No, the evidence did not show that President Bush knew about the 9/11 attack in advance. But here was something still quite damning: we learned that the Bush family connection to the Bin Laden family business might have been a shield against government probes. Did Bin Laden, reading that, make a note to himself to thank the Bushes for their unintended protection? I assumed the FBI would deny the authenticity of the document. Instead of denying that the Bin Laden investigation had been spiked, the FBI spokesman told Newsnight these chilling words: “There are a lot of things the intelligence community knows and other people ought not to know.”
Ought not to know? What else ought we not to know? What else is government hiding from us – and when will it kill us?
The US government has charged Edward Snowden with “willful communication of classified communications and intelligence information to an unauthorised person”. CIA agent Jeffrey A Sterling has just received a three-year sentence for passing information to a reporter. This suggests that, today, Newsnight’s releasing the FBI document would land me or my informants in the slammer.
Why? Is there really a fear that terrorists will read our information? Well, in my case at least, I know Bin Laden probably did in fact read secret national security documents – in my book. Did he learn some great state secret that would allow him to escape? Obviously not. Did Bin Laden learn the secret that our leaders are incompetent and craven and that our intelligence agencies are poisoned by commercial and political interests? I suspect he knew that already.
Finding that Bin Laden read my book, with its several chapters revealing state secrets, confirms for me that the new official war on whistleblowers and reporters is not about keeping information out of the hands of terrorists, but making sure that “the public ought not to know” where the fools at the helm are leading us .

On Monday, May 18, the conservative government watchdog group Judicial Watch published a selection of formerly classified documents obtained from the U.S. Department of Defense and State Department through a federal lawsuit.
While initial mainstream media reporting is focused on the White House’s handling of the Benghazi consulate attack, a much “bigger picture” admission and confirmation is contained in one of the Defense Intelligence Agency documents circulated in 2012: that an ‘Islamic State’ is desired in Eastern Syria to effect the West’s policies in the region.

Astoundingly, the newly declassified report states that for “THE WEST, GULF COUNTRIES, AND TURKEY [WHO] SUPPORT THE [SYRIAN] OPPOSITION… THERE IS THE POSSIBILITY OF ESTABLISHING A DECLARED OR UNDECLARED SALAFIST PRINCIPALITY IN EASTERN SYRIA (HASAKA AND DER ZOR), AND THIS IS EXACTLY WHAT THE SUPPORTING POWERS TO THE OPPOSITION WANT, IN ORDER TO ISOLATE THE SYRIAN REGIME…”.
The DIA report, formerly classified “SECRET//NOFORN” and dated August 12, 2012, was circulated widely among various government agencies, including CENTCOM, the CIA, FBI, DHS, NGA, State Dept., and many others.
The document shows that as early as 2012, U.S. intelligence predicted the rise of the Islamic State in Iraq and the Levant (ISIL or ISIS), but instead of clearly delineating the group as an enemy, the report envisions the terror group as a U.S. strategic asset.

Je pense moi aussi qu’il y a de toute évidence un plan derrière les progrès apparemment coordonnés d’Al-Qaïda-Syrie, sous le nom de Jabhat al-Nusra ou maintenant également d’Armée de Conquête, et l’avance de l’État islamique en Syrie et en Irak. Non seulement les faits, mais aussi le rapport DIA attestent d’un tel plan.
Le troisième élément d’intérêt est fourni par un rapport de Reuters qui relaie des informations qui n’avaient jusqu’à présent circulé qu’en Turquie : Exclusif : les renseignements turcs ont participé à l’envoi d’armes vers les zones tenues par les rebelles islamistes syriens :
Des témoignages d’officiers de gendarmerie notés dans des documents judiciaires examinés par Reuters laissent penser que des pièces détachées de roquettes, des munitions et des obus de mortier semi-finis ont été envoyés dans des camions escortés par des fonctionnaires de l’Agence de renseignement de l’État (MIT), il y a plus d’un an, vers des zones de la Syrie sous contrôle islamiste.
Du fait de la publication des rapports de la DIA, des rapports sur le soutien militaire turc actif aux Islamistes d’Al-Qaïda et d’articles qui reconnaissent le soutien américain à l’offensive actuelle d’Al-Qaïda en Syrie, l’administration Obama va probablement subir des pressions pour changer de cap. La prise de Syrte en Libye par l’État Islamique s’ajoute sans doute à la pile. L’administration Obama pourrait au moins être pressée de ne pas soutenir plus longtemps Al-Qaïda en Syrie et en Irak.
Mais, c’est bien connu, l’administration Obama ne connait pas la honte et, dans le doute, elle choisit toujours la pire solution. Le mieux que nous puissions espérer est que des informations comme celle-ci se répandent et qu’avec le temps elles imprègnent assez l’opinion publique pour que l’Administration soit obligée de changer de politique.

