie israélienne pour 2000 » n’ était pratiquement constitué que d’ Américains qui, depuis, ont occupé des positions clés dans l’ Administration Bush et singulièrement dans la définition de sa politique étrangère au Moyen-Orient.
Plus récemment, #Robert_Satloff, directeur d’ un autre think tank néoconservateur influent sur la politique moyen-orientale de Washington, louait la stratégie américaine d’ « #instabilité_constructive » au Liban et en Syrie[29].
Il constate que, si la recherche de la #stabilité a été un trait caractéristique de la politique des #Etats-Unis dans la région, « George W. Bush a été le premier président à considérer que la stabilité en tant que telle était un obstacle à l’ avancement des intérêts américains au Moyen-Orient. (...) A cet effet, les Etats-Unis ont employé un éventail de mesures coercitives ou non coercitives, allant de l’ usage de la force militaire pour changer les régimes en Afghanistan et en Irak, en passant par une politique de la carotte et du bâton (...) pour isoler Yasser Arafat et encourager une nouvelle et pacifique direction palestinienne, jusqu’ aux encouragements courtois à l’ Egypte et à l’ Arabie saoudite pour les engager sur la voie des réformes. » Sur cet échiquier, le Liban et la Syrie seraient, pour M. Satloff, « un premier test » de cette politique d’ ’ instabilité constructive car « Israël et l’ Iran, l’ Europe et les Etats-Unis, la Syrie et les Palestiniens, tous ces chemins convergent à Beyrouth ». Il reconnaît que les Etats-Unis et leurs alliés locaux devront certes subir « quelques défaites tactiques » mais « avec de la persévérance, des changements positifs continus ne manqueront pas de se produire ».

The “redirection,” as some inside the White House have called the new strategy, has brought the United States closer to an open confrontation with Iran and, in parts of the region, propelled it into a widening sectarian conflict between Shiite and Sunni Muslims.

When Bakri founded al-Muhajiroun in 1996 with the blessings of Britain’s security services, his co-founder was Anjem Choudary. U.S. Army Europe will soon dispatch a survey team to eastern Europe to scout locations for tanks and other military hardware as part of a broader effort to bolster the U.S. military presence in a region rattled by Russia’s intervention in Ukraine, the Army’s top commander in Europe said Friday. “We are doing surveys here in the next few weeks up in Estonia, Latvia, Lithuania, Poland, Romania and Bulgaria to see if there is a place where perhaps some of that equipment could be stored there,” USAREUR chief Lt. Gen. Ben Hodges said during an interview with Stars and Stripes. “Maybe it’s a company, maybe it’s a whole battalion, we don’t know yet until we do the survey.” In 2015, the Army expects to rotate a full-sized, U.S.-based heavy brigade of some 3,000 troops and additional tanks and other armored vehicles through Europe in connection with the service’s Regionally Aligned Force initiative. Last year, the program kicked off on a smaller scale, bringing combat tanks back into Europe after a brief absence following the elimination of two Germany-based heavy brigades in 2013. Now, the regional concept is picking up steam, with plans for 220 armored vehicles in Europe.

A U.S. Army soldier who just returned from West Africa and was self-monitoring for Ebola symptoms was found dead on Tuesday near the Texas base where he was posted, Fort Hood officials said.
Army officials said initial screening results showed the soldier was not infected with Ebola. A more conclusive test was underway “and results will be released when complete to confirm the preliminary findings,” they said in a statement.
The unidentified soldier, who recently returned to Fort Hood in central Texas on emergency leave, was monitoring himself twice daily and reporting his status to medical officials, they said.
He was found dead at his off-post residence in the town of Killeen.
“We are not saying Ebola at all,” Killeen police spokeswoman Carol Smith said. “It’s just that because of the circumstances from West Africa, we are erring on the side of caution.”

Gopal, a Wall Street Journal and Christian Science Monitor reporter, investigates, for example, a US counterterrorist operation in January 2002. US Central Command in Tampa, Florida, had identified two sites as likely “al-Qaeda compounds.” It sent in a Special Forces team by helicopter; the commander, Master Sergeant Anthony Pryor, was attacked by an unknown assailant, broke his neck as they fought and then killed him with his pistol; he used his weapon to shoot further adversaries, seized prisoners, and flew out again, like a Hollywood hero.
As Gopal explains, however, the American team did not attack al-Qaeda or even the Taliban. They attacked the offices of two district governors, both of whom were opponents of the Taliban. They shot the guards, handcuffed one district governor in his bed and executed him, scooped up twenty-six prisoners, sent in AC-130 gunships to blow up most of what remained, and left a calling card behind in the wreckage saying “Have a nice day. From Damage, Inc.” Weeks later, having tortured the prisoners, they released them with apologies. It turned out in this case, as in hundreds of others, that an Afghan “ally” had falsely informed the US that his rivals were Taliban in order to have them eliminated. (...) Gopal then finds the interview that the US Special Forces commander gave a year and a half later in which he celebrated the derring-do, and recorded that seven of his team were awarded bronze stars, and that he himself received a silver star for gallantry.

