Queer history?! The histories of lesbian and gay people in South Africa have been confined to an “invisible archive”. Apostles of Civilised Vice is a history of same-sex desire which investigates lesbian and gay experience and personalities from colonial times to the present. Between 1910 and 1933 thousands of men were convicted of sodomy and “unnatural offences”. The majority of those tried, convicted and imprisoned were black. For over two centuries of South African history, lesbian and gay stories have been silenced, depriving contemporary queer life of a history. Apostles of Civilised Vice gives voice to gays and lesbians silenced by colonial rule and apartheid laws that criminalised and marginalised same sex desire.

Post 1994, the ANC was virtually forced to adopt a neo-colonial socio-economic paradigm that was propagated by the World Bank and the IMF. We also adopted its values of selfish individualism and wealth creation. The outcome was never in doubt and we have now achieved the unenviable status of being the most unequal society in the world.
Without doubt there have been great changes in South Africa since the ANC took power in 1994. Millions of poor people have been lifted out of the poverty trap, thanks to welfare support payments. But contemporary South Africa manifests the shortcomings envisaged by Fanon and there is a dark underbelly because the socio-economic situation has worsened for the majority of the poor.

Dans ces quartiers déshérités, la confusion règne. Et pourtant... Gandhi fait du travail social, arpente les shacks à la recherche des sidéens qui se terrent pour mourir à l’abri des regards. « Dès que tu dis que tu es séropositif, les gens te traitent comme un sous-animal. Tu ne peux plus sortir de ta maison, aller dans la rue. Beaucoup se suicident. Les autres prétendent que c’est le diabète qui les fait maigrir. » Gandhi cite la Bible et explique : « Ce qui nous tue, c’est la pensée matérialiste. Nous, les filles, nous aimons les garçons qui ont une voiture. C’est comme ça que la pauvreté nous pousse vers le VIH. A la maison, nous n’avons rien, et voilà ce gars qui arrive les mains pleines... » Nombre de sociologues et de médecins sud-africains décrivent un panorama de relations sexuelles « transactionnelles » : ainsi, lorsque le prix du taxi est inabordable faute de revenu (et en l’absence de transports publics), une jeune fille est tentée de recourir à un « ministre du transport ». Elle aura aussi, selon les cas, son « ministre des finances », son « ministre des loisirs ». Les sugar daddies (papa sucreries) font la sortie des écoles avec leurs cadeaux - fringues de marque, téléphone mobile. L’apartheid a porté le machisme et la violence sexuelle à des niveaux accablants. Pour une population de 43,8 millions d’habitants, la journaliste Charlene Smith cite le chiffre annuel d’un million de viols... Une violence qui explique, pour partie, la vitesse avec laquelle l’épidémie s’est répandue dans le pays.

More than seven months overdue, the Global Fund to fight AIDS, Tuberculosis and Malaria grant will finally be released to key South African AIDS organizations that have been struggling to survive. Some were on the verge of shutting down.
The Global Fund released US$7,106,426.91 to the South African National Treasury on 6 February, the same day seven of the grant’s sub-recipients delivered an open letter to Minister of Health, Aaron Motsoaledi, pleading for intervention to bring the Fund’s “life-threatening delays” to an end.

What’s a sucker punch? It’s when a boxer in the ring gets a punch below the belt that he doesn’t see coming. No one expected a complete cancellation of Round Eleven, with new money unavailable for implementation until 2014.
It’s just the latest blow in a long list of betrayals on the part of the donor countries, in this instance the Europeans in particular. I’ve heard from several people that the politics of the Global Fund meeting in Accra two weeks ago, when the decision was made, were not just complicated, but amounted to miserable internecine warfare. Certain governments on the Board of the Global Fund simply discredited themselves. They give a soiled name to the principle of international solidarity. The Chair of the Board, in a remarkably convoluted effort, tried to explain things in a press release. He would have done far better to remain silent.
The decision on the part of the donor countries is unforgiveable. (...)
I asked: “Do they regard Africa as a territorial piece of geographic obsolescence? Do they regard Africans themselves as casually expendable? Is it because the women and children of Africa are not comparable in the eyes of western governments to the women and children of Europe and North America? Is it because Africans are black and unacknowledged racism is at play? Is it because a fighter jet is worth so much more than human lives? Is it because defense budgets are more worthy of protection in an economic downturn than millions of human beings?”