The Defense Intelligence Agency report stated that “there is the possibility of establishing a declared or undeclared Salafist Principality in eastern Syria (Hasaka and Der Zor), and this is exactly what the supporting powers to the opposition want, in order to isolate the Syrian regime”. Today, the so-called Islamic State’s power base is in the east and north of Syria, and it controls most of the regions around Deir al-Zor, the regional capital of that eponymous eastern region. The city itself is still contested between regime and ISIS forces.
The report (revealed by an American conservative group’s freedom of information request) clarifies in a preceding paragraph that “supporting powers” is a reference to “Western countries, the Gulf states and Turkey”. The term “western countries” here is likely supposed to include Israel. In any event, such intelligence is likely to have been shared with Israel.
So with Israel aware that the West was engaged in such cynicism with al-Qaeda-type groups in Iraq and Syria, it’s no wonder Israel feels itself permitted to engage in an active alliance with al-Qaeda in Syria.

On another terrorism development that has wide implications today, one DIA report in August 2012 predicted the rise of the Islamic State, which was then emerging in Syria. Some of the “dire consequences” are blacked out but the DIA presciently warned one such consequence would be the “renewing facilitation of terrorist elements from all over the Arab world entering into Iraqi Arena.”

A revealing light on how we got here has now been shone by a recently declassified secret US intelligence report, written in August 2012, which uncannily predicts – and effectively welcomes – the prospect of a “Salafist principality” in eastern Syria and an al-Qaida-controlled Islamic state in Syria and Iraq. Subito dopo l’uscita, si sono registrati anche numerosi apprezzamenti da parte di organizzazioni internazionali e terzo settore. Nelle righe che seguono cerchiamo di mettere in ordine le indicazioni dell’Agenda che più ci toccano da vicino e vi proponiamo il nostro punto di vista.
Non prima, però, di una ovvia quanto doverosa precisazione: l’Agenda contiene, come detto, un piano di lavoro sulla base del quale la Commissione presenterà, nelle prossime settimane o nei prossimi mesi, delle vere e proprie proposte legislative le quali dovranno essere approvate come minimo dalla maggioranza qualificata del Consiglio UE (quindi dagli Stati membri) e talvolta anche dal Parlamento europeo (questo dipende dall’oggetto della proposta). È naturale, pertanto, che la Commissione, prima di pubblicare questa Agenda, così attesa, abbia dovuto tener conto del clima e delle sensibilità politiche presenti nei vari Paesi per garantire che il suo piano di lavoro non sia integralmente cestinato.

Before the Boat: Understanding the Migrant Journey
In response to the recent surge in migrants crossing the Mediterranean—and the deaths and injuries that often result from failed journeys—European policymakers have struggled to find effective policy responses to stem the flow of boats. Deep, sophisticated insight into the decision-making process of those who undertake these journeys is necessary; without this information and a wider understanding of the political economy of migrant smuggling, policymakers essentially are making decisions in the dark.
This MPI Europe report argues that to develop effective policy in this area, policymakers must recognize the driving forces behind migrants’ decisions and movements through a comprehensive understanding of smuggling networks and the migrants who utilize them. At the moment, the knowledge base suffers from a number of limitations, including a “destination bias” that views developments from a destination-country perspective. There is a lack of understanding of the way migrants make decisions, as their personal risk assessment models are often much more nuanced and far-sighted than the current evidence acknowledges. Policymakers should also consider the structure and economy of smuggling networks, which could help locate weak spots and pressure points.
The report, drawing from the authors’ interviews with migrants, highlights gaps in evidence on migrants’ decision-making processes, perceptions of risk, and access to information. It also examines smuggling networks, which have been thus far overlooked in research efforts.

