    Israël est le premier pays à reconnaître l’indépendance du Somaliland, plus de trente ans après que celui-ci se soit de facto totalement détaché de la Somalie. À travers cette décision, Tel-Aviv cherche à obtenir une place forte sur la très stratégique mer Rouge, à faire pencher en sa faveur les équilibres géopolitiques régionaux et, possiblement, à expulser vers ce territoire de la Corne de l’Afrique de nombreux Palestiniens. Le Somaliland se réjouit de cette première reconnaissance internationale, mais est-il vraiment si positif pour lui de se retrouver ainsi l’obligé d’Israël ?

    L’#or_vert ou la stupéfiante odyssée du #khat

    Le khat est consommé dans de nombreux pays d’#Afrique_de_l'Est. Vendue sous la forme de feuilles et de tiges, cette plante psychotrope provoque une sensation stimulante d’#euphorie impulsée par une accélération du rythme cardiaque. Mais le khat crée aussi des effets d’accoutumance et de manque, doublés de déprime, de léthargie, et chez certains, notamment les enfants, de troubles mentaux. Ancien dépendant au khat, #Abukar_Awalé, membre de la diaspora somalienne en Grande-Bretagne, a alerté les autorités britanniques et milité pour la fin de la tolérance. Ce film suit son combat courageux, remonte la filière du khat à travers le monde et en expose les ravages et les enjeux économiques.

    Interest in the Horn of Africa from foreign powers has always been a double-edged sword.

    BERBERA, Somalia—On any given day in Berbera, the deep-water port on Somaliland’s Red Sea coast, ramshackle ships dock next to small boats known as dhows. Most of them are waiting to set off for the Persian Gulf, laden with spices, scrap metal, and often more lively cargo—goats raised for the global market on the country’s scorched landscape.

    It may be hard to tell by looking at it, but some 30 percent of the world’s crude oil transported on ships passes just a few miles offshore, a detail that has made Berbera’s port a prized location for outside powers looking for a new connection to the world’s most vital sea transport route. As a result, Somaliland, like its neighbor Djibouti, which is emerging as a hub for foreign military installations, has found itself at the center of big power rivalries that could reshape the Horn of Africa.

    By 2020, Berbera’s dhows are set to have some much larger neighbors. Somaliland’s authorities have inked a deal with the United Arab Emirates for a $442 million port upgrade and the establishment of a new UAE naval base, offering the UAE a new launch point for its involvement in the Saudi-led war in Yemen and a way to strengthen its footing in the Horn of Africa.

    When it becomes operational, Berbera’s new port is set to be run by DP World. After getting its start building Dubai’s Port Rashid, the largely state owned company from the UAE has become one of the world’s biggest port operators. The project will also include the establishment of a free trade zone, which aims to deliver huge economic gains for Somaliland and the Horn of Africa more broadly.

    Given that Somaliland is not a country that formally exists, this new development is particularly ambitious. Although the territory has declared itself to be independent from Somalia, no other government recognizes its sovereignty, despite years of effort.

    For the UAE, deepening ties with Somaliland aligns with a broader determination to punish Somalia. The Emiratis are aggrieved by Mogadishu’s coziness with Qatar and its refusal to join in the Saudi-led blockade of that country. In January, Qatar donated 68 armored vehicles to Somalia’s military. In April, the UAE retaliated by shutting down a key hospital it had funded in Somalia’s capital.

    For Somaliland, the infusion of Emirati money means a lot more than being able to accommodate bigger ships and process more containers. For many, this set of investments is being viewed as an accelerant for the territory’s attempts to achieve formal independence from Somalia.

Hassan added that the investment “means everything to us.” He told Foreign Policy that the port “is something big for us … as you know that we are moving away from Greater Somalia.” For him, “DP World coming to Berbera shows the stability of the country.”

    However, Somaliland’s relative stability is only part of the equation. Western powers have said it’s up to the African Union to decide whether or not it will recognize Somaliland first. Given the complexities of revising colonial borders in Africa and the reluctance of larger African states to set a precedent that could be leveraged by their own rebellious regions, the African Union’s member states have few incentives to change the status quo. Somaliland is facing some very high barriers to realizing its ambitions of statehood, first and foremost in the form of opposition from Somalia.

    The willingness of outside backers to support Somaliland has aggrieved Mogadishu. Since the Somali state collapsed into a three-decade-long cycle of conflict and violence, Somalia’s government has been trying to regain control of the country’s entire territory. Somaliland’s plans for Berbera’s port directly challenge that vision.

      The U.S. Defense Department is in the early stages of a project to develop land-based supply routes from the main American military base in Africa, Camp Lemonnier in Djibouti, to other U.S. camps across the eastern part of the continent, according to contractors involved with the project and officials familiar with the deliberations.

      The first part of the trail is intended to link Lemonnier to Baledogle, the U.S. camp in Somalia. The passage traverses areas controlled by the al Qaeda-affiliated group al-Shabab; swaths of land controlled by warlords with private militias; and a tense border region with Ethiopia.

      This project will further entrench the U.S. military presence in Africa. It might also be part of a broader American approach to countering China in places across the continent where the U.S. has vital interests, including the strategic Horn of Africa, though one former official said the plan is more likely driven by logistical considerations.

