    In a Democracy Now! exclusive, the nation’s former top counterterrorism official has said he believes President George W. Bush is guilty of war crimes for launching the 2003 invasion of Iraq. Richard Clarke served as national coordinator for security and counterterrorism during President Bush’s first year in office. He resigned in 2003 following the Iraq invasion and later made headlines by accusing Bush officials of ignoring pre-9/11 warnings about an imminent attack by al-Qaeda. On Tuesday, Clarke spoke to Democracy Now! in an interview that will air next week.

    Amy Goodman : “Do you think President Bush should be brought up on war crimes [charges], and Vice President Cheney and [Defense Secretary] Donald Rumsfeld, for the attack on Iraq?”

    Richard Clarke : “I think things that they authorized probably fall within the area of war crimes. Whether that would be productive or not, I think, is a discussion we could all have. But we have established procedures now with the International Criminal Court in The Hague, where people who take actions as serving presidents or prime ministers of countries have been indicted and have been tried. So the precedent is there to do that sort of thing. And I think we need to ask ourselves whether or not it would be useful to do that in the case of members of the Bush administration. It’s clear that things that the Bush administration did — in my mind, at least, it’s clear that some of the things they did were war crimes.”

    “We are not there yet, but the technology is,” said Clarke, the former National Coordinator for Security, Infrastructure Protection, and Counter-Terrorism for the United States and advisor to presidents dating back to Ronald Reagan.

    Girl soldiers are often thought of only as “sex slaves”, a term that glosses over the complex roles many play within armed groups and in some national armies. This thinking contributes to their subsequent invisibility in the demobilisation processes. In fact, girls are frequently the most challenging child soldiers to rehabilitate.

    About 40% of the hundreds of thousands of child soldiers scattered across the world’s conflicts today are thought to be girls, but the numbers of girls enrolling in child soldier DDR programmes dwindles to 5% or less.

    Girls often conceal their association with armed groups, Richard Clarke, director of Child Soldiers International, told IRIN. In traditional societies, enrolling in DDR could confirm a past that imperils their future. “In contexts of entrenched gender discrimination, and in situations where a girl’s ’value’ is defined in terms of her purity and marriageability, the stigma attached to involvement in sexual activity, whether real or imputed, can result in exclusion and acute impoverishment,” he said.

    The source of the explosive, unproved allegations is a man who once considered Tenet a close friend: former White House counterterrorism czar Richard Clarke, who makes the charges against Tenet and the CIA in an interview for a radio documentary timed to the 10th anniversary next month. Portions of the Clarke interview were made available to The Daily Beast by the producers of the documentary.

    In the interview for the documentary, Clarke offers an incendiary theory that, if true, would rewrite the history of the 9/11 attacks, suggesting that the CIA intentionally withheld information from the White House and FBI in 2000 and 2001 that two Saudi-born terrorists were on U.S. soil—terrorists who went on to become suicide hijackers on 9/11.

    Late on the night of the 13th, Prince Bandar’s assistant called the F.B.I.’s assistant director for counterterrorism, Dale Watson. He needed help, the assistant said, in getting bin Laden “family members” out of the country. Watson said Saudi officials should call the White House or the State Department. The request found its way to counterterrorism coordinator Richard Clarke, who has acknowledged that he gave the go-ahead for the flights. He has said he has “no recollection” of having cleared it with anyone more senior in the administration.

    An F.B.I. memo written two years after the exodus appears to acknowledge that some of the departing Saudis may have had information pertinent to the investigation. Asked on CNN the same year whether he could say unequivocally that no one on the evacuation flights had been involved in 9/11, Saudi Embassy information officer Nail al-Jubeir responded by saying he was sure of only two things, that “there is the existence of God, and then we will die at the end of the world. Everything else, we don’t know.”