Selon l’ONG Security Council Report (ci-dessous), l’UE a cherché vainement à obtenir l’accord des autorités libyennes, et un Etat membre du Conseil de sécurité a exprimé son opposition à l’opération en l’absence de cet accord.
Les comptes-rendus de la visite de Poutine à Rome, la semaine dernière, laissent penser que la Russie est cet Etat.
D’où sans doute l’absence de nouvelles discussions et de vote au Conseil de sécurité, l’UE ne voulant pas mener cette affaire alors que son plan aurait échoué à être approuvé à New York.
D’où aussi sa limitation à la phase 1 : surveillance et interception en mer sans débarquements en territoire libyen ou pénétration dans ses eaux territoriales.
Tout sauf un grand succès diplomatique pour l’UE qui avait espéré mettre le Conseil de sécurité dans sa poche et obliger la Libye à se coucher

The negotiations on the EU draft aimed at tackling the smuggling of migrants on the Mediterranean were still ongoing at press time between some Council members and the Libyan authorities. (For at least one permanent member the consent of the Tobruk/al-Bayda-based government seems to be indispensable for the adoption of the resolution.) In the past, it has been difficult to get agreement on resolutions authorising the interception of vessels, whether in the context of the implementation of sanctions or counter-piracy measures. Some Council members feel strongly about not contravening the principle of freedom of navigation codified in the UN Convention on the Law of the Sea. As such, they have tended to focus their discussions in the past on such issues as the procedures to authorise interdiction, whether the consent of the flag state is required and the maritime zones where the interdiction is authorised to happen. In the informal interactive dialogue with Mogherini, some Council members inquired about the potential impact that requesting consent from Libya could have on the political process.

After the establishment of the National Security Division of the Department of Justice in 2006, there have been more national security and criminal investigations into journalists and prosecutions of their sources than at any other time in the nation’s memory. Eight people have been charged under provisions of the Espionage Act of 1917 for giving documents and information to the media by this administration alone – including me, former CIA officers Jeffrey Sterling and John Kiriakou, and the former Department of State analyst Stephen Jin-Woo Kim.
The roots of this crackdown seem to have begun before the administration took office: Steven Rose and Keith Weissman were prosecuted for sharing information about classified foreign policy issues to members of the media, analysts, and officials of a foreign nation, though neither man worked for the government or had a security clearance. The lawyers who prosecuted Rose and Weissman successfully established their broad interpretation of the Espionage Act before Judge TS Ellis III; though he ruled in their favor, he also warned that “the time is ripe for Congress to engage in a thorough review and revision of [the Espionage Act of 1917] to ensure that they reflect ... contemporary views about the appropriate balance between our nation’s security and our citizens’ ability to engage in public debate about the United States’ conduct in the society of nations.

The Danes are rightly proud of their anti-Nazi resistance and their heroism in saving the lives of almost all their Jewish citizens. But Denmark also had a dirty little secret that remained hidden for many decades.
A Danish Nazi, SS Dr Carl Værnet, conducted medical experiments on gay concentration camp prisoners. Unlike most other Nazi doctors, he was never put on trial at Nuremburg. Instead, with Danish and British collusion, he was able to escape to Argentina, where he lived openly and continued his research into methods for the eradication of homosexuality.

On 7 June, 2010, a US border patrol agent shot and killed a 15-year-old Mexican boy, Sergio Hernandez, who was standing on the Mexican side of the border. The border patrol agent who drew his firearm and shot Hernandez twice, including a fatal shot to the head, alleged that the boy had been throwing rocks.
After three days on administrative leave and an administrative review of his actions, the agent returned to his duties. No criminal charges were filed, and the United States has refused to extradite the agent to stand trial for murder in Mexico.

Hernandez’s shooting is not an isolated incident: according to the Washington Times, there have been 43 cases since 2010 involving the use of deadly force by agents, resulting in 10 deaths along the border.
The reason that we have separation of powers is to prevent these types of abuses by one branch of government by holding it accountable to the other branches. Apparently, the courts are now willing to abdicate this responsibility when the individual is a foreign national standing on his home soil – even where that individual is a child. People like Hernandez and my clients shouldn’t have to crawl across the border in order to receive #justice.

Left with no other recourse, the family and their attorneys brought a suit in 2011 in federal court alleging a violation of Hernandez’s Fourth and Fifth Amendment rights under the US constitution. The district court dismissed the suit, stating that the US constitution does not apply to Mexican nationals with no “voluntary connections” to the United States. The family appealed to the US Court of Appeals for the Fifth Circuit and, in a unanimous decision issued on 24 April, the court upheld the position that the Fourth Amendment did not apply and that Hernandez’s claim to the Fifth Amendment – the right not to have his life arbitrarily taken by the state without adequate due process of law – was not “clearly established”.