Gopal’s investigations into development are no more encouraging. I—like thousands of Western politicians—have often repeated the mantra that there are four million more children, and 1.5 million more girls, in school than there were under the Taliban. Gopal, however, quotes an Afghan report that in 2012, “of the 4,000 teachers currently on the payroll in Ghor, perhaps 3,200 have no qualifications—some cannot read and write…80 percent of the 740 schools in the province are not operating at all.” And Ghor is one of the least “Taliban-threatened” provinces of Afghanistan.

Why didn’t I—didn’t most of us—know these details? The answer is, in part, that such investigative journalism is very rare in Afghanistan. Gopal’s work owes a lot to other researchers. He is building on the work of Sarah Chayes and Alex Strick van Linschoten (both of whom immersed themselves in the Pushtu south), of exceptional journalists such as Carlotta Gall and David Rohde of The New York Times, of officials with years in the country such as Eckart Schiewek, Robert Kluijver, and Michael Semple, and of Afghan journalists such as Mohammed Hassan Hakimi.

With US politicians and the American media engaged in an increasingly acrimonious debate over the strategy guiding the latest US war in the Middle East, the United States Army has unveiled a new document entitled the Army Operating Concept (AOC), which provides a “vision of future armed conflict” that has the most ominous implications. It is the latest in a series of documents in which the Pentagon has elaborated the underlying strategy of preventive war that was unveiled in 1992—that is, the use of war as a means of destroying potential geopolitical and economic rivals before they acquire sufficient power to block American domination of the globe.

The shooting of unarmed black teenager Michael Brown in Ferguson, a district of St. Louis County in Minnesota, and the spate of civil unrest that followed, could set a precedent for the future of American society according to a senior Iraq war veteran and Pentagon defence analyst. Terron Sims, an African American active in local Democratic politics who had previously served five years in the United States Army, told me during an interview last month that without a fundamental cultural and institutional change in American policing across the country, the US could see more Ferguson-type events in the near future.

Islamist fighters and militants overran a major Libyan army base in the eastern city of Benghazi on Tuesday after a fierce battle involving rockets and warplanes in which at least 30 people were killed. Special forces troops had to abandon their main camp in southeast Benghazi after coming under sustained attack from a coalition of Islamist fighters and militias, military officials and residents said. “We have withdrawn from the army base after heavy shelling,” Saiqa Special Forces official Fadel Al-Hassi told Reuters. read more

In the never-ending era of the Global War on Terrorism, with its insurgencies and counter-insurgencies, the thin line between military and humanitarian objectives has exceedingly been blurred – both sectors have found themselves aligned, at times uncomfortably so for humanitarian workers. Last month, the release of an updated US army field manual that outlines the Americans’ doctrine for #counter-insurgency continues that trend.

AMERICA has always had trouble with black hair. The United States Army is only the latest in a long line of institutions, corporations and schools to restrict it. On March 31, the Army released an updated appearance and grooming policy, known as AR 670-1. It applies to all Army personnel, including students at West Point and those serving in the R.O.T.C. and the National Guard.
No distinctions are made for race or ethnicity, only gender, in that the regulations regarding hair are divided between women and men. But it’s not hard to infer that certain sections pertain specifically to black women, since they refer to hairstyles like cornrows, braids, twists and dreadlocks, severely limiting or banning them outright.
While the Army certainly isn’t the first to impose these kinds of prohibitions, it may be the most egregious example, considering that the 26,000 black women affected by AR 670-1 are willing to die for their country. On Tuesday, Secretary of Defense Chuck Hagel ordered the entire military to review its hairstyle rules, after the women of the Congressional Black Caucus sent him a letter saying that the Army policy’s language was “offensive” and “biased” and strongly urging him to reconsider it. More than 17,000 people signed a petition submitted to WhiteHouse.gov asking the Obama administration to review the policy.
The bias against black hair is as old as America itself.