      Sending U.S.-affiliated convoys through these territories is generally considered highly dangerous. Foreigners tend to move in Mogadishu in armored cars with private security. If they leave the Somali capital, even to go short distances, they generally travel by air. U.S. military personnel usually make the 60-mile trip from the Mogadishu International Airport complex—which acts as the base for most internationals—to Baledogle in a helicopter.

      As such, a plan to create a passable route that runs through about three-quarters of the country is a hugely ambitious and expensive undertaking. The sources told Foreign Policy that carving out the routes in Somalia alone would cost at least $75 million.

      The project falls under the purview of the Virginia-based defense contractor Pacific Architects and Engineers, one of a few companies that support the United States African Command (the body also known as Africom that oversees U.S. military operations in Africa) in Somalia. Neither Africom nor the defense contractor would confirm the project, citing security concerns.

    Under the #Somaliland rape and other related offences bill, all forms of sexual offence would be criminalised, including rape, gang rape, sexual assault, trafficking and child marriage. Rapists who infect their victims with HIV would receive life sentences.

    Nafisa Yusuf, executive director of the Nagaad Network of 45 women’s organisations in Somaliland, said: “This is a great milestone achieved by Somaliland women.”

    The network said the legislation is particularly significant given the rise of gender-based violence in recent years. Drought in the Horn of Africa in 2017 displaced tens of thousands of people in Somaliland and throughout the wider region, leaving women and young mothers especially vulnerable to assault.

    The bill has been agreed in the lower house of parliament, but still needs approval from the upper house. It is hoped the bill will be signed by the president on 1 March.

There are growing fears that the country could face a famine, which would have devastating impact on the population.     Pour 200 millions de femmes, l’entrée dans la vie d’adulte est synonyme de mutilation, indique l’Unicef. Le projet “#Uncut”, qui s’appuie notamment sur le travail photographique de #Simona_Ghizzoni, montre des femmes qui ont subi ou pratiqué des mutilations génitales au #Kenya, en #Éthiopie et dans ce pays non reconnu par la communauté internationale qu’est le #Somaliland. Amputées d’une partie de leurs organes génitaux externes – notamment des zones leur permettant d’éprouver du plaisir sexuel –, ces femmes sont victimes de terribles hémorragies et sujettes à des infections qui peuvent provoquer des complications lors de l’accouchement, voire la stérilité.

    Le projet photographique, qui se décline aussi en vidéo et en webdocumentaire, mené en collaboration avec la journaliste Emanuela Zuccalà et porté par l’association Zona, met en lumière celles qui ont décidé de lutter pour éradiquer cette pratique. Parmi les 200 millions de femmes à jamais amputées d’une partie d’elles-mêmes, 44 millions auraient moins de 15 ans. Le 6 février a été décrété Journée internationale de la tolérance zéro à l’égard des mutilations génitales féminines.

Une politique improductive sur le long terme, selon les partis d’opposition, puisque l’Arabie Saoudite, d’obédience wahhabite, veut une Somalie forte et non divisée.

    There are corners of the globe where breakaway countries exist in #geopolitical purgatory, embraced by their would-be leaders yet unrecognized by the international community.

    And Narayan Mahon wanted to document them.

    This fascinating realization came to him in 2005, when he learned about “#unrecognized_countries” while studying at the University of North Carolina at Charlotte. At the time, he was just becoming interested in photography as well, so he applied to graduate school at Syracuse University with the express intention of visiting unrecognized countries for a long-term documentary photography project. It was a big stretch, given his limited knowledge of either subject.

    “This is the first thing I ever worked on; the first photographic idea I ever had,” he said. “I had a point-and-shoot digital camera, and I didn’t know what aperture meant. I didn’t know an f-stop from a stop sign.”

    He soon learned. Financing his project with student loans and a grant from the Pulitzer Center on Crisis Reporting, he embarked on his research in earnest.     Drôle de nouvelle... L’ONU qui félicite l’élection d’un « président » d’un Etat de facto, non reconnu par la communauté internationale et qui en plus explique que c’est là la première pierre pour la création d’une Somalie fédérale... c’est une première. J’aime beaucoup l’expression « semi-autonome » :) Semi-autonome de quoi ? de l’Etat somalien à Mogadiscio qui aurait un semi-contrôle sur le Puntland ? :)

    J’hésite entre penser que c’est très courageux (ce serait la première fois que l’ONU reconnait la légitimité d’un président d’un état de facto), ou très hypocrite dans la mesure où ça suggère que l’ONU refuserait de voir la réalité et reste ancrée dans l’idée d’une Somalie unie (ou susceptible de se réunir en fédération, on suppose avec le Somaliland et « ce que deviendrait le Sud du pays »)... Et alors bon courage, car ni le Puntland ni le Somaliland ne veut en entendre parler.

    Intéressante position de l’ONU en tout cas...

    8 janvier 2014 – Le Représentant spécial du Secrétaire général de l’ONU en Somalie, Nicholas Kay, a salué mercredi l’élection du nouveau président de la région semi-autonome du Puntland, estimant que cette région était à la pointe du développement d’une solution pacifique fédérale pour la Somalie.

    « Le Puntland ouvre la voie à l’élaboration d’une Somalie fédérale », a déclaré M. Kay dans un communiqué publié à Garowe, la capitale du Puntland. Il a félicité le Président élu Abdiweli Mohamed Ali Gaas pour sa nomination aujourd’hui par le Parlement.