And what was Cameron thinking – that decimating the Syrian army would make life harder for the Islamists, who are palpably the bigger and more atrocious threat?
If Cameron had had his way, the jihadis could be in control of Damascus by now. Where is the accountability? William Hague took the fall for the embarrassing failure with parliament – after a decent interval he was removed from the Foreign Office – but Cameron is the Teflon man here. Having got away with bombing Libya (with barely a thought for the poor Libyans, whose country is now a tragic mess) he must have arrogantly thought that Syria would make a nice encore.
This is all the more deplorable because Cameron’s unthinking policy on Syria can only have fuelled the rise of support for jihadism among British Muslim youth. To call for the overthrow of the secular Syrian government, to demonise it out of all proportion (and remember, this is the same President Assad who was having tea with the Queen in 2006), to predict its imminent fall, as Cameron and Hague were doing in 2012 and 2013 – and then to wail as though it was nothing to do with them when British Muslims set off to help hasten said overthrow – is inconsistent and nonsensical.

Peter Ford has accused the prime minister of demonising President Bashar al-Assad and, as a result, encouraging young British Muslims to become jihadis.
Ford, who retired from the diplomatic service in 2006, attacked Cameron for supporting the armed Syrian opposition and being prepared to bomb government forces after their use of chemical weapons killed up to 1,400 people in August 2013.

When you hire somebody as your personal assistant, the transaction is relatively straightforward: you pay the person for the services tendered – often, in cash – and that’s the end of it. It’s tempting to say that the same logic is at work with virtual assistants: you surrender your data – the way you would surrender your cash – for Google to provide this otherwise free service.
But something doesn’t add up here: few of us expect our personal assistants to walk away with a copy of all our letters and files in order to make a buck off them. For our virtual assistants, on the other hand, this is the only reason they exist.

Nothing of the kind happens to today’s rich when they hire a personal assistant. Here, the balance of power is clear: the master is dominating the servant – and not the other way around, as is the case with Google Now and the poor. In a way, it’s the poor who are the true “virtual assistants” to Google – in helping it to amass the data that the company later monetises.
Forget the ‘war on smuggling’, we need to be helping refugees in need
The deaths in the Mediterranean have two main causes. First, the abolition in November 2014 of the successful #Mare_Nostrum search-and-rescue programme, which saved more than 100,000 lives last year, immediately led to a reduction in the number of rescues and an increase in the number of deaths.
Second, and most importantly, there is a global displacement crisis. We know that in last week’s tragedy – as with wider data on this year’s Mediterranean crossings – a growing proportion are coming from refugee-producing countries such as Syria, Eritrea and Somalia. These people are fleeing conflict and persecution. Of course, others are coming from relatively stable countries such as Senegal and Mali, but the majority now are almost certainly refugees.

Many of those attempting to reach Europe are children. And of these children, many are completely alone – without the support of parents, family or friends. In 2014, half of the children who arrived in Italy were unaccompanied, but this year the proportion has increased to over two-thirds (68%).
These children are fleeing conflict, extreme poverty and persecution in some of the world’s most bloody conflicts, failed states and repressive regimes including Syria, Somalia and Eritrea. They are not criminals, but victims of some of the modern world’s most major crises.

In all the rage about #migration, one thing is never discussed: what we do to cause it. A report published this week by the International Consortium of Investigative Journalists [ _voir ▻http://seenthis.net/messages/361855_ ] reveals that the World Bank displaced a staggering 3.4 million people in the last five years. By funding privatisations, land grabs and dams, by backing companies and governments accused of rape, murder and torture, and by putting $50bn into projects graded highest risk for “irreversible and unprecedented” social impacts, the World Bank has massively contributed to the flow of impoverished people across the globe. The single biggest thing we could do to stop migration is to abolish the development mafia: the World Bank, International Monetary Fund, European Investment Bank and European Bank for Reconstruction and Development.
A very close second is to stop bombing the Middle East. The west destroyed the infrastructure of Libya without any clue as to what would replace it. What has is a vacuum state run by warlords that is now the centre of Mediterranean people-smuggling. We’re right behind the Sisi regime in Egypt that is eradicating the Arab spring, cracking down on Muslims and privatising infrastructure at a rate of knots, all of which pushes huge numbers of people on to the boats. Our past work in Somalia, Syria and Iraq means those nationalities are top of the migrant list.
Not all migration is caused by the west, of course. But let’s have a real conversation about the part that is. Let’s have a real conversation about our ageing demographic and the massive skills shortage here, what it means for overstretched public services if we let migrants in (we’d need to raise money to meet increased demand, and the clearest and fairest way is a rise in taxes on the rich), the ethics of taking the cream of the crop from poor countries. Migration is a complex subject. But let’s not be cowards and pretend the migrants will stop coming. Because they won’t. This will never stop.
